This paper looks at European integration and specifi cally at its institutional form – the European Union from an ideological perspective. The author claims that ‘Europeanism’ has become a new ideology shared among intellectual, political, judicatory, societal, and even dominant economic elites that influence or shape the European Union as an institution and its major policies. As an ideology, ‘Europeanism’ is a somewhat exotic mixture of various, seemingly incoherent trends that give the current European Union its intriguing characteristics. On the one hand, economically, one can easily identify numerous elements of neoliberalism, especially regarding the financial aspects of European integration. Likewise, arguments used by the major proponents of European integration vis-à-vis USA, China, or Japan are of neoliberal character. At the same time, regarding international trade in agricultural products, intellectual property, or internal (single market) competition (freedom of labour) one rather quickly spots distinct elements of protectionism and over-regulation. Finally, in terms of philosophical outlook and especially moral issues, ‘Europeanism’ seems to be mostly focusing on the progressive agenda.

Despite a higher turnout, the ninth elections to the European Parliament can still be considered as second-order elections . In Germany, the governing parties - in particular the CDU and SPD - experienced a significant loss compared to the 2017 Bundestag elections and the 2014 European elections, whereas the Greens are the winners . The article provides information on the conditions framing the European Parliament elections and focuses on political parties and citizens . The empirical findings show, on the one hand, that the European integration issue is more salient in the manifestos than generally assumed and, on the other hand, that citizens’ knowledge of the European Union continues to be low . Against this background, turnout, electoral choices and reasons for these are discussed . Moreover, the composition of the newly elected European Parliament and possible implications are described . Over the last decade, the European Union (EU) has faced a multitude of crises. Importantly, the various crises have led to different outcomes: Whereas the Eurozone crisis, for example, led to more European integration, the Schengen crisis arguably resulted in a partial European disintegration. Applying models of joint-decision problems in the EU, this paper analyses why and how these two crises led to divergent outcomes. It finds that higher levels of functional pressures, higher capacities of supranational agency, and more room for package deals enabled the EU to exit from joint-decision problems in the Eurozone crisis, whereas these and other potential exit mechanisms were widely unavailable in the Schengen crisis. Looking explicitly at the (missing) availability of exit mechanisms from joint-decision problems, this paper goes beyond the application of the usual European integration theories, which struggle to explain the variation in crisis outcomes. Furthermore, the paper makes a contribution to the more recent academic discussions on European integration/ disintegration, on the one hand, and the legitimacy-effectiveness gap, on the other hand.

Between independence and European Union. Paradoxes of the Scottish National Party’s attitude towards Brexit The purpose of this article is to explain the attitude of the Scottish National Party (SNP) towards European integration, based on a study of its activity in two campaigns – before the independence referendum in Scotland in 2014 and the referendum on continued membership of the United Kingdom in the European Union (EU) in 2016. Reciprocal links between the two events are perceptible even to a passing observer of the British Isle’s political life. The question of the EU membership was one of the most important topics in the independence referendum’s campaign, and the result of the European referendum has been widely interpreted in the context of the second independence referendum. By analyzing and comparing the referendum’s campaigns in the 2014 and 2016 and the period immediately after the announcement of the results of a European referendum, it can be seen that SNP presented the pro‑European stance in each of them, but using different sets of arguments. The concept of paradox, used in paper’s title, is a summary of a number of observations regarding the SNP’s complex relationship with the project of European integration. Although the aim of the party is to regain independence, the limitations of sovereignty, which according to many are associated with membership in the EU, do not raise critical assessment. The support for the European integration continues unabated despite the dominance of negative attitudes towards the Scottish independence movement among the European elites. Similarly, the party seems not to notice the level of euroscepticism among its electorate. And finally, what is the most interesting – on the one hand, the possibility of another independence referendum has not resulted in a change of the attitude towards Brexit, on the other hand in the same campaign it could be seen, that for SNP maintaining public support and a dominant position in relations with other parties in Scotland was more important that preventing Brexit.

The article focuses upon the subject of the EU’s political identity in connection with the experience of the Italian Yellow-Green Government (2018-2019). Taking into account general tendencies and attitudes of previous Italian governments towards the European integration process, the author pays special attention to the “European line” proposed by the coalition between the Five-Star Movement and the League. The author concludes that the supranational political nature and growing complexity of the European Union are not compatible with the one-sided approach to conceptualizing the EU identity. As a result, it is necessary to redefine the components of the EU’s political identity, as well as reconsider certain controversial concepts, such as sovranism and populism.

