Abstract: Human resources are one of the most fundamental parts in the development and renewal of a nation. The qualification of human resources will determine whether or not the goals of an institution or institution are achieved. The quality of human resources needs to be developed in order to be able to face competitive social transformations. This article aims to explain the concept of human resources, identification of the value of human resources and human resource development efforts. This article is a library research whose main source is literature on human resources, human resource development strategies and development and reform. Broadly speaking, it can be concluded that strategies are needed in developing human resources so that the quality can be transformed into a more up to date direction. One aspect that can support the process of developing human resources is the aspect of education. Keywords: human resources, development strategy, institutions.   Abstrak: Sumber daya manusia merupakan salah satu bagian yang sangat fundamental dalam pembangunan dan pembaharuan suatu bangsa. Kualifikasi sumber daya manusia sangat menentukan tercapai atau tidaknya tujuan suatu institusi ataupun lembaga. Kualitas sumber daya manusia tersebut perlu untuk dikembangkan, supaya mampu menghadapi transformasi sosial yang kompetitif. Artikel ini bertujuan untuk menjelaskan tentang konsep sumber daya manusia, identifikasi nilai sumber daya manusia dan upaya pengembangan sumber daya manusia. Artikel ini merupakan penelitian pustaka yang sumber utamanya adalah literature tentang sumber daya manusia, strategi pengembangan sumber daya manusia serta pembangunan dan pembahuaruan. Secara garis besar dapat disimpulkan bahwa sangat diperlukan strategi-strategi dalam pengembangan sumber daya manusia agar kualitasnya mampu bertransformasi ke arah yang lebih up to date. Salah satu aspek yang dapat menunjang proses pengembangan sumber daya manusia adalah aspek pendidikan. Kata-kata kunci: sumber daya manusia, strategi pengembangan, institusi.

PT. Semacom Integrated merupakan perusahaan yang bergerak dalam bidang panel listrik. Perusahaan ini perlu mengelola data pegawai tetapi belum mempunyai sistem informasi khusus untuk mengelola data pegawai tersebut agar memudahkan dalam pengelolaan data, pengontrolan serta meningkatkan pekerjaan Human Resource Development, Pimpinan dan Pegawai. Teknologi pemrograman dan database sebagai media penyimpanan diyakini sampai saat ini masih sangat berguna dalam membantu menklasifikasikan data informasi. Pengembangan sistem yang digunakan dalam penelitian ini adalah waterfall. Metode ini terdiri dari requirement gathering, analysis, system design, implementation, testing, dan maintenance. Adapun tools yang digunakan dalam penelitian ini adalah System Operating 10 Pro 64 Bit, Notepad++. Sedangkan, database yang digunakan sebagai penyimpanan data adalah Xampp. Hasil dari penelitian ini berupa sistem informasi kepegawaian. Sistem ini meliputi daftar pegawai, daftar SK kerja, daftar prestasi, daftar hukuman, surat kontrak, surat keterangan, surat perintah dan surat peringatan, dan lain-lain. Sistem ini dirancang untuk memudahkan Human Resource Development dalam pencarian dan pengelolaan data kepegawaian pada PT. Semacom Integrated.

This paper aimed to highlight the importance of strategic planning for human resources development in the treatment of human capacities and competencies in light of the global and domestic challenges, have been some of the terminology and concepts related to the study review, as well as to clarify some aspects of the study, was reached on the results and a summary was clarified through which the need to adopt a comprehensive system for human resources development in the framework of the national strategy to achieve the requirements of the human side, especially the development of national human capacity. This study is trying to contribute to the foundation for the study aims to lay the foundations to build a comprehensive system of human resource development in Sudan.

The performance on employees of Human Resources Development Agency in West Kalimantan can be said to be not optimal when viewed from the accuracy of their internal reporting The results of this study can be concluded: 1) there is an influence of leader support on organizational commitment of employees of the Human Resource Development Agency in West Kalimantan. It can be proven empirically that the higher the suitability between the leader's support and its members, it will increase organizational commitment to employees; 2) there is the influence of leaders' support on the performance of employees of the Human Resources Development Agency in West Kalimantan; 3) there is an influence of competence on organizational commitment of employees of the Human Resource Development in West Kalimantan. This is the higher competence of employees, the higher the commitment of employees of the human resource development in West Kalimantan. There is the influence of competence on the performance of employees of the Human Resource Development Agency in West Kalimantan; 4) there is an organizational influence on the performance of employees of the Human Resources Development Agency in West Kalimantan.

In this paper, the authors aimed to examine the characteristics of Human resources development process in business entities in Central Serbia. The main hypothesis, which is confirmed in the paper, is that there are a statistically significant results of identification of Human resource development activities in organizations. The research involved 127 respondents who are employed at all three management levels in the organization in 86 business entities in Central Serbia. The research results indicate, among other things, deficiencies of Human resources development process, which is the basis for its improvement in order to achieve the main purpose in gaining competitive advantage.

This study aims to analyze the factors associated with human resource development that probably influence employee's performance. They include the recruitment process, general and specific training, compensation, career development, job promotion and mutations. The assessment is laid out towards achieving a good government of the North Sumatera Province. Furthermore, it plans to look at the most crucial factors affecting the performance. A total of 119 respondents (officers of government civil servants) were chosen using a purposive random sampling technique. All eight independent variables and one dependent variable are tested using the multiple linear regression model. As both primary and secondary data are collected and examined, it is concluded that elements of human resource development simultaneously influence employee performance. This leads to the suggestion that effort has to be made in fostering the improvement in administration duties as well as the encouragement on human resources development consistently.

