The author reviewed domestic and foreign publications that feature various methods of assessing the performance of municipal authorities, which is the most important criterion for determining the well-being of population. The article introduces an authentic method that relies on the analysis of performance indicators based on the predominance of the achieved values over the average converted values. The method makes it possible to quantify and interpret the level of the so-called "administrative rationality" of municipal self-government bodies. It converts the values of indicators into coefficients (dominance and achievement), elements, and integral values of efficiency. The transformed values are then systematized in the context of economy (assets, budget, wages, etc.) and social components (transport accessibility, land, population, housing, communal services, etc.). A comparative analysis determined the following effective municipal districts of the Kemerovo region: Prokopyevsk, Kemerovo, Novokuznetsk, Yaya, Leninsk-Kuznetsky, and Izhmorka. The new method provides a transparent and objective assessment of municipal management.

Nowadays, moral decadence is a serious handling requires the formamation of character and dignity of the nation depended on the establisment of the man himself. The efforts can be done in the educational environment that is built the character of learners by developing an attitude of spiritual and social components used in this study. The goals of this study are to describe of spiritual and social attitudes on science learning activities on fourth grade that use KTSP and 2013 curriculum. The study was conducted with qualitative descriptive method and purposive sampling technique. Instruments used in the form of observational learning activities to analyze the emergence of the spiritual and social attitudes using videograph. Based on the results of the average total spiritual and social attitudes acquired elemtary used 2013 curriculum get bigger results. Expected from this research can serve as a basis for further research and as a motivation for teachers to be able  to  bring  up  an  spiritual  and  social  attitudes,  especially  in  science  learning.

Abstract Broadcast media consumption is becoming more social. Many online video “livestreams” come with embedded livestreaming chatboxes, uniting the on-screen and social components. We investigate how streaming chat shapes perceptions of political events. We conducted a field experiment during the September 2019 Democratic Primary Debate where subjects were assigned to view the debate with or without streaming chat. We use text analyses to characterize the frequency, toxicity, and tone of comments in the chat. Our experimental findings indicate that Democratic subjects assigned to the Facebook (social) chat condition reported lower affect toward Democrats and a worse viewing experience, aligned with the toxic and overwhelming nature of the chat. The polarity of candidate-directed comments also influenced candidate evaluations and perceived performance in the polls. This suggests that consumers of mass media will be both more immediately affected by social feedback and likely to make inferences about the experiences of their fellow consumers.

The ability to respond to complex demands in a hypermediated society such as the current one, in young people who navigate the digital world, demands a combination of practical skills, knowledge, values, and social components mobilized together to influence the ways of communicating, acquiring values, and training. Taking this context into account, the following research aims to discover if there is a relationship between the use of the Internet and the social values perceived by university students highlighting the variables of gender, age, and academic year. Regarding the methodology, the type of study is non-experimental with a correlational design, with a sample of 305 university students from the faculties of human and social sciences, as well as education in the Spanish and Chilean context. To collect data on the variable presence of social values, the “Social Values Questionnaire” was developed, and to collect data on variable Internet use, the “Internet Use Questionnaire” was constructed, considering reliability criteria. The results revealed that most university students that use the Internet can identify social values and use them when they communicate with classmates, friends, and family, although with certain differences when looking at the variables analyzed. In conclusion, it is important to promote the ethical and responsible use of the Internet and social networks among young university students because it promotes the development of personal skills and social values.

The issue of physical area calculation has been scrutinized in the article. The research rationale is predefined by the influence of the accuracy of land plot area determination on the economic, environmental, and social components of land tenure. The issue of physical characteristics of a land plot at the determination of its area has been singled out in the article. The goal of the research is the substantiation of the use of land plot physical area calculation methodology in the current social and economic environment. The notion of land plot physical area has been provided. The trends of the application of land plot physical area determination methodology have been systemized. The methodology of land plot physical area determination by means of marking out polygons and determining the average slope has been used. The calculations of land plot area considering the relief at various quantities of the division of a triangle side have been made. Comparison with the calculation of area without considering the relief has been performed. The regression analysis of the dependence of physical area change with the change of the quantity of triangle side divisions has been carried out. The calculation of the relief complexity index for the determination of land plot physical area has been presented. This calculation confirms the economic viability of the determination of a land plot physical area by the suggested methodology at land improvement and agrotechnical activities. The result can be used for various works connected to the spatial aspects of land use and in the following scientific researches.

Системное исследование образовательной среды предоставляет возможность выявления точек роста и дефицитов при проектировании и развитии образовательной среды. Инструменты, предполагающие ее комплексное изучение, могут быть представлены физическими, психодидактическими и социальными компонентами. Рассматриваются результаты исследования образовательной среды в школьных зданиях трех типовых проектов (проект серии МЮ, проект 65-426/1, проект И-1577А) в контексте обогащенности образовательного процесса, разнообразия форм и методов преподавания и содержания образовательного процесса. На основе проведенного исследования было выявлено, что в образовательных целях редко используется пространство рекреаций, школьных музеев и библиотек, отсутствует возможность трансформации учебного пространства, основной ресурс школьной территории заключается в использовании пришкольной территории как спортивной площадки в урочное и внеурочное время, для исследованной выборки характерен кабинетный тип организации, что «диктует» реализацию форматов обучения, характерных для классно-урочной системы, имеются ограничения для организации проектного обучения. Systematic study of the educational environment provides an opportunity to identify growth points and deficits in the design and development of the educational environment. Tools that involve a comprehensive study of it can be represented by physical, psychodidactic and social components. This article examines the results of the study of the educational environment in school buildings of three standard projects (the project of the MU series, project 65-426 / 1, project I-1577A) in the context of the enrichment of the educational process, the diversity of forms and methods of teaching and the content of the educational process. Based on the conducted research, it was revealed that: for educational purposes, except for the classroom, the space of recreation areas, school museums and libraries is rarely used; there is no possibility of transforming the educational space into small, medium and large, there is no transformable furniture; the main resource of the school territory, as a rule, is the use of the school territory as a sports ground during regular and extra-curricular hours; there is rarely a cluster and open type of organization of educational spaces, in general, the study sample is characterized by a cabinet type of organization, which «dictates» the implementation of learning formats characteristic of the class-time system; there are restrictions for the organization of project training.