The problem of research is very current for several reasons. Namely, the dominant approach on the basis of which are based all have developed and established theories of European integration, developing modern theories of international relations is a realistic basis. Neo-functionalism, inter-guvernmentalism, neo-liberalism, institutionalism (in most of its variants) as the most developed branches of the theory of European integration, despite differences in their settings to keep the basic premise that states are rational, unitary actors, whose interest stems from the assessment of their position in the system of states. For our study caused a special interest model of constructivism using Habermas theory of communicative action according to which entities in mutual interaction is open to other arguments and their validity appreciate having regard to the outgoing reasons and norms on which they are based, thereby seeking consensus as a common goal. Apply to the European Union, this approach allows European institutions were perceived as a place of discussion to reach consensus on solving common problems, rather than just the arena for bargaining. Functional adaptation to the numerous petitions which sets the European Union, requires thorough and integrated activities in the economic, institutional, administrative and legislative spheres. This process should be understood as a continuous, painstaking and long process, not a single radical surgery. Republic of Macedonia, as countries aspiring for membership in the European family must meet the political and economic criteria and to adapt political institutions in the country with those of the European Union and their needs and requirements. The aim of this paper is to perceive the key features and trends in the politics of enlargement and to make a comparison between the policy of expansion applied in the process of accession Central and Eastern Europe and the policy of expansion in the process of stabilization and association, with special emphasis on the Republic of Macedonia. Of course, previously been necessary to develop theoretical and practical approach to the concept of policy integration, development and its major elements and modalities.

AbstractThe case law of the Court of Justice of the European Union (CJEU) is one of the most important sources of European Union law. However, case law's role in EU law is not uniform. By empirically studying how the Court uses its own case law as a source of law, we explore the correlation between, on the one hand, the characteristics of a CJEU case—type of action, actors involved, and area of law—and, on the other hand, the judgment's “embeddedness” in previous case law and value as a precedent in subsequent cases. Using this approach, we test, confirm, and debunk existing scholarship concerning the role of CJEU case law as a source of EU law. We offer the following conclusions: that CJEU case law cannot be treated as a single entity; that only a limited number of factors reliably affect a judgment's persuasive or precedential power; that the Court's use of its own case law as a source of law is particularly limited in successful infringement proceedings; that case law is particularly important in preliminary references—especially those concerning fundamental freedoms and competition law; and that initiating Member State and the number of observations affects the behavior of the Court.

In the year before the accession to the European Union, the Slovak agricultural sector reported a loss of SKK 2.4 billion and following a profitable year, the earnings were reduced by SKK 2.8 billion. The situation was caused by a number of reasons, namely reduced sales of agricultural products, damage resulting from adverse weather effects (cold weather, hail, drought and  swine fever), as well as widening of the price gap compared to the year before (increasing input prices in agriculture and decreasing purchase prices of agricultural products, especially in livestock production). Legal entities and natural persons experienced mixed business success. While 51% of legal entities made profit, the figure rose to 76% in the group of natural persons. Both the agricultural cooperatives and trading companies performed with a loss. The loss per hectare of agricultural land (a.l.) was substantially lower in the case of business companies. Natural persons - private farmers were profitable over the period. The gap between the profitable and loss-making enterprises has widened. Some 60% of profitable enterprises owned by legal entities made only a small profit below SKK 0.5 million. The loss-making performance was typical for more productive areas of Slovakia. This was related to stronger effects of adverse climate in 2003.

In the European Union, the concern for sustainability has been legitimized by its politically and ecologically motivated discourse disseminated through recent policies of the European Commission and the local as well as international media. In the article, we question the very meaning of sustainability and examine the European Green Deal, the major political document issued by the EC in 2019. The main question pursued in the study is whether expectations verbalized in the Green Deal’s plans, programs, strategies, and developments hold up to the scrutiny of critical discourse analysis. We compare the Green Deal’s treatment of sustainability to how sustainability is presented in environmental and social science scholarship and point out that research, on the one hand, and the politically motivated discourse, on the other, do not correlate and often actually contradict each other. We conclude that sustainability discourse and its keywords, lexicon, and phraseology have become a channel through which political institutions in the EU such as the European Commission sideline crucial environmental issues and endorse their own presence. The Green Deal discourse shapes political and institutional power of the Commission and the EU.

ABSTRACTThe analysis of European integration has tended to use a toolkit drawn from international relations. But since the revival of integration in the mid-1980s, the governance of the European Community and European Union has increasingly come to resemble that of a multi-tiered state. Accordingly, this article analyzes the governance of the European Union from a comparative public policy perspective. Using new or historical institutionalism, three levels are considered. In the first part, attention is focused on the EU's institutions and the available instruments of governance. The second part examines the analysis of governance at the policy-specific or sub-system level, and puts forward an approach based on governance regimes. The final part considers the institutional roots of the persistent, regulatory character of governance in the European Union.

The article describes the peculiarities of the formation and implementation of state policy for the development of various branches and spheres in the context of European integration of Ukraine. The degree of effectiveness of the Association Agreement between Ukraine and the European Union in various branches and spheres has been determined. The problematic aspects and contradictions of the state policy of development of various branches and spheres in the context of the implementation of the Association Agreement are highlighted. The ways of transformation of the state policy of development of various branches and spheres in the conditions of European integration of Ukraine are determined.
