ResumoDiscute-se como vem sendo elaborada uma nova estratégia de planejamento no Estado da Paraíba, envolvendo a participação da sociedade civil. Aponta-se como objetivo: verificar qual a estratégia de gestão que se desenvolve na Paraíba e quais os princípios que norteiam o Orçamento Democrático Estadual? Desenvolve-se como aporte teórico as teorias sobre a democracia defendida por Avritzer, sobre participação, descentralização e sociedade civil em Dagnino e Jacobi, bem como as teorias da administração de Trigueiro, Costin, e Kanaane. O estudo realizado permitiu compreender que o Planejamento Estratégico elaborado pelo Governo do Estado da Paraíba, modifica a visão tradicional da administração pública, ao incentivar e criar um instrumento de participação da sociedade na discussão das leis orçamentárias. Por fim, através do caso referenciado, vislumbra-se como a democracia participativa enquanto instituição política pode interferir na vida do Estado, mudando sua organização e seu modo de agir em relação aos cidadãos e cidadãs. Palavras-chave:Orçamento Democrático Estadual–PB. Planejamento Estratégico Estadual- PB. **********************************************************************Budget of the democratic state:a strategy for public management AbstractAn analysis is presented of how a new planning strategy has been developed in the state of Paraiba, with the participation of civil society. The objective is to verify what has been the management strategy developed in Paraiba and the principles that rule democratic provincial budget. As a theoretical contribution, Avritzer’s theory of democracy, Dagnino’s and Jacobi’s theory of participation, decentralization and civil society, and Tariq’s, Costin’s and Kanaane’s theory of administration are developed.The study allowed us to understand that the strategic plan prepared by the Government of State of Pariba changes the traditional point of view of public administration, to foment and create a participation tool society in the discussion of budget law. Lastly, through the reference case, it is apparent how participative democracy as political institution can interfere in the life of the State, changing its organization and mode of action in relation with the citizens.   Key words:Provincial democratic budget, Participative democracy, Provincial strategic planning. **********************************************************************  Presupuesto del estado democrático:una estrategia para la gestión pública ResumenSe analiza cómo se ha desarrollado una nueva estrategia de planificación en el estado de Paraiba, con la participación de la sociedad civil. Se señala como objetivo verificar cual ha sido la estrategia de gestión que se ha desarrollado en Paraíba y los principios que rigen el presupuesto democratico provincial. Se desarrolla como aporte teórico las teorías  de Avritzer sobre la democracia,  de Dagnino y Jacobi sobre la participación, descentralización y sociedad civil y de Tariq, Costin y Kanaane, sobre la administración.El estudio permitió entender que el plan estratégico elaborado por el Gobierno del Estado de Paraiba, cambia el punto de vista tradicional de la administración pública, para fomentar y crear una sociedad con la herramienta de la participación en la discusión de la ley de presupuestos. Por último, a través del caso de referencia, se ve como la democracia participativa como institución política puede interferir en la vida del Estado, cambiando su organización y modo de acción en relación con los ciudadanos. Palabras clave: Presupuesto Democrático Provincial- PB. Today, Ukraine is in dire need of changes and reforms that would lead to the optimization and effective management of society and the state. One of such important reforms is the transition from state to public management, and further improvement of the foundations and principles of public management. In the management of the state, where complex processes of transition to public management are taking place, there have always been advanced trends of deepening and expanding publicity in the activities of government institutions. This is the path taken by the "old" countries of Western democracy, as well as the countries of the post-socialist camp, the Baltic republics, which today have successfully joined the EU. Ukraine must follow this path if it tries to become a civilized part of the world. Hence, the system of state management should change dramatically, when the most appropriate in the management structure is an organic combination and effective interaction of public government and local self-government. Even more, the efficiency of civil society itself in the management of public affairs and state structures of power is growing. Socio-economic development and social-power relations at the present stage are already experiencing more and more new changes, both positive and negative. They are becoming very important for the state and society. Being complex and ambiguous, such developments and relations require introduction at the legislative and political levels of new governance systems and structures, which would involve mandatory involvement of the most active representatives of civil society in governance. Note that the period of transition to public management is complex, full of various management problems, requires time and competence of politicians, government, NGOs and more. It is evolutionary in nature, when publicity in governance must develop, and representatives of the branches of government will try to solve the problem of governing the state and society competently, transparently, responsibly, flexibly, openly, socially justly, effectively for the benefit of man as the main social capital.

