As a result of the increasing need to study the choice of the assigned value during the inter-laboratory comparisons is becoming more and more relevant. Since the assigned value is a reference point when comparing the results of the participants of the qualification test. Frequently, qualification verification providers face a number of problems when choosing the assigned value. An incomplete analysis of the results of interlaboratory comparisons will lead to an inaccurate assessment of the competence of the laboratory, which contributes to the revocation of the certification of the accreditation of the laboratory participant. This article attempts to provide a complete statistical analysis of the results of interlaboratory comparisons from the beginning to the end of the tour with the content of all statistical analyses recommended in GOST ISO/IEC 17043-2013. The results of interlaboratory comparisons conducted in testing laboratories of Kazakhstan aimed at ensuring metrological traceability of pH measurements in a buffer solution are presented. The reference values of the buffer solution are determined in the state scientific metrological center.

The results of improvement of methods and facilities of Earth’s orientation parameters in Main metrological center of State service for time, frequency and Earth’s orientation parameters evaluatio in the last five years are considered. The hardware and software are modernized. As result Main metrological center of State service for time, frequency and Earth’s orientation parameters evaluation has program correlator now, the calculation thechnic was improved, Analysis Center of Main metrological center of State service for time, frequency and Earth’s orientation parameters evaluation was created. The Russian metrological institute of technical physics and radio engineering has satellite laser ranging station of new generation now. This station was created by Institute for precision instrument engineering. The new software for satellite laser ranging processing and lunar laser ranging processing was created. The new sofware of the global navigation satellite systems processing was developed. The software for very long base interferometry data processing and software for combination were modernized. Development of evaluation and predictioning facilities of Earth’s orientation parameters Russian metrological institute of technical physics and radio engineering was provided according to modern international direction. This allowed to provide work of evaluation and predictioning of Earth’s orientation parameters at the high international level.

The article presents the results on development of an algorithm and a program for calculation in ultra-rapid regime of ephemeris-time information for GLONASS and GPS navigation satellites, achieved by now in the Main metrological center of the state service of time and frequency and determination of earth rotation parameters of VNIIFTRI. Calculation of ephemeris-time information is carried out by data of code and phase measurements at two carrier frequencies. The measurement data are presented in the form of hourly RINEX observation files and navigation message files from tracking stations involved in the IGS (International GNSS Service) network. Results of test calculations of ephemeris and clock corrections of GLONASS and GPS navigation satellites are presented. The analysis of the accuracy of the obtained results compared to the aposteriori data of other analysis centers is given.

The results of improvement of programs and methods of Earth’s orientation parameters (EOP) combination of vary long baseline interferometry (VLBI), global navigation satellite systems (GNSS) and satillite laser ranging (SLR) in Main Metrological Center of State Service for Time, Frequency and Earth’s orientation parameters evaluation are considered. Nowdays, the combination of different geodetic thecnics measurements in Main Metrological Center of State Service for time, frequency and Earth’s orientation parameters evaluation is provided both at the time raws level, and on the observations level. The increasing accuracy of Universal time UT1 was caused by using in combination observational data from new thirteen-meter antennas of the two-element very long base interferometer which was created in Institute of Applayed Astronomy of Russian Academy of Science. In general, increase in accuracy of combination values of the Earth’s orientation parameters was caused both by the increase in accuracy of the separate time raws, and by the improving of the combination algorithms.
