Based on the analysis of the dynamics of the regional transport and logistics system of the Black Sea economic region, many barriers to its effective functioning have been identified, which are conditionally divided into 10 groups: political, institutional, investment and financial, infrastructure, logistics, tariff, customs, innovation, informational, ecological. It is proved that to eliminate these barriers it is advisable to develop a cluster model of logistics activities in the economic region, which means a conceptual approach that involves the creation and development of transport and logistics cluster as a mechanism for sustainable functioning of regional transport and logistics system. The cluster model includes the following blocks: a single set of processes of logistics activities; members of the transport and logistics cluster that organize these processes; mechanisms for forming partnerships of cluster members; financial support for cluster development; achieving a synergetic (economic, social and environmental) effect from the sustainable development of the transport and logistics cluster on the basis of stimulating the region. As a result of the study it was found that to implement a cluster model of logistics activities in the Black Sea economic region it is necessary to create appropriate institutional conditions, namely: to improve regulatory and legal regulation of transport and logistics activities taking into account the regional component; to develop a Strategy for the integrated development of the regional transport and logistics system based on the modernization of transport infrastructure and the creation of a transport and logistics cluster; to develop and implement an organizational and economic mechanism for managing the development of the transport and logistics system of the economic region using the tools of "green" logistics and digital technologies; to improve the mechanism of financial support for the development of the transport and logistics system through the use of financial instruments such as venture capital, crowdfunding, factoring, international public-private partnership based on attracting private investment, credit institutions, foreign investment resources, grants from international financial institutions.

It is proved that for balanced sustainable development of the regional transport and logistics system it is expedient to develop a cluster model of organization of logistics activities in the economic region, which means a conceptual approach that involves the creation and operation of transport and logistics cluster. The cluster model includes the following blocks: a single set of processes of logistics activities; members of the transport and logistics cluster that organize these processes; algorithm of cluster formation and functioning; mechanisms for forming partnerships of cluster members; financial support for cluster development; achieving a synergetic (economic, social and environmental) effect from the sustainable development of the transport and logistics cluster on the basis of stimulating the region. In order to form a transport and logistics cluster in the Carpathian economic region, it is necessary to create appropriate institutional conditions, which are: improving the legislative and regulatory framework for the development of the transport sector and the organization of logistics activities, taking into account the regional component; development of the Strategy of complex development of the regional transport and logistics system on the basis of modernization of the transport infrastructure; development and implementation of organizational and economic mechanism for managing the development of the transport and logistics system of the economic region using the tools of "green" logistics and digital technologies; Improving the mechanism of financial support for the development of transport and logistics system through the use of financial instruments such as venture capital, crowdfunding, international public-private partnership based on private investment, credit institutions, foreign investment resources, grants from international financial organizations, investment funds.

Introduction. The modern stage of economic transformations on the basis of the introduction of regional development models requires the use of innovative approaches to reforming the economy of the regions. An innovative approach can be implemented within the framework of all possible regional development models, which need to be established and implemented, taking into account the needs of specific regions and territories. Purpose. The article aims to substantiate the institutional aspects of formation of economic growth model of the Black Sea region. Results. It has been established that conceptual and strategic reference points of the development of the Black Sea region should take into account the features of its structural components, including economic and social components, environment and spatial regional development. The economic and social components cause a logical change in the characteristics of material and ideal regional objects. The environment covers living and inanimate objects existing in and around the region, including natural and altered human objects. Spatial regional development is a multidimensional process that integrates various forms of combining individual components of regional development. On the basis of our research, we have created the author's institutional model of economic growth in the Black Sea region. The purpose of institutionalization is the development of self-sufficient regional civil society institutes, the formation of competitive territorial communities and the strengthening of the vertical of the executive branch. The realization of this goal is based on the main strategic resources inherent in each particular region. On their basis, while using the principles of economy modernisation and the economy decentralisation of financial activities of the region, we can try to reach the planned results.