The article is devoted to the problem of developmental effects of the pedagogical process in educational institutions. It is noted that ensuring the development of the child in the learning process involves the definition of proper developmental effects (as opposed to pedagogical), which are taken as the basis for setting its specific purpose, designing appropriate content, methods and organizational forms of work - the components of the pedagogical system. Developing effects differ from pedagogical effects proper - knowledge and ways of actions (abilities and skills) mastered by students, provided by educational programs; such effects are defined by concepts and filled with the content of development, its components and characteristics. The article examines the essence of psychological development as a basic concept for understanding the problem posed, in the procedural and substantive aspects. Particular attention is paid to the disclosure of the most important laws and characteristics of development, the knowledge of which is important to consider in the pedagogical process. In particular, the position of development in the form of phylogenies and ontogenesis, which include biological and social components, is disclosed. Such characteristics of development as: differentiation, integration, heterochronicity, compensation of functions, as well as irreversibility, progress and regress, zigzag-like and others are considered. There is a position on development as a result of interiorization of the exterior and exteriorization of the interior; human activity is viewed as a necessary condition of development - performance and mastery of activity according to the structure and given characteristics in specially organized conditions; internal contradictions are defined as driving forces of development. The age-related aspect of development is also touched upon, with its most important foundations in age-specific periodization. It is noted that the effects of development at certain age stages must be considered in accordance with age-specific norms of manifestation. The article states that in the pedagogical process it is also important to take into account the knowledge regarding the features and possibilities of the formation of specific psychological phenomena in a particular category of children, according to their essence. Such phenomena are defined and specified based on the structure of the psyche, the most important components of which include psychological processes (cognitive and emotional-volitional), personal properties and personality as a whole, their components and characteristics. It is noted that the forms of human activity (activity, communication and behavior, taking into account their structure, completeness of characteristics, and, in particular, arbitrariness) in which the psyche is born, manifests, functions and develops should also be considered as important developmental effects.

Tourism has turned out to be one of the most affected areas of socioeconomic activity due to the spread of the pandemic. Restrictions on the movement of citizens practically brought down international tourism and caused serious damage to the national economies of those countries in which income from tourism activities made a significant contribution to the country's GDP. Efforts to create sustainable tourism systems have been destroyed, and the theory of sustainable tourism development itself needs to be updated. The relevance of this study is due to the fact that the tourism industry, which is experiencing the deepest decline in the history of tourism development, should receive new tools necessary for its restoration and further sustainable development. The study used monographic, statistical, comparative and other methods of scientific research, which made it possible to identify and formulate the author's proposals to expand the concept of sustainable tourism development. It is quite obvious that after the pandemic, world tourism will recover, but this will be a period of tourism development completely different from the previous stages. In the course of the research, the features of tourism development in the context of the socalled new reality were investigated. It is shown that the safety of tourism in terms of compliance with sanitary and epidemiological standards has become one of the important parameters in assessing the competitiveness of tourist destinations. As a result of the study, a proposal was formulated and substantiated that the concept of sustainable tourism development, in addition to economic, environmental and social components, must be supplemented with an information and communication component, as the most important attribute of the global digitalization of society.

The article is devoted to the analysis of views of the youth about health, factors contributing to health formation and the role of family in preserving of health. Methodology of work is a survey with electronic Google form. Attitudes and opinion of 430 people, citizens of Russia, mainly of the youngsters aged 18-24, have been studied. There was found that psychological and social components of health are the most important for young people, while the role of physical health in young age is underestimated. The majority of respondents (61,4%) defined healthy family as the one, where there are good sincere relationships between spouses and children. Half of the respondents (51,9%) marked the role of financial status of family in achievement of health. 34,4% of the respondents believe that in a healthy family parents devote much attention to self-development and education of their children. The majority of respondents (88,4%) realize that family is a key factor in formation of healthy behavior and healthy life style. Only half of respondents recognize the positive influence of family on their own health. The results of the study can be applied for development of regional and state programs in the field of public health and health promotion.

On-campus Higher Education is often assumed to be educationally richer than online learning due to opportunities for face-to-face interactions with students and instructors. However, the assumption that the presence of other learners enhances educational experiences requires formal interrogation. In this study, we use the Community of Inquiry (CoI) framework to evaluate the nature of social presence at a 500 delegate undergraduate conference that is the culmination of capstone final year dissertation projects. We find that students do not perceive social presence to their learning during their dissertation work, but that presentation of dissertations in the conference environment can initiate educationally valuable social interactions. Notably meaningful interactions occur between students of different year groups, allowing students insight into future tasks and to reflect on the progress they have made over their course. We encourage educators to consider the opportunities that undergraduates have for meaningful interaction in all on-campus experiences, as social components of learning cannot be assumed.
