ABSTRACTThe control environment is a crucial object in the whole control activities carried out, thus without an effective control environment, internal control will not work effectively. The Inspectorate of Nagekeo Regency as an institution that assists the Regent in supervising the implementation of regional Government by conducting inspections, studies, evaluations, and other supervisory activities at other government institutions within the Scope of Government of Nagekeo Regency, have to have an adequate control environment in support of effective internal control activities. The used object of research in this study is the control environment built by the Regency Inspectorate Employees who taken by purposive sampling technique. This measure is used as a comparison in the control environment assessment category. This study uses a quantitative-descriptive technique with a field research approach at the Inspectorate of Nagekeo Regency. The variables of this study are the control environment sub-elements with eight variables which include the enforcement of integrity and ethical values, commitment to competence; Conducive leadership; Establishment of organizational structure as needed; Appropriate delegation of authority and responsibility; Formulation and implementation of sound human resource development policies; The realization of the role of an effective government internal control apparatus; and good working relationship with relevant Government Agencies. In general, the eight variables of the Nagekeo Inspectorate get a score of 2.25 with quite-adequate predicate. However, two of them that still get the inadequate predicate, including the Enforcement of Integrity and Ethics; Formulation and implementation of human resource development policies, need to get attention.

Abstract: Human resources are one of the most fundamental parts in the development and renewal of a nation. The qualification of human resources will determine whether or not the goals of an institution or institution are achieved. The quality of human resources needs to be developed in order to be able to face competitive social transformations. This article aims to explain the concept of human resources, identification of the value of human resources and human resource development efforts. This article is a library research whose main source is literature on human resources, human resource development strategies and development and reform. Broadly speaking, it can be concluded that strategies are needed in developing human resources so that the quality can be transformed into a more up to date direction. One aspect that can support the process of developing human resources is the aspect of education. Keywords: human resources, development strategy, institutions.   Abstrak: Sumber daya manusia merupakan salah satu bagian yang sangat fundamental dalam pembangunan dan pembaharuan suatu bangsa. Kualifikasi sumber daya manusia sangat menentukan tercapai atau tidaknya tujuan suatu institusi ataupun lembaga. Kualitas sumber daya manusia tersebut perlu untuk dikembangkan, supaya mampu menghadapi transformasi sosial yang kompetitif. Artikel ini bertujuan untuk menjelaskan tentang konsep sumber daya manusia, identifikasi nilai sumber daya manusia dan upaya pengembangan sumber daya manusia. Artikel ini merupakan penelitian pustaka yang sumber utamanya adalah literature tentang sumber daya manusia, strategi pengembangan sumber daya manusia serta pembangunan dan pembahuaruan. Secara garis besar dapat disimpulkan bahwa sangat diperlukan strategi-strategi dalam pengembangan sumber daya manusia agar kualitasnya mampu bertransformasi ke arah yang lebih up to date. Salah satu aspek yang dapat menunjang proses pengembangan sumber daya manusia adalah aspek pendidikan. Kata-kata kunci: sumber daya manusia, strategi pengembangan, institusi.

