As a result of the increasing need to study the choice of the assigned value during the inter-laboratory comparisons is becoming more and more relevant. Since the assigned value is a reference point when comparing the results of the participants of the qualification test. Frequently, qualification verification providers face a number of problems when choosing the assigned value. An incomplete analysis of the results of interlaboratory comparisons will lead to an inaccurate assessment of the competence of the laboratory, which contributes to the revocation of the certification of the accreditation of the laboratory participant. This article attempts to provide a complete statistical analysis of the results of interlaboratory comparisons from the beginning to the end of the tour with the content of all statistical analyses recommended in GOST ISO/IEC 17043-2013. The results of interlaboratory comparisons conducted in testing laboratories of Kazakhstan aimed at ensuring metrological traceability of pH measurements in a buffer solution are presented. The reference values of the buffer solution are determined in the state scientific metrological center.

This IUPAC study aims at formulating recommendations concerning the metrological traceability of a measurement result in chemistry. It is intended to provide the chemical measurement community with a consistent view of the creation, meaning, and role of metrological traceability and its underpinning concepts. No distinction is made between measurement results obtained in “high metrology” and in the “field”. A description is given of the calibration hierarchies needed in different circumstances to arrive at metrological traceability along a metrological traceability chain. Flow charts of generic calibration hierarchies are presented as well as a variety of examples. The establishment, assessment, and reporting of metrological traceability are discussed, including the provision of metrological references by a metrological institutional framework and the role of interlaboratory comparisons.

The article raises the problem of ensuring metrological traceability of the measurement results of indicators of quality and nutritional value for food products and food raw materials: water (moisture), nitrogen (protein, crude protein), fat, ash and carbohydrates. The problem under consideration can be solved by applying reference materials of food composition, traceable to state primary measurement standards GET 173-2017 and GET 176-2019 and primary reference measurement procedures (PRMP), for attestation of measurement procedures and accuracy checking of measurement results. The article discusses the results of the PRMP development of mass fraction of fat, ash and carbohydrates in food products and food raw materials, as well as mass fraction of crude fat (oil content) in oil crops seeds and products based on them. The paper also presents metrological characteristics of reference materials of composition of dry dairy products, grain-milk dry porridges for nutrition of babies, grain dry porridges for nutrition of babies, egg powder, freeze-dried meat products, animal feed. The results of the work allow for building a chain of metrological traceability from GET 173-2017, GET 176-2019 and PRMP to routine measurement procedures, thereby ensuring the uniformity of measurements of nutritional value of food products.

Важнейшим звеном системы контроля качества нефти являются испытательные лаборатории, от компетентности которых зависит достоверность результатов измерений и эффективность управленческих решений, принимаемых с учетом полученных данных. Одним из способов подтверждения достоверности результатов измерений является проверка квалификации лаборатории посредством ее участия в межлабораторных сличительных (сравнительных) испытаниях (МСИ). В настоящей статье рассмотрены вопросы проведения таких испытаний для лабораторий организаций системы «Транснефть». Описан действующий порядок, предполагающий участие лабораторий в МСИ в регионах своего местонахождения, при этом разработкой и реализацией программы проверки квалификации занимаются сторонние организации - провайдеры МСИ. Такая практика имеет существенные недостатки, не позволяя, в том числе, систематизировать и обобщить результаты МСИ для общей оценки деятельности испытательных лабораторий ПАО «Транснефть». В статье представлен централизованный подход к проведению МСИ в ПАО «Транснефть», устанавливающий единый порядок участия лабораторий в испытаниях с целью осуществления общей оценки квалификации лабораторий, своевременной разработки и реализации предупреждающих и корректирующих мероприятий по улучшению деятельности лабораторий, усовершенствования системы контроля качества нефти на объектах ПАО «Транснефть». The most important link in the oil quality control system are testing laboratories, the competence of which determines the reliability of measurement results and the effectiveness of management decisions based on the data obtained. One way to confirm the validity of measurement results is to verify the laboratory qualifications through its participation in interlaboratory proficiency (comparative) tests (IPT). This article considers the issues of such tests for the laboratories of Transneft system entities. The current procedure is described, which involves the participation of laboratories in the IPT in the regions of their location, while the development and implementation of the proficiency testing program is carried out by third-party IPT provider organizations. This practice has significant drawbacks, not allowing, among other things, to systematize and summarize the results of IPT for an overall assessment of the activities of Transneft PJSC’s testing laboratories. The article presents a centralized approach to conducting IPT in Transneft PJSC, which establishes a unified procedure for the participation of laboratories in tests in order to implement an overall assessment of laboratory qualification, timely development and implementation of preventive and corrective measures to improve the performance of laboratories and improve the oil quality control system at the Transneft PJSC facilities.

An investigation of the deformations of large buildings (bridges, dams, etc.) needs replicated measurements in special types of geodetical networks. They are characterized by two groups of points creating the network; one group is formed by points with stable positions and the other one is formed by points located on the building and characterizing its deformations. A statistical analysis of measurement results is done after each epoch ofmeasurement and also after several epochs. It is of a practical importance to develop an algorithm of estimation which enables us to use the partial results obtained after each epoch for results after several epochs.

Abstract Statistical analysis indicates that some improvement in corrosion resistance of Type 347 stainless steel, in so far as this is indicated by the Huey Test, can be effected by tightening control of the compositional limits. The major improvement is effected by limiting the maximum silicon content; the chromium content and the columbiurn: carbon ratio are next in importance. In practice, adequate quality control is probably established by the qualification test itself, since variables other than composition significantly affect the corrosion resistance of the alloy in boiling 65 percent nitric acid. Statistical analysis of both qualification tests and field corrosion tests of chromium-nickel-molybdenum stainless steel indicates that the influence of various compositional elements varies with environment. A compositional range that is best for one type of exposure is not the optimum composition for another. Performance of annealed material (or of sensitized extra low carbon material) in qualification tests cannot be used to indicate quality as to general corrosion resistance in other environments. In practice, the effect of variations of composition within the nominal ASME range do not significantly affect corrosion resistance. In isolated cases where performance is affected, this must be determined empirically. 6.2.5

The applicability of the various copper compositions to the production of thick-film microwave devices has been examined. The results of this work are presented in this paper. The paper presents criteria and computer programs for thick-film microwave integrated circuits. The investigations of asymmetrical striplines, stripline and circular resonators, microwave filters etc., have been used as a basis. The circuits were examined within the frequency band of 1–12 GHz. Based on the measurement results and the statistical analysis of the parameters of microwave integrated circuits, interesting conclusions concerned with the applications of thick-film techniques to microwaves have been drawn. The results obtained have been compared with other work and new mathematical models have been prepared. Finally the future development of microwave integrated circuits has been commented on.
