The article deals with the problem of teacher’s information and communication competence development in general secondary education of the Netherlands. The analysis of the experience of such national institutions as Expertise Centre of ICT Education, Fund Kennisnet, SchoolNet of the Netherlands, Netherlands Institute for Curriculum Development (SLO), General Consultative Body of Heads of Teachers Educational Faculties is presented. There are identified peculiarities, common trends, approaches and models of teacher’s information and communication competence, as well as the ways of teacher’s information and communication competence future development in general secondary education of the Netherlands.

The article is devoted to the evaluation of information and communication competence in the system of General secondary education in foreign countries and in Ukraine in comparative pedagogical context and to the role of information and communication technologies in the formation of IT-competence. The view of the international community on the issues of standardization and assessment of competence of students and teachers is presented. The problems that exist in the sphere of teacher straining in terms of the evaluation of their competence in the field of ICT are highlighted.

When modern technology permeates every corner of life, there are ignited more and more hopes among the disabled to be compensated for the loss of mobility and participation in normal life, and with Information and Communication Technologies (ICT), Exoskeleton Technologies and truly hands free technologies (HMI), it's possible for the disabled to be included in the social and pedagogic spheres, especially via computers and smartphones with social media apps and digital instruments for Augmented Reality (AR) .In this paper a nouvel HMI technology is presented with relevance for the inclusion of disabled in every day life with specific focus on the future development of "smart cities" and "smart homes".

Digitalization, which has been so much talked about, contributes to the development of many industries in Russia and in the world, but at the same time dictates new requirements for digital personnel and their competencies. To keep pace with emerging trends and information technology and plan for future careers, information and communication technology (ICT) professionals should continually update their skill sets and develop new competencies with the help of the MOOC platforms that suggest appropriate courses. However, given the wide variety of platforms and courses, one can get confused about what to choose for the future development, which courses to take and what profession to follow. The authors conduct a research on user requirements, existing MOOC recommendation systems and their functions, and propose a recommendation system that allows users to select an existing MOOC platform based on assignments and skills for ICT career planning in Russia. The article proposes a modern approach that helps IT professionals plan their future development path based on MOOC recommendations corresponding to their development needs.

Didactic value of electronic social networks is determined by capabilities to provide group interaction. It is proved that ESN can act as means of collaborative training activities, means of social contacts deployment, extension of all participants’ social interaction in educational process. Attention is paid to emphasis change from network communication to productive discussion and from collaboration to cooperative learning methods for students. The problem of improving of information and communication competence of all learning process partners is described. Possible changes in teaching methodology, when new objects, electronic social networking services appear in the system of education, are examined.
