The present work has as its theme, the concession policy and the general aspects of the ports. The methodology adopted in the formulation of this work was based on bibliographic research, through consultations with books, magazines, searching for manuals, treaties, articles published on the internet. In this sense, the general objective of this research seeks to present the development of the port system in Brazil. Thus, the specific objectives seek to present the history that surrounds the ports and their emergence, point out the types of existing ports as well as describe the Brazilian port system, address the main issues of the Brazilian port system and, finally, point out the legislative framework for development ports or operations. Finally, we understand the importance of such a theme, leaving the topic open, proposing that in the future a new bibliographic research should be carried out in order to contextualize the themes addressed here. Along with this new bibliographic review, it is suggested the development of a comparative case study between Brazilian ports, showing its importance and value for the Brazilian port economy.

The purpose of this book is based on the principles of precaution and solidarity. Its main objective is to contribute to the activities of prevention, preparedness and response to environmental accidents in port areas, from the ecosystem point of view. Studies on risk perception surveys, on causes and consequences of accidents, and about people´s behavior during these accidents, are useful to enrich risk management programs, and emergency plans. This content was elaborated based on the postgraduate studies in Environmental Sciences at USP/SP, and the post-doctorate in Psychology at PUC/SP. All of them involved analysis of environmental accidents in port areas of São Sebastião and Santos (SP), and risk perception surveys. Adds to this the author's 30-year experience at the environmental agency of São Paulo state (1988/2018). This book comments on 60 accidents, technological and/or influenced by natural phenomena, in the Brazilian ports and abroad, from 1900/2019. There were highlighted topics such as: people´s reactions in dangerous situations, social and environmental consequences, risk perception of effects on human health, and oily fauna, among others. The work concludes that people which are very curious, opportunistic and reckless can amplify the consequences of these episodes. It highlights that cautious, supportive and altruistic people help to minimize them, when they act with knowledge, discernment and goodwill. The investments in prevention and preparedness have helped to reduce the number of accidents and it´s severity, so they should have continuity, in an effort that catastrophic situations do not repeat.

The objective of this review was to carry out a scientific systematization on the logistics of soybean chain in Brazil, focusing on losses during harvest, storage, and transport of soy, to demonstrate the economic impacts of losses in the soybean chain. The survey of works related to the theme was conducted in the bases Scopus, SciELO, and in the CAPES portal. In the development of the review, 10 articles were used about the logistics of soybeans in Brazil, 22 studies related to losses in the pre-harvest and soybean harvest, 22 involving soybean transportation and storage losses. The organization of the Brazilian soybean chain is complex due to soybean expansion and the territorial extension of Brazil. The pre-harvest and harvest losses are well explained, but significant losses still occur due to lack of regulation in the harvesters, which can be solved through the training of the operators. Concerning losses during transport and storage, studies are needed to quantify quantitative losses, as these losses may be determinant for the rural entrepreneur's profitability, as well as for the Brazilian competitiveness in the international market in terms of costs.

Data envelopment analysis (DEA) has many advantages for analyzing the efficiency of decision-making units, as well as drawbacks, such as a lack of discrimination power. This study applied bi-objective multiple-criteria data envelopment analysis (BiO-MCDEA), a programming approach used to overcome the limitations of traditional DEA models, to analyze the efficiency of 20 Brazilian ports with a consideration of six input and one output variables from 2010 to 2016. Two time-related variables were included to reflect current problems faced by Brazilian ports experiencing long wait times. The results reveal a significant disparity in port efficiency among Brazilian ports. The top five most efficient ports are those with the highest cargo throughput. A clustering analysis also confirmed a strong correlation between cargo throughput and port efficiency scores. Total time of stay, pier length, and courtyard also had strong correlations with the efficiency scores. The clustering method divided Brazilian ports into three groups: efficient ports, medium efficient ports, and inefficient ports.
