scholarly journals Evaluating the efficiency of large scale transit infrastructure planning in Toronto Ontario: issues of governance

Author(s):
Michael Enzo Testaguzza

This report analyzes the governance of large scale public transit infrastructure planning in the GTA. To accomplish this goal a comparative case study was carried out of the two most recent large scale public transit infrastructure provision plans in Toronto, the Network 2011 plan, and following iterations; and the Transit City aspects of the Big Move plan and subsequent iterations. Each case study consists of (1) a review of the history of each plan and (2) a review of the efficiency of the many iterations of the original plan within each case study. Through analysis of this data several characteristics of governance were associated with movement towards better and worse iterations from an efficiency perspective. These characteristics were used to inform recommendations regarding the future of transportation governance in the GTA.

Large-scale tidal power development in the Bay of Fundy has been given serious consideration for over 60 years. There has been a long history of productive interaction between environmental scientists and engineers durinn the many feasibility studies undertaken. Up until recently, tidal power proposals were dropped on economic grounds. However, large-scale development in the upper reaches of the Bay of Fundy now appears to be economically viable and a pre-commitment design program is highly likely in the near future. A large number of basic scientific research studies have been and are being conducted by government and university scientists. Likely environmental impacts have been examined by scientists and engineers together in a preliminary fashion on several occasions. A full environmental assessment will be conducted before a final decision is made and the results will definately influence the outcome.

Celtic field research has so far been strongly focused on prospection and mapping. As a result of this there is a serious lack of knowledge of formation and land-use processes of these fields. This article describes a methodological case study in The Netherlands that may be applied to other European Celtic fields in the future. By interdisciplinary use of pedological, palynological and micromorphological research methods the authors were able to discern five development stages in the history of the field, dating from the late Bronze Age to the early Roman Period. There are strong indications that the earthen ridges, very typical for Celtic fields in the sandy landscapes of north-west Europe, were only formed in the later stages of Celtic field agriculture (late Iron Age and early Roman period). They were the result of a determined raising of the surface by large-scale transportation of soil material from the surroundings of the fields. Mainly the ridges were intensively cultivated and manured in the later stages of Celtic field cultivation. In the late Iron Age a remarkable shift in Celtic field agriculture took place from an extensive system with long fallow periods, a low level of manuring and extensive soil tillage to a more intensive system with shorter fallow periods, a more intensive soil tillage and a higher manuring intensity. There are also strong indications that rye (Secale cereale) was the main crop in the final stage of Celtic field agriculture.

The present work has as its theme, the concession policy and the general aspects of the ports. The methodology adopted in the formulation of this work was based on bibliographic research, through consultations with books, magazines, searching for manuals, treaties, articles published on the internet. In this sense, the general objective of this research seeks to present the development of the port system in Brazil. Thus, the specific objectives seek to present the history that surrounds the ports and their emergence, point out the types of existing ports as well as describe the Brazilian port system, address the main issues of the Brazilian port system and, finally, point out the legislative framework for development ports or operations. Finally, we understand the importance of such a theme, leaving the topic open, proposing that in the future a new bibliographic research should be carried out in order to contextualize the themes addressed here. Along with this new bibliographic review, it is suggested the development of a comparative case study between Brazilian ports, showing its importance and value for the Brazilian port economy.

E-collaboration and collaborative systems bring geographically dispersed teams together, supporting communication, coordination and cooperation. From the scientific perspective, the development of theories and mechanisms to enable building collaborative systems presents exciting research challenges across information subfields. From the applications perspective, the capability to collaborate with users and other systems is essential if large-scale information systems of the future are to assist users in finding the information they need and solving the problems they have. This chapter presents a review of research in the area of creating collaborative applications and taxonomies. The author analyzes previous literature, and examines some practice cases and research prototypes in the domain of collaborative computing. Finally the chapter provides a list of basic collaboration services, and tools are presented relating to the services they provide. All surveyed tools are then classified under categories of functional services. In conclusion, the chapter highlights a number of areas for consideration and improvement that arise when studying collaborative applications.

This chapter discusses how the Entrenchment-and-Conventionalization Model explains language change. First, it is emphasized that not only innovation and variation, but also the frequency of repetition can serve as important triggers of change. Conventionalization and entrenchment processes can interact and be influenced by numerous forces in many ways, resulting in various small-scale processes of language change, which can stop, change direction, or even become reversed. This insight serves as a basis for the systematic description of nine basic modules of change which differ in the ways in which they are triggered and controlled by processes and forces. Large-scale pathways of change such as grammaticalization, lexicalization, pragmaticalization, context-induced change, or colloquialization and standardization are all explained by reference to these modules. The system is applied in a case study on the history of do-periphrasis.
