It is proved that for balanced sustainable development of the regional transport and logistics system it is expedient to develop a cluster model of organization of logistics activities in the economic region, which means a conceptual approach that involves the creation and operation of transport and logistics cluster. The cluster model includes the following blocks: a single set of processes of logistics activities; members of the transport and logistics cluster that organize these processes; algorithm of cluster formation and functioning; mechanisms for forming partnerships of cluster members; financial support for cluster development; achieving a synergetic (economic, social and environmental) effect from the sustainable development of the transport and logistics cluster on the basis of stimulating the region. In order to form a transport and logistics cluster in the Carpathian economic region, it is necessary to create appropriate institutional conditions, which are: improving the legislative and regulatory framework for the development of the transport sector and the organization of logistics activities, taking into account the regional component; development of the Strategy of complex development of the regional transport and logistics system on the basis of modernization of the transport infrastructure; development and implementation of organizational and economic mechanism for managing the development of the transport and logistics system of the economic region using the tools of "green" logistics and digital technologies; Improving the mechanism of financial support for the development of transport and logistics system through the use of financial instruments such as venture capital, crowdfunding, international public-private partnership based on private investment, credit institutions, foreign investment resources, grants from international financial organizations, investment funds.

Thanks to the development of world trade, more than two-thirds of the world's total cargo depends on maritime transport. Maritime transport and ports play an important role in the sustainable development of the global economy. Currently, as international transshipment ports, ports are evolving from conventional retail terminals to containerized distribution logistics centers (hubs). Undoubtedly, the shipping and port industries are directly related to the global economy. The ports are the main carriers and information exchangers with the outer regions. In addition, the port economy has become an important lever for promoting regional economic development. In order to ensure a port's competitive position within a certain range, many port administrations and stakeholders have measured competition performance based on microeconomic concepts such as market shares and annual growth rates among competitors. However, in past years it can be seen that the growing attention to the social responsibility of the port, that is, the impact of port operations and activities on the environment, has often attracted public attention. The port is also facing great pressure on the results of its social responsibility. Such a satisfactory capacity or growth rate is insufficient to measure the competitive position of ports in today's environment. Ports or interested parties may have additional charges for environmental impacts, such as emissions, water pollution, noise, etc. to achieve sustainable port development. Ports with excellent environmental performance and high social reputation are likely to have a competitive advantage. There are various methods for determining their competitiveness, especially for container ports. As a rule, a lot of literature indicates that the key factors affecting the competitiveness of a port, such as port capacity, productivity, quality of service, accessibility of inland areas and reputation. However, there is also evidence that the public is increasingly focusing on environmental issues of the port, which leads to much more negative externalities for society. One of the major environmental impacts is exhaust gas emissions (air pollution), which are mainly caused by vehicles in the port industry. The development trends of the port and shipping industries are associated with the spread of globalization and containerization. Accordingly, the competitive environment is becoming increasingly tough for all participants in the maritime transport market. In such conditions, in order to be competitive, it is necessary to reduce negative externalities and pay more attention to environmental protection. Environmental issues directly affect both global economic growth and the competitiveness of ports.

The article emphasizes the lack of a systematic and unified approach to measuring the performance of ports with different properties. The analysis of practical and theoretical approaches and the comparative analysis of indicators of efficiency of port are carried out. Measuring efficiency plays a significant role in assessing production in its current and future state. With the appropriate performance measurement, the system in the organization can be set up to move in the desired direction by analyzing behavioral responses and understanding the impact of different performance indicators on port performance. However, incorrectly defined performance indicators will lead the organization in the wrong direction and cause unforeseen negative consequences. Port efficiency can have a major impact on the region's economic growth, as ports connect maritime transport and inland transport. They are also important suppliers for ships, cargo and inland transport. Port performance analysis gives operators a clear idea of how much port resources are being used and helps them compare their strengths and weaknesses. Measuring port efficiency improves port development and maintains its competitiveness in an increasingly competitive commercial environment. Therefore, it is important to first conduct a comprehensive study to determine the performance of the port, relevant to the activities of ships, cargo and terminals. By assessing the efficiency of ports using certain indicators, you can get an idea of comparing their efficiency, even internationally. A review of practical and theoretical approaches to the comparative analysis of port efficiency indicators over the past three decades and summarized the main differences in these studies found the lack of a systematic and unified approach to measuring the performance of ports with different properties. Recent studies have aimed to analyze the performance of port terminals, as they are the most important component of ports, operations for the transfer of berths and court operations in the terminals fundamentally determine the efficiency of the port. Port bandwidth is one of the most widely used indicators of port efficiency. Productivity growth is seen as direct evidence of port activity. One of the most important aspects of measuring seaport efficiency is performance, and the popular database analysis (DEA) method is commonly used to evaluate it. There are several other models used for cross-sectional and panel data, such as software. To assess port efficiency, this study examines the analysis of the DEA and FDH database through its ability to analyze multiple outputs and inputs simultaneously.

