The creation of adequate conditions for business activities by business environment institutions may contribute to the overall economic development by attracting new investments and expanding the existing ones. The main aim of this research was to identify the potential changes in time concerning the importance of business environment institutions and their impact on initiating and operating economic activities, and to establish whether these changes were statistically significant. The research indicates that both the representatives of various business environment institutions and the entrepreneurs found that the measures implemented by institutions during the time of this research became more significant in comparison to the period of 10 and more years before. In addition, the impact of the measures implemented by all the institutions enumerated in the questionnaire was statistically different between the two periods under investigation.

This study aims to measure the impact of facilities provided by King Hussein Business Park on investment promotion. King Hussein Business Park has reached 100% occupancy rate, with a crucial plan for expansion to over 1.4 million m2 of land. The problem of the study lies on how King Hussein Business Park will attract additional investments to occupy the spaces targeted for expansion. Results of the study reveal a significant positive impact of the facilities on investment promotion. The robust infrastructure, complementary services, and investment law benefits influence the creation of attractive business environment for investments. These findings show that countries with scarce resources face many challenges in promoting investment either locally or internationally, and they must improve their business climate for investment promotion. Governments also have the means to make conducting the businesses and projects easier for people.

The article discusses the impact of plastic cards on minimizing the risks of the organization. Non-cash payments - is an integral part of the management of financial and economic activities of the banking sector within the framework of a single strategy of economic development, which is a process of systematic use of the optimal legal methods and methods to establish the desired future financial condition of the object in terms of limited resources and the possibility of their alternative use. The process of using plastic cards should be considered in a number of ways. The organizational aspect assesses the degree of formalization and regulation of the use of cashless payments. It is clear that the higher the degree of regulation of procedures, the higher the predictability and manageability of the process of cashless payments. Coordination is the degree of coordination among the participants. It is the result of a high degree of regulation of the process or effective operational work of the Department of non-cash payments. The methodology reflects the compliance of plastic cards calculation methodology adopted by the company, its production characteristics and financial and economic structure. The value of the motivational aspect of non-cash payments is that it makes it possible to stimulate the results of the work of the head, or the entire Department of non-cash payments. Stimulation is made by means of inclusion in the budget of division of the bonus Fund which can be used for payment of awards to employees of division and its head. The need to calculate Bank cards is inherent in the legislation itself, which provides for certain regimes for different situations, allows different methods for calculating the tax base and offers various benefits if they act in the desired directions to the authorities. In addition, the process of calculating plastic cards is due to the interest of the state in providing a number of advantages in order to stimulate any sphere of production, category, regulation of socio-economic development.

Examining the transformation of financial relations in Ukraine, in the previous article the authors analyzed the impact of foreign capital on the economic development of this country’s economy and found that its concentration in certain economic activities contributed to consolidating its raw material orientation. The authors conclude that due to the distorted model of Ukraine's economic development, successful practices of developed countries to attract foreign investment and reform the financial sector are ineffective in this country’s economy. Continuing the study of the transformations of financial relations in Ukraine, which are taking place under the influence of the approximation of domestic legislation to European standards, the authors could not leave aside the question of impact of the liberalization of currency legislation on the economy. Given that currency liberalization significantly affects the behavior of foreign investors, the authors conducted an in-depth analysis of legislative changes in the financial sector, and described the main results of their implementation. The positive and negative consequences of currency liberalization in Ukraine for business entities and the economy in general are analyzed. Particular attention is paid to the risks associated with the liberalization of operations related to the movement of capital and the behavior of non-residents in the financial market of Ukraine. It is concluded that Ukraine’s economy with its distorted development model belongs to the financially and institutionally weak ones, hence is not presently ready to liberalize its monetary relations, which could only deepen the deformations and reduce resilience to macroeconomic imbalances.

