The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.

Tourism, in all its activities, is dependent on the environment, and by exploiting its resources, products are created, creating a significant added value. But all this must take into account the rational use of natural resources with risk of depletion or degradation and the ability to achieve a decent standard of living for future generations, with an equitable distribution of general or specific revenue. Based on these considerations, the aim of this chapter is to assess the evolution of touristic infrastructure both in time and in terms of regional distribution. To estimate the tourism supply of Romanian rural tourism accommodation, the main statistical indicators used were the number of agro tourist boarding houses, the existing accommodation capacity, and the accommodation capacity in operation, their territorial concentration, and the way in which the results are strategic levers in the regional development of Romania.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

State revenue is the most important part of the State Budget to finance various sectors of state expenditure. In support of this country's acceptance in apply MPN-G2 to facilitate the public in paying taxes. The result found that effectiveness of state revenue by applying of MPN-G2 system is quite effective in the case of quantity in the form of increasing percentage of amount of realization and transaction of state revenue. While the quality of state revenues after the MPN-G2 less effective because of input transparency of state revenue transactions is still too large so that the validity of the transaction is in doubt. For the duration of the state revenue with billing shows effective results because it is faster in the state revenue deposit, but the delegation of state revenue is less effective because it is still like the old system all transactions collected first with the time period determined after it was transferred to the state treasury. This study also produces factors that affect the effectiveness of state revenue with MPN-G2 such as communication, resources, and clarity of technology and procedures.

In modern conditions of the society development, there is a single direction of the development of national economies and their regions - through sustainable development. It is the consideration of the simultaneous economic, social and environmental direction of regional development that gives the greatest resultant effects of the territorial development. In turn, sustainable development requires the development of the  specific evaluation methods that can give sound, accurate results of assessing the state and dynamics of sustainable development of regions. The authors propose a methodological approach that involves determining the state and dynamics of sustainable development by determining the integrated index and its components by calculating the integrated sub-indices. The method of assessing the state and dynamics of sustainable development involves the use of disparate methods, including statistical, grouping, rationing, simulation, graphical and cartographic. In addition, the use of such mathematical techniques as: correlation analysis, multiple regression, cluster and factor analysis. The approbation of this method on the example of the regions of Ukraine is carried out. In turn, the obtained calculations of the sub-indices of economic, social and environmental components and sustainable development of the regions as a whole will contribute to the development of measures to increase the level of sustainable development and achieve its goals.

According to the ecological footprint theory and method, we launch to the calculation of the ecological footprint about 18 City of Henan Province in 2010. The result indicates that the regional development in Henan Province is in an unsustainable position. Among them, Pingdingshan and Jiyuan are in a state of strong unsustainable development.The cities of Zhengzhou, Luoyang, Jiaozuo, Sanmenxia, Anyang and Hebi are in a state of unsustainable development. The other 10 cities are in the state of weak unsustainable development.

Waste generation and use is one of civilization’s main problems. Realizing the goals of the concept of sustainable development is one solution to this issue. Sustainable waste management is impossible without measurements and without assessing compliance with economic, environmental, and social criteria; therefore, quantitative information and indicators play an important role in solving these issues. Methods used to diagnose the sustainability of waste management should include both an assessment of indicators and a diagnosis of the reasons for changes. The approach proposed in this paper is based on the development of an integrated indicator which includes social, economic, and environmental factors, reflects the state of legislative and executive initiatives in the field of sustainable waste management through specific macroeconomic indicators, which should make it possible to identify the causes of sustainable/non-sustainable waste management.

The article highlights the main approaches and their potential in the formation and implementation of project-oriented policy of environmental development of the regions of Ukraine. It is proved that ensuring sustainable balanced regional development in Ukraine is one of the most important prerequisites for its sustainable (balanced) economic growth in social, economic and environmental aspects, and the management of environmental development of the region is implemented through the formation and implementation of both the strategy of state (national) policy and regional environmental policy. Sustainable or balanced development of regions involves the development of all its components, and especially — environmental. Greening of state and regional development is a natural process of further improvement of economic relations and the achieved level of development of productive forces, based on ecologically oriented innovation policy of the state and regions to ensure environmental security of the state and its territories. It is determined that the regional ecological policy acts as a component of the national ecological policy, which is based on the ecological national and international legislation, standards and norms and contributes to the sustainable development of the region as a socio-ecological and economic system. The basis of regional environmental policy are the following principles: priorities of national interests; legislative provision of rights and powers of regional policy subjects; taking into account the peculiarities of the regions; partnership, which provides for the need to establish cooperation between public authorities at all levels and local self-government and to ensure political stability and social harmony in the implementation of national policy. The managerial possibilities of such approaches to the formation of project-oriented policy of ecological development of regions as project management (project management), marketing of territories or ecological marketing in the context of sustainable development of regions, benchmarking in ecological development are singled out and defined regions as strengthening the competitiveness of the region, a cluster approach in the ecological development of regions. An environmental project (or a project in the field of environmental protection) means a complex system of interconnected structured tasks and measures for environmental protection, which have a stage-by-stage nature of implementation aimed at solving the problems of ecological development of the region.