It is noted that in modern conditions of instability, contradictions of reformation processes one of the most important tasks of economic science and practice is the development and implementation of an integral part of economic security – security system of enterprises and organizations, which must be represented by a set of organizational, legal, socio-economic, and managerial decisions that provide effective protection against external and internal threats and promote progressive development in the interests of the national economy. The formation of a market economy has objectively put the vast majority of domestic enterprises and organizations in front of the need to create a system of economic security that can reduce the level of threats to activities in key financial and economic areas. The purpose of the article is to study the methodological views on the essence of economic security and methods of its assessment, as well as to develop a model of integrated assessment of the level of the enterprise economic security. The methodological basis of the study are the scientific works of the classics of economics, works and publications of leading scientists and specialists who study the economic security of economic entities, combining theoretical and scientific methods: analysis, synthesis, theoretical and logical generalization. The analysis of approaches to the interpretation of the "economic security" concept is carried out and it is determined that the studied definition is multifaceted and complex and includes: the state of protection from unwanted changes (threats); efficient use of resources to prevent threats; system and the presence of competitive advantages that allow to achieve the main goals of the enterprise; the ability to reproduce and ensure the viability of the firm regardless of the instability of the external and internal environment; creating conditions and ensuring sustainable operation, progressive scientific, technical and social development, ensuring financial and commercial success. Based on a systematic approach, a model of integrated assessment of the level of the enterprise economic security is suggested, which allows to assess not only the state of the object of study, but also the development trend. For the methodical formation of an objective assessment of the integrated level of the enterprise economic security, the necessity of using a system of indicators for production and sales, personnel, technical and technological, financial component is substantiated. Based on the suggested model, the current and forecast level of economic security of such enterprises as PJSC "Hartron", PJSC "Datagroup", PJSC "Kyiv Radio Plant" was determined. Prospects for further research are the approbation of the model for business entities of different industries, different organizational and legal forms of ownership in order to identify the features of the assessment and refinement of the model.

In recent years, the urgency of finding new forms, methods and organizational and economic mechanisms to improve personnel management in large industrial enterprises has increased. The article substantiates the theoretical principles of personnel management in large industrial enterprises in order to improve the mechanism of ensuring its efficiency. The study found that personnel management is to comprehensively assess the relations in the workforce, which are related to the hiring and supply of labour, its pay, staff turnover, trends and prospects. The purpose of personnel management is to provide employees with the necessary quantitative and qualitative parameters and the organization of their effective work. It is transformed into more specific goals, which are determined by the goals of the enterprise. It is revealed that it is expedient to apply an integrated approach to personnel management, the essence of which is to combine and interact process, system, situational and strategic approaches. The article clarifies the list of functions and tasks of personnel management in a large industrial enterprise, the difference of which is that it includes the entire list of management functions (forecasting, planning, organization, control, analysis, accounting, regulation) a single interconnected set of processes in management staff. On the basis of generalization of scientific developments and results of current practice of functioning of large industrial enterprises the priority directions of improvement of personnel management are offered: maintenance of conditions of professional development of personnel; improving the system of rationing and remuneration; improving working conditions, safety and security; development of social and labour relations and organizational culture in the digital economy; ensuring social protection in the postcoronavirus period; improving the efficiency of work with youth.

The article systematizes the main species characteristics of production strategies and their classification features. It is shown that the most common production strategies are focused on improving product quality, reducing production costs, introducing high technology, expanding opportunities to produce different types of products, creating specialized and diversified production. The interrelation of market and production strategies is determined. It is substantiated that each production strategy should be considered along with typical production strategies and at the present stage the concept of synergism has the most supporters, according to which strategies should provide a synergistic effect. It is proved that the production strategy should be considered as an integral part of the whole planning process, which ensures compliance with the tasks of the production process. As the tasks tend to change, the production strategy also needs to be developed taking into account the possible future needs of consumers.

The importance of ports in the European context is proved by studying the various management characteristics and difficulties in developing a common European policy, as well as the measures taken by the EC to improve competition in this area. The main provisions of the Green Paper as a means of increasing competitiveness are considered and its main points are analyzed. The directions of the EU policy on the development of the port industry by regulating the competitive strategies of ports, in order to promote, regulate and ensure port competition at the local, regional and international levels, are considered. Transport is becoming an integral part of the production process, as globalization, ports and the maritime sector are key factors in logistics concepts. The EU's experience has shown that a cost-effective, reliable and competitive port system is of strategic importance for achieving the liberalization of competitive trade. Moreover, to ensure that the role of ports contributes to the success of these principles, the EU is trying to create a single national policy. The main purpose of this policy is to promote the means of managing port financing, competition and improving the state of the port industry. It was emphasized that the EU proposals can be reduced to four main areas: improvement and modernization of port infrastructure and their inclusion in the trans-European transport network; creation of a competitive playing field; promotion of research and development for ports; establishing a dialogue between all partners to address relevant issues. However, the first difficulty with the formation of a unified national policy in the port industry is the difference in the size of ports, capacity, geographical location, management, operation and employment. The main differences between European ports are the result of different cultures and ways of thinking. First of all, the three control theories are similar between the ports under study. Further, the size of the port can be local, national or international. There is a very important similarity between these ports, as they are all international; they serve the same great theory and are the gateway to Europe. Employment is an important factor, as in Europe you can find two part-time or basic wage or permanent jobs. On the other hand, the main differences that can be identified are the way of working and the geographical location. In other words, if the port is an estuary or coastal, it is a natural harbor or a system of closed docks. This factor is one of the main differences between ports, as it provides a comparative advantage in terms of maneuverability. others. These differences are actually one of the reasons why the EC initiated the EU Law, which should apply to ports.

The article analyzes the legal problems of regional investment policy formation. The legal bases of attracting investors in the conditions of decentralization are determined. The institutional basis of creating an investment climate in Ukraine, the experience of other countries in creating attractive conditions for investors are studied. Recommendations for improving the national investment legislation taking into account the European experience have been developed, namely the creation of new legislative acts is proposed, which will allow creating favorable conditions for investors. Recommendations for the formation of the business reputation of the region are given.

The article investigates the approaches of building business process, forming the strategy of the enterprise. The procedure of methodology usage for functional modeling and graphical representation of IDEF0 notation processes (English Integration Definition for Function Modeling) for the procedure of enterprise strategy development is presented. The algorithm of procedure modeling for forming the company's strategy is developed and for that the SADT (Structured Analysis and Design Teqnique) diagram and its decomposition by the main elements and stages is presented.
