scholarly journals Reporting sexual exploitation and abuse by UN peacekeeping personnel: a research proposal on community perspectives

Persons displaced by conflict are considered especially vulnerable to sexual abuse by peacekeepers. While the UN reports publicly on allegations of "sexual exploitation and abuse" by peacekeepers, it is widely acknowledged that under-reporting is a significant problem. Proposed qualitative research involving local civil society organizations and community leaders supporting victims in the context of displacement will elicit their perceptions on the barriers to, and challenges associated with, formal reporting. The planned study, set out as a proposal, will assess perceptions of current reporting structures and recent UN reforms regarding "community-based complaint reception and mechanisms." This will inform further research and consultations into the design of more appropriate reporting structures. The research's dissemination, linked to the Code Blue campaign's advocacy to end impunity for sexual violence by peacekeepers, will seek to convince UN decision-makers that systemic reforms are needed to ensure that victims have better access to appropriate support and criminal justice.

Paedophilia—a sexual preference for the body scheme of pre-pubescent children—is defined as a disorder within the International Classification of Diseases (ICD) of the World Health Organization as well as within the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association. Contrary to popular belief, not all sex offenders who target children are paedophiles, and not all paedophiles commit sexual offences. But quite obviously paedophilia is an emotionally charged and controversial topic, which might be an explanation for putting it out of focus within the healthcare system. Mental health professionals are mainly (and worldwide) not well trained in terms of assessment methods and intervention techniques available to develop and implement effective policies and practices. This presents an obstacle for prevention, in that proactive strategies to protect children from child sexual abuse and sexual exploitation by online offences, such as the consumption or distribution of child abusive images (so-called child pornography), which emphasises the internationally relevant dimension of the issue. The article will address key concerns and questions in dealing with this clinically relevant population, offer insights into a primary prevention approach developed in Germany, and discuss the situation on a European level.

To ensure a proper prevention and combating of sexual exploitation and sexual abuse against children the provisions of the special parts of Moldovan and Romanian Criminal Codes should be in line with art. 18-23 of Lanzarote Convention. However, Moldovan and Romanian Criminal Codes do not reflect entirely these provisions. Unjustified deflections from the provisions of art. 18-23 of Lanzarote Convention have a negative impact on unifying the international provisions on preventing and combating sexual exploitation and sexual abuse against children. To facilitate the compatibility of the special parts of Moldovan and Romanian Criminal Codes with Lanzarote Convention, the authors of this article highlight solutions to improve legal provisions.

The division of roles in the treatment of childbirth was clear, but many obstacles were found, namely transportation barriers, economic problems and there were traditional healers who did not want to partner. Conclusion: The overview of partnership between the traditional healers and midwives in childbirth assistance has not gone well and there were still many obstacles found both internally and externally. Aim. The concept of Good School was formed in 2015, however, the implementation of it has been rather slow. Therefore, the research aim of this article is to identify the educational experts’ viewpoints on the concept. The following questions have been raised to specify the aim: if the concept of the school of general education, presented as Good School, is adequately understood, what features should a teacher have in order to implement the concept of Good School? Methods. To answer the research questions a qualitative research by using structured interviews was carried out, i.e. experts’ written surveys were analyzed. The study revealed three positions that are discussed in this article: the concept of Good School, the mission and teachers’ features, which are interpreted in the context of the concept of Good School, albeit in a particular way. Results. The analysis of the empirical research data revealed that insufficient emphasis is placed on the value aspect, modelling of community-based school activities and their reflection. The research findings also showed that there has been a considerable lack of attention paid to some of the teacher's competences – there has been a lack of experts’ focus on the personalization of the educational content, its construction in the interaction with the elements of the pedagogical system, the reflection of pedagogical activities, and others. Conclusions. The concept of Good School is understood by the experts as a map, a conceptual idea, a guideline unfolding the schools’ specificity. The implementation of the concept of Good School should be based on the ideas of constructionism  that open the pathways of common  development,  realization, and improvement of Good School.
