Science and technology project evaluation is an important means of science and technology management. Whether the evaluation of science and technology projects is fair or not directly affects the development of national economy and the allocation of science and technology resources. Due to the complexity of the project and the fuzziness of human thinking, the expert information is often difficult to quantify in the process of project evaluation. Generally, the better choice is to express it in qualitative language. In this paper, the 2-tuple linguistic preference relation is proposed to evaluate scientific research projects. The reasonableness of the concept of complete consistency for the 2-tuple linguistic preference relation is discussed. Priority of 2-tuple linguistic preference relation is set up based on the 2-tuple weighted geometric averaging operator. Finally, combined with Science and technology project evaluation problem, the effectiveness and feasibility of the method are verified.

Lack of project scheduling planning and ineffective control make the activity of a project less efficient. This will have an impact on the success of the project. This situation will result in delays and a decrease in the quality of work due to time constraints. Scheduling is important for determining the required activities and arranging a sequence and time frame to complete project activities on time. This study aims to optimize the scheduling of a moderate light rehabilitation project in the Badas Community Health Center building, Kediri Regency, where project start-ups are experiencing delays. The method used is Critical Path Method-Project Evaluation and Review Technique (CPM-PERT), which is a method to determine the duration of a project that can be completed and the percentage of its success. The analysis carried out includes calculation the duration desired acceleration and cost slope. Analysis results using CPM-PERT obtained critical path in: preparation activities (A), earthworks (B), structural work (D), 1st floor work (E), 2nd floor work (F), 3rd floor work (G), roof, ceiling and plank work (H), iron work (I), electrical work (L), floor and wall covering work (M) and finishing work (N). The normal duration of project completion is 140 days and costs Rp. 1,818,182,709, whereas with the CPM-PERT method the duration can be accelerated to 128 days (probability 99.99%) and required additional fee 8.1% or worth Rp. 146,719,664. Implementers can use it in optimizing scheduling and financing on the badas public health center building construction project.

Non-governmental organizations (NGO) are a “third social sector” different from governments and enterprises. They not only bear huge social responsibilities, but also play an increasingly important role in various fields such as charity and environmental protection. Social work as a professional subject to improve the overall social environment and promote a more harmonious and stable society coincides with the goals of some NGOs. Therefore, a large number of NGOs guided by the social work profession have been established. Most of the goals of these organizations are Facing certain disadvantaged groups in society, with the purpose of helping and solving the problems faced by the disadvantaged groups. This paper takes the application research of project evaluation methods in NGO financing as an example to examine the NGO fund acquisition and operation mechanism under project evaluation.

The real option method, which emerged in the 1980s and is based on financial options, has been heavily involved in the literature since the early 2000s. Calculated by adding option value to investments in real assets, this method offers managers opportunities to evaluate the investment project. While the traditional capital budgeting method cannot be changed during the decision project process taken when evaluating the investment project, the real option method can be changed throughout the project process. The reason for this situation is that the real option method does not ignore the managerial flexibility. The reason for this situation is that the real option method does not ignore the managerial flexibility. In this study, these two methods in the literature are examined according to the types of projects.

The implementation of project management must be calculated based on time and cost estimation. One of the efficiency measures that can take is to accelerate. Time, cost, and quality are factors that must consider while making project acceleration. Project renovation in Nurul Hayat's room was chosen in this research because this project experienced delays in implementation. Delays occur due to a lack of available manpower. This delay will certainly have an impact on costs. The purpose of this research is to speed up time and get optimum costs while still paying attention to quality standards. By CPM-PERT approach, and the evaluation of project acceleration with Ms. Project, the results obtained are scheduling the initial completion of the mosque renovation which initially has an estimated 42 days with a normal total cost of 17,227,500, can be accelerated for 36 working days with additional processing costs of Rp. 70,000 and overtime costs of Rp. 1,635,000.