AbstractFor children, environmental issues have become part of their formal and informal educational lives. The merging of the terms environment and education in the 1970s has also witnessed an emerging degree of pessimism through bringing the plight of the environment to the educational arena of children. Much of the discourse surrounding sustainable development is premised on a negative outlook regarding the state of the environment. It is these types of negative messages on which this article focuses. This paper suggests that while attempting to educate future generations about environmental issues, environmentalism may have also assisted in developing a generation of children who have not only become apathetic to environmental issues but also lost in a confusing muddle of “learned hopelessness’.

Problem setting. The progressive digitalization of all spheres of life and their confident transition to fundamentally new forms of functioning and interaction between economic entities, public administration and international relations is based on digital tools that allow using digital technologies in the digitalization of the national economy. However, the experience of their application and effective use is insufficient in comparison with developed countries, so to ensure sustainable development of society, it is necessary to thoroughly and comprehensively study the features of digital tools and their use in government and to objectively assess the prospects of digitalization in all spheres of life in modern Ukraine.Recent research and publications analysis. The issue of digitalization and the increasing use of digital technologies is present in the research of many specialists. In particular, it is necessary to note significant achievements in this field of such scientists as V. Apalkova, O. Bernaziuk, S. Vereteniuk, N. Hrytsiak, N. Deieva, A. Dobrynin, N. Drahomyretska, O. Yemelyanenko, T. Kaminska, A. Kaminskyi, G. Karcheva, O. Kachnyi , S. Koliadenko, N. Kraus, V. Kuibida, S. Kutsenko, D. Layon, I. Lopushynskyi, V. Liashenko, A. Maslov, V. Nikolaev, V. Pysarenko, A. Semenchenko, K. Semiachkov, S. However, there is a necessity for complex research, which concern the use of digital tools for ensuring sustainable development.Previously unsettled parts of the general problem. The article aimed at substantiating the directions of intensification of the use of digital tools for ensuring sustainable development in Ukraine basing on the studies of features of the usage of digital tools, the analysis of its use in various fields at the present stage of the development of our state. The conceptual approach to understanding the essence of sustainable development makes it possible to consider this concept as “development that meets the needs of the current generation without compromising the ability of future generations to meet their own needs.” The answer to public demands is given by the Sustainable Development Goals, offering a new vision of economic growth of states and new values.In the context of the needs of today’s development and the implications for future generations, we need to look at the digital economy and the increasing use of digital tools. Digitalization can not only solve today’s problems but also generate new ones, the consequences of which may be felt by the next generation in the case of inefficient use of digital technologies. In the world, digitalization processes have significantly accelerated after quarantine and affected not only developed countries but also Ukraine and other developing countries. They relate to all spheres of public life, in particular, to the interaction of citizens with public authorities.In Ukraine, the introduction of digital tools in the work of state and municipal authorities has not become as widespread as abroad, but it is worth noting some steps in this direction. The following digital tools for interaction between the government and communities are already in force or will be implemented in the nearest future: for the government – feedback from the community population; involvement of people into the managerial process. For adult residents of communities – Centres for providing administrative services, which work as centres of “Action”; consulting zones for entrepreneurs; online population survey; local chatbots. For students and schoolchildren – the opportunity to get an IT profession online; career guidance online courses; electronic magazines.Along with public authorities, digitalization processes have confidently entered the business sphere, and this has become especially noticeable in the conditions of quarantine, according to which many employees were forced to switch to remote work. Digital tools allow businesses to adapt to new realities and build relationships between employees, customers and partners on a fundamentally new basis. They help to automate routine processes and business, and also to redirect free resources in the direction of finding new ideas for business development.Digitalization has also affected the scientific sphere – today it is difficult for the average scientist to imagine his work without the use of, for example, Google tools, in particular, such as Google Cloud Platform, Google Academy, etc. Thanks to them, it is possible to conduct comprehensive research and publish their results. And the use of such specialized digital tools for scientists as Google Public Data, Dataset Search and Google Data Studio makes it possible to work effectively with data sets.Along with the scientific sphere, digitalization is closely connected with the educational field. Responding to the quarantine requirements for distance learning, the State Education Quality Service of Ukraine has introduced the following distance forms: the study of practical experience of work of participants in the certification of pedagogical staff; conducting institutional audits of general secondary education institutions.Areas of intensification of the use of digital tools to ensure sustainable development are regulatory, organizational-managerial, labour, competency-based, project, infrastructure and international. The development of digitalization and the introduction of digital tools in social processes have become inevitable, so it is necessary to ensure the implementation of digitalization procedures with maximum effect.Conclusions and prospects for further studies. Digital tools can be defined as a tool, a mean to improve communication between individuals and legal entities and the state through digital technologies and online communications. In the direction for ensuring the sustainable development of society, digital tools are essential tools that minimize resource costs, which allows you to redirect their use in a more constructive direction and, if possible, to preserve the resource potential for future generations.