<p><strong>English<br /></strong>The role of regional government on agricultural development management will be very important by the implementation of UU No.22/1999 and UU No.25/1999. On the spirit of autonomy, the local government is still needed to consider and accommodate some of national agricultural development strategy such as considering agricultural on transforming economic structure, enhancing sustainable food security, agribusiness and agropolytan development adapted for the benefit of regional development as well as the welfare of the local people. In this case, AIAT played an important role through focusing on resource based agricultural development supporting by location specific technology in order to have higher financial and economic efficiency. During the transision period, technical, management, and financial support from central government are necessary, especially for the region having budget constraint and limited capacity of human resource development. For the perspective of autonomy, AIAT or Agency for Regional Research and Development (Balitbangda) have to strenghten participative research planning program and its implementation through empowering interregional research coordination, human resource development, and condusive insentive system.</p><p> </p><p><strong>Indonesian<br /></strong>Implementasi UU No.22/1999 dan UU No.25/1999 memberikan implikasi strstegis mengenai peran daerah dalam menejemen pembangunan termasuk di dalamnya pembangunan pertanian. Dalam semangat otonomi daerah, pemerintah setempat perlu tetap mengacu dan mengakomondasi beberapa strategi pembangunan pertanian nasional seperti transformasi struktur ekonomi berbasis pertanian, peningkatan ketahanan pangan berkelanjutan, pengembangan agribisnis dan ekonomi kerakyatan, dan pengembangan agropolitan yang diadaptasikan bagi pembangunan daerah dan kesejahteraan masyarakat setempat. Balai pengkajian Teknologi pertanian (BPTP) memegang peranan penting melalui pengembangan komoditas unggulan lokal yang didukung teknologi spesifik lokasi dan sesuai dengan potensi sumber daya dan keunggulan komparatif wilayah. Dalam masa transisi ini, dukungan bimbingan teknis, menejemen, dan pendanaan dari pusat masih tetap di perlukan, khususnya bagi daerah yang terbatas kemampuan sumber daya manusia (SDM) dan keuangannya. Dalam perspektif otonomi daerah, BPTP/Balitbangda perlu memperkuat perencanaan dan pelaksanaan seluruh program penelitian/pengkajian partisipatif, dengan penguatan koordinasi penelitian antar wilayah, pengembangan SDM dan sistem insentif yang handal.</p>

The Problem Although more women have been entering the workforce in the past few decades, this progress has not readily been seen in the field of aviation. Indeed, of all current U.S. corporate and commercial pilots, women only account for 6%. Through a diversity intelligence (DQ) perspective, the authors explore the experiences of women pilots to identify ways of increasing female representation in male-dominated fields in general and in aviation in particular. Via a phenomenological qualitative research approach, a total of 33 female pilots were surveyed and an additional 20 participated in a one-on-one interview. NVivo qualitative data analysis software was used, employing an inductive constant comparative method to develop categories. The Solution Results indicate that female pilots face significant gender-related roadblocks to their careers. Human Resource Development (HRD) practitioners can help organizations increase DQ to recruit and retain women in nontraditional occupations and industries. Increasing DQ would create a more welcoming environment for both women and minorities. It would also address cultural and organizational issues such as tacit and subtle discrimination, increase the presence of role models, provide support systems, and assist with cultural change to eliminate the good old boy mentality. Education Development is one of the important elements of Human Resource Development (HR). In order for education development to be carried out properly, one of the important things is to know how to map the development of education in an area (for example the regencies in this study) based on predetermined education indicators. Based on the map, it can be seen that the education indicator is dominant in an area. With this information, the direction of education development in each region can be designed according to regional conditions by increasing indicators that are relatively lacking and maintaining a good indicator. This study aims to produce information in the form of education development maps in regencies/city in Bali Province based on education indicators so that they can be used as a reference for education development policies in each regencies. The resulting map will provide information on the condition of education indicators in a regencies. To get an overview of the map, Biplot Analysis is carried out on education indicator data. This analysis will provide a graph of the position of objects (regencies / city) and the relationships between variables (education indicators) simultaneously. The results of the analysis in graphical form with biplot shows that Gianyar Regency and Tabanan Regency are regencies that generally have close characteristics. This means that based on education indicators, the two regencies have similar indicators. The same thing is also seen in Karangasem and Bangli . While 5 (five) other regencies / city appear to have different indicator characteristics, the position of each regencies or city is far apart.

The purpose of this paper is to highlight the significance of diversification of Nigeria’s economy through human resource development and utilization. It is on record that most developed countries in the world diversified their economy through the development of their citizens and thereafter utilized them in all the sectors of the economy. The narrative research design was adopted as it involves the use of secondary sources of data from Newspapers, Journals, and other online sources. This paper concludes that diversification of the Nigerian economy measured in terms of human resource development and utilization in the areas of manufacturing diversification, financial diversification, foreign direct investment, fiscal diversification, regional diversification, and job diversification has the capacity of revitalizing and sustaining Nigeria's economy. Therefore, human resource development policies in Nigeria should focus on education, technology, biotechnology, agriculture, aircraft, vehicle manufacturing, manufacturing of military gadgets such as weaponry and drones. The Nigerian government should also implement equal regionalization of industrial zones for equitable distribution of resources across all regions to avoid marginalization.