Problem setting. In the context of modern transformation processes, the modernization of the public administration system becomes important, in particular in the application of qualitatively new strategic approaches, mechanisms and tools in the social sphere. The current priority of public policy implementation at both the national and regional (local) levels is to meet the social needs of the most vulnerable and socially vulnerable categories of citizens. Current trends in public administration practices in developed countries indicate the need for effective intersectoral partnership in the system of public management of the social sphere, which provides for effective participation in this process, both relevant government institutions and civil society actors.Recent research and publications analysis. Problems of public management of the social sphere, public administration influence on social processes are characterized by considerable attention among both foreign and Ukrainian researchers. Highlighting previously unsettled parts of the general problems. Despite significant scientific interest, the issues of substantiation of the role of decentralization in the formation of the principles of qualitative renewal of the content of the public administration system in the social sphere, the influence of state institutions on social processes, identification of trends and main directions of decentralization on the formation of strategy and modernization of public administration social sphere, etc.Paper main body. Based on the fact that the state level is of decisive and integrated importance in the implementation of the social function, the social responsibility is borne primarily by the state through the system of legislative and executive bodies. In view of this, it is the state that has the power to establish fair and transparent rules for the activities of various actors, including civil institutions, through the functioning of an effective system of control that would ensure their implementation.Researchers and experts point out the inconsistency of the current state policy of social development in Ukraine neither with the challenges formed under the influence of globalization processes and national conditions, nor with European standards for the introduction of this area of public administration.The system of social services provided by the current legislation is largely inconsistent with the current system of budget funding, which is mostly based on a formal approach that does not take into account the real need for material security of vulnerable groups and the real cost of benefits and services.Among the areas set out in the draft of the new National Strategy for Civil Society Development in Ukraine for 2021-2026, emphasis is placed on improving approaches to state support for civil society organizations and strengthening cooperation between them and the executive branch. In particular, one of the main tasks of the Strategy is to expand the mechanisms of support of civil society organizations by the state, as well as to increase the order of services from such organizations.Conclusions of the research and prospects for further studies. Processes of modernization of public administration in the social sphere should include the following key areas: regulatory (provides for the completeness and integrity of regulatory standards for the implementation of sectoral / functional policies and guarantees of social rights); organizational and institutional (consists in improving the institutional support of public management of the social sphere); functional-instrumental (provides for ensuring the integrity of the organizational-functional structure; effective coordination of the functioning of institutions); financial and economic (is to optimize the financial mechanisms for the implementation of tasks of social development and functioning of the social sphere); infrastructural (provides for the modernization of the social services system through the state's demonopolization of the social services market); resource (provides for the development and integration of different types of resource provision).

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

All the Iraqi state institutions and civil society organizations should develop a deliberate systematic policy to eliminate terrorism contracted with all parts of the economic, social, civil and political institutions and important question how to eliminate Daash to a terrorist organization hostile and if he country to eliminate the causes of crime and punish criminals and not to justify any type of crime of any kind, because if we stayed in the curriculum of justifying legitimate crime will deepen our continued terrorism, but give it legitimacy formula must also dry up the sources of terrorism media and private channels and newspapers that have abused the Holy Prophet Muhammad (p) and all kinds of any of their source (a sheei or a Sunni or Christians or Sabians) as well as from the religious aspect is not only the media but a meeting there must be cooperation of both parts of the state facilities and most importantly limiting arms possession only state you can not eliminate terrorism and violence, and we see people carrying arms without the name of the state and remains somewhat carefree is sincerity honesty and patriotism the most important motivation for the elimination of violence and terrorism and cooperation between parts of the Iraqi people and not be driven by a regional or global international schemes want to kill nations and kill our bodies of Sunnis, sheei , Christians, Sabean and Yazidi and others.
