Drinking-water supply and sanitation services are essential for human health, but their technologies and management systems are potentially vulnerable to climate change. An assessment was made of the resilience of water supply and sanitation systems against forecast climate changes by 2020 and 2030. The results showed very few technologies are resilient to climate change and the sustainability of the current progress towards the Millennium Development Goals (MDGs) may be significantly undermined. Management approaches are more important than technology in building resilience for water supply, but the reverse is true for sanitation. Whilst climate change represents a significant threat to sustainable drinking-water and sanitation services, through no-regrets actions and using opportunities to increase service quality, climate change may be a driver for improvements that have been insufficiently delivered to date.

ABSTRACTBackgroundInvestments in water and sanitation systems are believed to have led to the decline in typhoid fever in developed countries, such that most cases now occur in regions lacking adequate clean water and sanitation. Exploring seasonal and long-term patterns in historical typhoid mortality in the United States can offer deeper understanding of disease drivers.MethodsWe fit modified Time-series Susceptible-Infectious-Recovered models to city-level weekly mortality counts to estimate seasonal and long-term typhoid transmission. We examined seasonal transmission separately by city and aggregated by water source. We fit regression models to measure associations between long-term transmission and financial investments in water and sewer systems.ResultsTyphoid transmission peaked in late summer/early fall. Seasonality varied by water source, with the greatest variation occurring in cities with reservoirs. Historical $1 per capita ($25.80 in 2017) investments in construction and operation of water and sewer systems were associated with 8-53% decreases in typhoid transmission, while $1 increases in total value or debt accrued to maintain them were associated with 4-7% decreases.ConclusionOur findings aid in the understanding of typhoid transmission dynamics and potential impacts of water and sanitation improvements, and can inform cost-effectiveness analyses of interventions to reduce the typhoid burden.

The ‘Urban WASH' project was implemented in George and Chawama compounds in Lusaka between July 2013 and June 2017 by Oxfam and Village Water Zambia. The project aimed to improve provision and sustainable management of WASH services by engaging citizens to hold duty bearers and service providers to account. Oxfam collaborated with local institutions on an array of activities, engaging stakeholders to create a conducive environment for service provision and improving capacities and practices. This Effectiveness Review evaluates the success of this project to increase the sustainability of water and sanitation systems and services. Using a quasi-experimental evaluation design, we assessed impact among households in the intervention communities and in a comparison community. We combined the household-level quantitative assessment with analysis of community-level qualitative Key Informant Interviews, carried out with relevant institutional representatives. There is a move throughout the developed world to introduce benchmarking techniques to the management of water and sanitation systems. The indicators that are being considered for benchmarking purposes tend to cover a broad band of activities that are part of the scope of management of large organisations. Most of the lists that have been prepared do not really cater for the implementation and operation of small rural schemes. The greatest need is the implementation of sustainable schemes for this category of consumer. The implementation of a rural water and sanitation scheme involves the negotiation in the initial stages with the local community representatives of what the community wants and how it will be provided and operated. This may have to be preceded by a period of empowerment so that the negotiations can be conducted by informed people. At the conclusion of the negotiations a business plan can be prepared that should be implemented in association with the community. The project is at this stage mainly in the control of a professional engineer, responsible for the technical interpretation of the business plan and the management of the construction phase. Finally, after commissioning, a water service provider will be responsible for the operation, management and maintenance of the scheme on a sustainable basis. The key actions and activities are identified and performance criteria defined. As communication at the beginning of the project is a critical component, the success of this is confirmed by examination and discussion as to how much has in fact been communicated and understood correctly. Other performance indicators for the operational phase are derived from the conventional ones used in the developed world. Finally, it is important that the participants, do not see the measurement of performance as a threatening situation, but rather a stepping stone to improvement of not only performance, but also of subsequent reward.

There are billions of people around the world that lack access to safe water supply and basic sanitation, a situation which puts the affected in severe health conditions as well as economical and social despair. Many of those lacking adequate water supply and sanitation systems can be found at the fringe of the cities in so called peri-urban areas, especially in the developing world. Planning in these areas is highly complex due to challenging environmental and physical conditions, high population density and unclear institutional boundaries. This article presents a framework aiming to support the planning process for sustainable water and sanitation systems in peri-urban areas. The suggested framework is based on different available planning approaches from a review of literature and websites of organisations and companies. It consists of a recommendation of important steps in the planning process as well as supporting tools. Further, it incorporates a set of sustainability criteria important for the peri-urban context and allows for the development of site specific systems. The framework has the aim to be flexible for different planning situations, and for suiting planners with different perspectives and amount of resources.