Human resources development is an important goal for national sustainable development. Vietnam has a huge potential labor force and attracts significant foreign direct investment due to the comparative labor cost for manufacturing industry. However, Vietnam`s workforce lacks skilled labor which can contribute to the human resource development of the country. This research presents the current situation of the vocational and training education of Vietnam and discusses how to upgrade the technical know-how for Vietnamese engineers through technical assistance from Japanese organizations and firms. This paper argues that the human resource development of Vietnam cannot boost the workforce’s skills without considering cooperation with foreign organisations and firms (Japanese in this case). The paper also raises the issue of universityindustry linkages which require comprehensive strategic cooperation between theory-based education and technical training, all of which contributes to the quality and adaptability of the labour force. This is a qualitative study based on interviews with Japanese organizations, Japanese firms, Vietnamese vocational schools and academics in Thailand in terms of enhancing technical skills for human resources in themanufacturing industry. The purpose of this study was to determine the effect of group investigation by sigil and The objective of the research is to obtain information about the effect of group cohesiveness and job satisfaction on productivity of the employee on Human Resource Development Agency of Ministry of Home Affairs. The research was conducted to all of employees on on Human Resource Development Agency of Ministry of Home Affairs by using a survey method with path analysis applied in testing hypothesis. The number 133 employees as sample was selected by using Slovin formula. The research conclude: (1) there is direct effect of group cohesiveness on productivity. (2) there is direct effect of job satisfaction on productivity. (3) there is direct effect of group cohesiveness on job satisfaction. Therefore, to enhance employees’ productivity can be carried out by group cohesiveness, and job satisfaction.

Contemporary business conditions do not impose only need for adjustment of the organization but also the need for adjustment of employees. Human resources, manifested through individual knowledge, skills, individual qualities and achievements, is the basis of competitive advantage of organizations and the main resource for the survival, the growth and development of modern organizations. Treating employees as a decisive factor for the success of organizations, it follows that their primary duty is to provide, maintain and develop the best people through the wide range of human resource activities. Thus, Human Resource Development, designated as a key activity for achieving the projected goals of the organization, can be defined as a set of systematic and planned activities appointed by an organization to provide its members with the opportunities to learn necessary skills to meet current and future job demands. Employees are increasingly accepting the reality that education becomes their responsibility in order to develop their full working potential and to ensure self employment opportunities. On the other hand, encouraging educational programs, organizations strive not only to meet the business needs for education of employees, but also their interests, creating and developing the climate of continuous learning and dissemination of knowledge in all areas. To what extent will the organization attach importance to certain practices that guide and encourage staff development depends on its current situation, activities, goals and adopted development strategy. Adequate choice, the assignment according to their abilities and affinities, continuous training and education, are generally accepted methods without which the development of employees is not possible. The American Society for Training and Development (ASTD) estimates that U.S. organizations spent $134.1 billion on employee learning and development in 2008, and $125.9 billion in 2009.Human resource managers in large organizations ranked training and development as the most important functional area they had to deal with because HRD programs must respond to job changes and integrate the long-term plans and strategies of the organization to ensure the efficient and effective use of resources. Combining different methods and approaches, and referring to all employees in the organization, training and human resources development become a tools for achieving change and the effects they produce are becoming a far-reaching and strategic.

The purposes of this research are to find out a) the strategies in human resources development to improve the quality of Postgraduate lecturers at IAIN Curup, (b) supporting factors, and  (c) the obstacles of human rights development. Using qualitative research method, the data were collected through interviews and documentary study. The research results showed that the strategies used for developing human resources or improving the quality of postgraduate lecturers include: (1) organizing the research methodology training; (2) holding the scientific journal writing training; (3) holding book writing/teaching materials training; and (4) involving lecturers into National and International Seminars. Supporting factors for human resource development are (a) high commitmentof  IAIN Curup Postgraduate management, (b) organization and socialization activities for professors acceleration programs, and (c) conducting coaching clinic activities for reputable international publications, in the form of programs to publish research results in reputable international scientific journals. Meanwhile, the obstacles are inadequate infrastructure and limited funds because there are still few students and tuition fee is still in the third category in the Ministry of Religion's General Cost Standards (SBU). The funds have not been fully handed over to the Postgraduate, because it is still centralized at the Institute, if the Postgraduate organize an activity, it must be approved by the Institute before it run.

This study aimed to investigate the impact of human resources development strategy on achieving the sustainable organizational excellence in the Yemeni banks. To achieve this objective, the analytical descriptive method was used. The study population consisted of 1314 employees from 10 Yemeni banks. The study sample of (306) was selected by using a non-stratified random method. The data were collected by a questionnaire. The collected data were processed and analyzed using the SPSS.  The results of the study revealed that there was a discrepancy in the impact of the variables of the human resources development strategy on achieving the sustainable organizational excellence in the Yemeni banks. The highest degree of impact was found in the variable of innovation development strategy, whereas the lowest degree of impact was found in the human resources training strategy. In light of the findings, the study recommends that the Yemeni banks need to enhance the emphasis on achieving the sustainable organizational excellence of all dimensions and increase their attention to the implementation of human resource development strategy of all dimensions as this has a positive impact on achieving the sustainable organizational excellence.