Non-motorised traffic plays an important and unique role in an efficient traffic system. Helping the creation of more available multimodal communities, improvements in non motorised traffic can lead to a decrease of the use of motorised vehicles and special attention should be paid to improvements in non motorised traffic which are integrated to policies of racional usage of terrain. Conventional research often underestimates and disregards the importance of walking and bicycling, which may present a problem during traffic planning and projecting. It's important to estimate the benefits and costs which improvements in non motorised traffic bring with them. That is why the paper analyzes the impact of non motorised traffic to congestion and safety of traffic, preservation of energy, decrease of pollution, health and social inclusivity of population and economic development.

The article is devoted to the key problems of the economic development of companies in the context of globalization, rapid spread of innovations, transformation of the business environment, and improvement of approaches to the regulation of socio-economic processes. There was done comparison of trends and dependency of quantity of business entities and indicators reflecting the nature of the regulatory impact on entrepreneurial activity and protection of property rights. The outstripping positive dynamics of Ukraine’s positions in the international rating of the World Bank Doing Business together with uneven and slow increase in the quantity of business entities related to economic activities with great development potential are identified. It is noted that the creation of a favourable regulatory system is a basic, but not an exclusive factor of economic development in a globalized and innovative economy. Companies striving for success should abandon industrial management models and need to search for solutions focused on improvement the efficiency of the company’s functioning and increasing business value at the end by determining the feasibility of application of value-oriented management. It is emphasized that value-oriented management is based on an understanding of the need to ensure the maximum level of prosperity of owners, investors and other stakeholders, is aimed to form common value chains and, as a result, is crucial for the economic development of the company and socio-economic development of the country. As a result, a hypothesis was formulated about the possibility of use the value potential to ensure the economic development of companies. A cyclical chain of economic development factors from the individual company’s value to macroeconomic indicators has been built. The logic of the relationship between the key factors was defined, in particular, it is indicated that the high end value of business stimulates entrepreneurial activity, attracts of direct or stock market capital from investors, and increases the number of investment projects accepted for financing.

This publication reflects the results of the author’s research on improving the domestic statistical and methodological tools used in the analysis and forecasting of the Russian economy. In this regard, the main features of the formation and application of the Business Activity Index for basic spheres of the economy of the Institute of Economics of the Russian Academy of Sciences (hereinafter, the index of business activity) are shown and substantiations of its individual advantages are given in comparison with the index of output of goods and services for the basic types of economic activities of Rosstat (hereinafter, the release of goods and services). The authors provide evidence that despite a number of positive qualities of the applied methodology for constructing the index of output of goods and services, the business activity index, according to the authors of the article, provides a more objective assessment of macroeconomic dynamics, since it includes additional indicators reflecting financial and social aspects of economic development. It is proved that the main advantages of the business activity index are manifested in a more accurate determination of the depth of crisis phenomena in socio-economic development, as well as in determining the timing of the onset and overcoming of these negative processes. The characteristics of the macroeconomic indicators that make up the business activity index are given. Methods for calculating the weights of indicators characterizing the level of business activity in various spheres of the national economy, as well as methods for determining changes in this level are considered. Changes in the dynamics of these weights are analyzed. Ways of more efficient use of business activity indices in the practice of accounting, forecasting and management of socio-economic development are proposed. The conclusion is substantiated that it is advisable to use the business activity index for macroeconomic analysis, forecasting and strategic planning, which will make it possible to more accurately assess the impact of the implementation of national projects and the social package of the message of the President of the Russian Federation on economic growth and increase the efficiency of using business activity tools in the practice of public administration of social economic development of the country.

