In Malaysia, the COVID 19 virus has spread and impacted the education system. As a result of these problems, the evaluation activities of student final projects by industry panels could not be implemented. Therefore, the final project evaluation application was developed to facilitate the online teaching and learning process in line with the use of technology in the education system towards the industrial revolution 4.0. The first objective of this study is to design the final project evaluation application idea framework based on the syllabus curriculum. The second objective is to develop the final project evaluation application using google sheet and glide apps. The idea framework is designed based on the mobile learning pedagogical theoretical framework, Mabry’s Model, and mobility hierarchy. This idea framework adapts the three elements of Mabry’s Model. The first is psychrometrics consisting of a ‘Course Learning Outcome’ (CLO) syllabus.