Modern economic conditions for the development of the Black Sea economic region require the search for fundamentally new forms of management. In view of this, the problem of creating a transport and logistics cluster and determining its possible organizational and legal forms becomes especially relevant. The article, based on the analysis of current legislation, shows that currently no attention is paid to the creation and operation of the transport and logistics cluster in the Black Sea economic region. But from the point of view of perspective development clustering should be considered as a key direction of transformation of regional transport and logistic system. The study identified the features and differences of the cluster from other organizational and legal forms of associations of enterprises, which are as follows: its activities do not determine the special features of government (unlike corporations and concerns); this cluster structure has a permanent nature of activity (unlike consortia); is created not only for the purpose of constant coordination of economic activity of the enterprises (unlike associations). Transport and logistics cluster can be created, according to Art. 63 of the Commercial Code of Ukraine, as: a communal enterprise operating on the basis of communal property of territorial communities; a joint communal enterprise operating on a contractual basis of joint financing by the respective territorial communities – subjects of cooperation. It is proposed to make changes and additions to the Concept of creating clusters in Ukraine, the National Transport Strategy of Ukraine until 2030, Strategies of balanced regional development of Mykolaiv, Odessa and Kherson regions for 2027 to create a transport and logistics cluster as a business entity. It is expedient to develop and approve the Concept of Cluster Policy of the Black Sea Economic Region and the Target Program “Formation and Development of Clusters in the Black Sea Economic Region for 2027”, which should provide for the creation of transport and logistics clusters as a special type of enterprise associations.

The influence of the level of development of the Black Sea region (on the example of Mykolaiv, Odessa and Kherson regions) on the directions of implementation of the fiscal policy of the state is investigated. The results of the analysis prove that the most favourable conditions for economic activity in the Black Sea region have been created. High-quality service of payers and good business attitude to paying taxes are provided. The key to economic stability and economic security is the high level of responsibility of business in the region. Improvement of conditions for doing business has led to the increase in the revenue side of the region and to the increase in revenues to the local budget. It has provided an opportunity for local governments to allocate additional funds to finance the social and cultural sphere of the population and residents of the region. It is proved that the indicator of budget revenues of communities is not an instant indicator of recovery of economic growth. Local budget revenues are influenced by the following factors: inflation, rising nominal wages, direct state support (transfers), fiscal decentralization. Extending the rights of regional local authorities and transferring them with a number of powers will stimulate the development of industry and small businesses. Only in this case it will be possible to observe an increase in the share of own and fixed sources of income in local budgets and a decrease in the share of transfers. It is determined that strategic regional economic growth in the process of implementation of fiscal policy should reach its main goal - it is the increase in the revenues and powers of the regions, and hence the improvement of the social and economic situation. At the current stage of development of the fiscal system it is necessary to decentralize not only expenditures, but also incomes; to reduce regional disparities and ensure the economic development of the regions; to establish a transparent process of fiscal equalization to eliminate regional imbalances; to provide the transparent and controlled funding system.

Topicality. Despite the slowdown in socio-economic development, the escalation of armed conflicts, and the impact of the coronavirus pandemic on all spheres of society, the objective conditions of industrial and scientific-technical development of Industry 4.0 contribute to the acceleration of innovative development in Ukraine. Aim and tasks. The purpose of the study is to substantiate aspects of innovative modeling of anthropoecosystem development, on the example of a comprehensive analysis of indicators of subjective assessment of the population of Ukraine and prospects for recreational and tourist development in the Black Sea economic region. Research results. It is substantiated that in the anthropoecosystem the central element is the individual around whom the environment operates: as a result of the evolution of anthropocentrism in relation to the Industry 4.0 phase, Homo Economicus dominates, which due to the inclusive approach and state support forms a symbiosis with Homo Socialis. State regulation is aimed at establishing rules and incentives for innovation. The high level of economic development requires first of all the operation of the market regulation mechanism, which catalyzes the innovative development of the country. The combination and joint action of mechanisms of state, market and social regulation is a prerequisite for the formation of policies for the implementation of the Sustainable Development Goals. Conclusion. The article substantiates and generalizes aspects of innovative modeling of systems that have elements of economic, social and environmental development in Industry 4.0. Anthropoecosystem research is a response to the aggravation of the environment caused by a combination of socio-economic instability and the effects of the coronavirus pandemic on the lives of the country, region and individual. The paper presents a comparative rating analysis of indicators of subjective assessment of the population of economic regions, in particular, the Black Sea economic region of Ukraine. Provisions on the development of recreation and tourism, the innovation of which is aimed at overcoming the effects of the coronavirus pandemic and Ukraine�s economic integration, are considered.