It is important to analyze the manifestations of the crisis at the regional level, which allows both regional (local) and national authorities to develop effective support tools. From this point of view, it is important to clearly understand which aspects of economic development the crisis has a key impact on, and whether such impact is uniform across different sectors and areas of economic development. Much attention is paid to the problem of assessing the state of the business environment. However, the main disadvantage of most of them is that they are sometimes difficult to conduct in terms of operational analysis and availability of open data. The object of research is the processes of studying the state of the region's economy. The subject of the research is the impact of the COVID-19 pandemic and the current economic crisis on the region's economies. In the process of scientific research, we solved such tasks: identification of key problematic factors in relation to regional economic development, including caused by pandemic and lockdown; reliable, freely available and up-to-date sources of statistical information on regional economic development are identified; a comprehensive method of generalizing the impact of the COVID-19 pandemic and the economic crisis on regional economic development. We proposed to analyze the impact of the COVID-19 pandemic and the current economic crisis on the economic development of the regions of Ukraine on the example of Sumy region. The analysis is based on open data from static authorities, which periodically publish monthly and quarterly information. The study confirmed the serious negative impact of lockdown and pandemic on the economic development of the region in a number of key indicators: the index of industrial production, the volume of industrial products sold, freight turnover and passenger turnover. At the same time, we observe a generally neutral impact of the crisis on such regional indicators of economic development as the volume of commodity export and import transactions and the stability of retail trade.

The article examines the significance and role of eco-management in the system of green economy as it is connected with the need to develop new scientific and methodological approaches to managerial decision-making aimed at ensuring resource-oriented production and economic activities of an organization. The purpose of the research is to develop management technologies for eco-management to build a green economy. The eco-management technologies are studied in the following areas: 1) an analysis and evaluation of statistical observations on economic development trends and identification of issues in resource conservation, 2) justification of the need for a new approach to managing organizations, namely considering an environmental component in the decision-making process, 3) the choice of resource-saving measures in terms of a limited financial budget, 4) algorithmic implementation of environmental management components as an important component of an organization's competitive strategy. The methodical approach to the choice of environmental measures and criteria of resource utilization completeness is suggested. This allows forming the information space as a basis for making management decisions in the field of ecological safety of industrial organizations. During the last decade, the main trends of economic development have confirmed the importance of resource efficiency as far as economic and environmental aspects, which has allowed to determine the impact of research results on the economy and the environment from the standpoint of sustainable development. To this end, practical recommendations for reusing industrial waste in the production activities of companies have been provided. Within the established system of principles, criteria, and factors of rational and efficient use of resources in the conditions of modern economy, the issues of identifying and revealing the features in the development of branch organizations within the mechanism of their resource efficiency have proved to be crucial and of paramount importance.

Рассматривая инвестиционный аспект в срезе применения специальных системных режимов налогообложения (ССРН) субъектами малого предпринимательства (СМП) в регионах, необходимо отметить актуальность данной проблемы. Стратегическими задачами экономической политики страны является выравнивание уровней развития регионов России и выполнение национальных проектов в стране. Налоговый потенциал, являясь комплексным макроэкономическим потенциалом каждого субъекта федерации, содержит в себе не только показатели финансово-экономического развития, но и инвестиционную привлекательность. Системность специальных режимов налогообложения хозяйственной деятельности СМП играет свою финансовую роль как в формировании бюджетов регионов, так и инициируя инвестиционную привлекательность в субъект, имея в своем ресурсе преференциальную основу минимальных налоговых баз и ставок, упрощения процедур администрирования и налоговой отчетности. Предложена авторская множественная регрессионная модель, показывающая влияние применения малым бизнесом ССРН на инвестиционную привлекательность в регионе. Considering the investment aspect in the context of the application of special systemic taxation regimes (SSTR) by small businesses (SMEs) in the regions, it is necessary to note the urgency of this problem. The strategic tasks of the country's economic policy are to level the levels of development of the regions of Russia and the implementation of national projects in the country. Tax potential, being the complex macroeconomic potential of each constituent entity of the Federation, contains not only indicators of financial and economic development, but also investment attractiveness. The systematic nature of special taxation regimes for the economic activities of the SMEs plays its financial role both in the formation of regional budgets and in initiating investment attractiveness in the subject, having in its resource a preferential basis of minimum tax bases and rates, simplification of administration procedures and tax reporting. The author proposes a multiple regression model showing the impact of small business use of the SSTR on the investment attractiveness in the region.
