One of the front guards of a hospital is an Emergency Room (IGD) which will provide emergency assistance to every patient. Emergency is a condition that threatens life and disability, so it needs fast, precise, effective and quality action. This can be achieved if the hospital has a standard of service in the Emergency Room. This study aims to determine the implementation of HR standards and minimal services in hospital emergency departments. This research is a qualitative research with a sociological juridical approach. Sociological juridical is legal research that uses secondary data as initial data, which is then followed by primary data or field data. The juridical aspect in this research is the regulation of the minister of health regarding the standards of the Hospital Emergency Room and the sociological aspect is the implementation of the rules in the ministerial decree by the hospital. Sources of legal materials for this research include primary and secondary legal materials. Data collection techniques used are through interviews and literature. The results showed that the Standard Emergency Room is regulated in Law No. 44 of 2009 concerning the Hospital. In particular, the IGD standard has been regulated in the Republic of Indonesia's Minister of Health Kepmenkes No.856 / Menkes / SK / IX / 2009 regarding the standard of Hospital Emergency Room Installation. But in reality in the field, the hospital has not fully implemented these regulations, so the quality of service in the ER is less. Thus the patient's right to get quality services is neglected. According to the Hospital Law Article 29 Paragraph 1 point (a) that "Hospitals are obliged to provide safe, quality, anti-discrimination, and effective health services by prioritizing the interests of patients in accordance with Hospital service standards". The supporting factors for implementation are high human resource motivation and the inhibiting factors, namely the opportunity and cost of further study for nurses, do not yet exist.

Keywords:

Implementation; Human Resource Standards; Minimum Service Standars; Hospital.

Hospital emergency departments are often overused by patients that do not really need urgent care. These admissions are one of the major factors contributing to hospital costs, which should not be allowed to compromise the response and effectiveness of the National Health Services (SNS). The aim of this study is to perform a detailed spatial health econometrics analysis of the non-urgent emergency situations (classified by Manchester triage) by area, linking them with the efficient use of the national health line, the Saude24 line (S24 line). This is evaluated through the S24 savings calls, using a savings index and its spatial effectiveness in solving the non-urgent emergency situations. A savings call is a call by a user whose initial intention was to go to an urgency department, but who. after calling the S24 line. changed his/her mind. Given the spatial nature of the data, and resorting to INLA in a Bayesian paradigm, the number of non-urgent cases in the Portuguese urgency hospital departments is modeled in an autoregressive way. The spatial structure is accounted for by a set of random effects. The model additionally includes regular covariates and a spatially lagged covariate savings index, related with the S24 savings calls. Therefore, the response in a given area depends not only on the (weighted) values of the response in its neighborhood and of the considered covariates, but also on the (weighted) values of the covariate savings index measured in each neighbor, by means of a Bayesian Poisson spatial Durbin model.

The research focuses on introducing social media platforms as either a complementary or main channel in the company sales funnel. Internet technologies and Web 2.0 continue to provide innovations in digital marketing, with the latest iteration being lead generation services through social media. Data shows that almost half of the world population is active on social media, with the new Generation Alpha being projected to be entirely online dependent and proficient in the use of new technologies. The paper provides an overview of the digitalization of sales funnels, as well as the benefits that social media platforms can offer if implemented correctly. Secondary data provides the basis for transforming sales funnels with social media, where previous research provides limited data on the effectiveness of these types of efforts. Primary data demonstrates that introducing social media platforms can provide improvements of up to 3 to 4 times in analyzed case studies, as well as the shorter time when deciding about purchase in use case scenarios. Social media advertising can also be utilized to shorten the sales funnel process and serve as a unified point of entrance and exit in the first few stages.

The position of the Military Court is a body that executes the judicial power in the circle of the Indonesian National Armed Forces to enforce the law and justice with due observance of the interest in the state defense and safety. Following the reform of 1988, the existence of the Military Court is developed by some activists and the public that observe the Military Court, insisting the Parliament of the Republic of Indonesia to revise Law Number 31 of 1997 on Military Court, with the focus point for a soldier of the Indonesian National Armed Forces who commits a general crime to be tried in the General Court with the reason that the Military Court practice is closed in nature, and another reason is the equalization of rights before the law. The method used in this research is the normative law research that is carried out to obtain the necessary data relating to the problem. The data used is secondary data consisting of primary law materials, secondary law materials, and tertiary law materials. In addition, primary data is also used as the support of the secondary data law materials. The data is analyzed by the qualitative juridical analysis method. The results of the research show that the Military Court is one of the mechanisms that are always tried to be maintained. The outcome from the research discovers that the role of the Martial Court in Indonesia remains effective, fair, and democratic to this date realistically marked by fair punishment within the jurisdiction offended, which corresponds to the need of TNI institution in the aspects of Culture, Benefit, Assurance, and Fairness. It is recommended that the RI Government continuously develop and improve the same by maintaining the role of the Martial Court in punishing criminal offenses committed by military members on the Martial Court system currently in force.
