With the removal of crop acreage restrictions and despite the favorable relationships of the 1972–1974 period, all of this land has not been immediately activated into crop production. Some programs encouraged shifts of cropland to pasture, timber production, or to soil improvement uses. Land converted to these alternatives is potentially available for crop production, but whether or at what rate it will be reemployed remains problematic.

Along with the special production method and social ecologies of the area, the agricultural system and farming community, land ownership, availability of resources, size of holdings, agricultural land use along with social change of human environment has also seen changes in the agricultural state. Researchers by evaluating the effects of agricultural land use on social development in their area of ​​study Bijnor district to maintain the quality of land under environmental balance through scientific techniques and green agricultural development for various long term agricultural needs. There is a need and the plains formed from the fertile land by the rivers Ramganga and Kho are important for agricultural land use and crop production..   Hindi: मानव आदिकाल से ही अपनी संस्कृति के क्रमिक विकास में विभिन्न प्रकार के उद्यम, व्यवसायों, आर्थिक क्रियाकलाप एवं सामाजिक विकास तथा अपनी मूलभूत आवश्यकताओं की पूर्ति भूमि से प्राप्त करता है। मानव व्यवहार एवं मानवीय कार्य प्रणाली पर होने वाले प्रभावों का अध्ययन कृषि क्षेत्रों से बाजार की दूरी ,बाजार का भाव एवं कृषि उत्पादन, कृषि क्षेत्रों की मॉंग के साथ-साथ उत्पादन क्षमता भूमि उत्पादन की क्षमता फसल भूमि की सघनता आदि ऐसे प्रश्न रहे जिनका अध्ययन मानव सामाजिक दृष्टि कोण से कृषि भूमि पर पड़ने वाले प्रभावों का अध्ययन करता है। कृषि ग्रामीण अर्थव्यवस्था का सबसे महत्वपूर्ण पक्ष है। कृषि समस्त जीव समुदाय का भरण-पोषण एवं सामाजिक विकास की रीढ़ होती है। फसलोत्पादन क्षेत्र विशेष उत्पादन विधि तथा वहाँ की सामाजिक पारिस्थितियों से कृषि व्यवस्था एवं कृषक समुदाय , भूमि स्वामित्व, संसाधनों की उपलब्धता, जोत का आकार, कृषि भूमि उपयोग को मानवीय वातावरण के सामाजिक परिवर्तन के साथ-साथ कृषि प्रदेश मे भी परिवर्तन देखा गया है। शोधार्थी अपने अध्ययन क्षेत्र बिजनौर जनपद में कृषि भूमि उपयोग का सामाजिक विकास पर प्रभावों का मूल्यांकन करके उसके भावी नियोजन की आवश्यकताओं को दीर्घकालीन विभिन्न कृषि भूमि उपयोग के वैज्ञानिक तकनीक एवं हरित कृषि विकास के माध्यम से वातावरण सन्तुलन के अन्तर्गत भूमि की गुणवत्ता को बनाये रखने की आवश्यकता है तथा रामगंगा और खो नदियों के द्वारा उपजाऊ भूमि से निर्मित मैदान कृषि भूमि उपयोग एवं फसल उत्पादन के लिये महत्वपूर्ण है।

Abstract The formation of agricultural land use adequate to the tasks of the market economy is the most important task of the post-reform period. Agrarian transformations were of a social and political nature and solved the problems of transition from a planned to a market economy. To implement them, we used not the experience of Russia in previous years, but examples from the practice of advanced economies of the European Union. Therefore, the appearance of such a phenomenon as unused land (in general, characteristic of the crisis periods of the market economy) caused a negative perception. The paper considers this problem as an important social and economic phenomenon and suggests ways to solve it. For this purpose, the technology of identifying and detailed study of the state of the land is proposed. The identification of the natural suitability for the cultivation of the main agricultural crops is confirmed by ensuring sufficient efficiency of crop production. Based on the analysis of the conditions of land use (labor, capital and energy supply) and their legal status, the economic feasibility of involving unused plots in economic turnover is established. This will make it possible to make the necessary and reasonable decisions to restore the land and resource potential of agricultural production. To ensure the controlled and systematic implementation of the program to solve the problem, a state-commercial center is being created in the subject of the Federation, which organizes, controls and finances the activities carried out.

The research paper highlights how the problem of finding instruments of financial and economic support for enterprises in the agricultural sector of economy is addressed and, above all, for business entities in crop production. Given the imperfection of the legal and regulatory framework for agri-environmental safety and economic crisis in Ukraine, there is a need for further instruments, ensuring a balanced development of agricultural land-use management. The most appropriate solution to the above problems is an approach that can provide not only financial support to producers of agricultural products, but also reduce the likelihood of adverse effects or environmental situations with negative economic consequences. The increasing degradation processes in the agricultural sector are the source of environmental threats in the crop production subsector, which require the development of an appropriate strategy for agricultural production based on the needs of all subsystems in the agricultural sector. In order to find solutions to environmental and economic contradictions, it is important to develop a business strategy which includes introducing a set of instruments for enhancing the effective functioning of ecological and economic tools and achieving a balanced level of land-use management. In this regard, risk insurance of agricultural land-use management is an important instrument. Its purpose, along with reducing the economic burden on enterprises, is to reduce the level of threats and mitigate the negative effects of land use. The Directive 2004/35/CE of the European Parliament and of the Council “On environmental liability with regard to the prevention and remedying of environmental damage” serves as an international legal basis for performing the above-mentioned tasks in Ukraine on its way to Europe. Its guiding principle is to take efforts in order to implement measures aimed at preventing negative impact from worsening of environmental safety. However, introducing insurance instrument into practice requires further research of theoretical and methodological aspects of such activities. The key component of such activities is developing a systematic list of risks accompanying economic activities in agricultural land use.
