Romanian Rural Tourism in the Context of Sustainable Development

Tourism, in all its activities, is dependent on the environment, and by exploiting its resources, products are created, creating a significant added value. But all this must take into account the rational use of natural resources with risk of depletion or degradation and the ability to achieve a decent standard of living for future generations, with an equitable distribution of general or specific revenue. Based on these considerations, the aim of this chapter is to assess the evolution of touristic infrastructure both in time and in terms of regional distribution. To estimate the tourism supply of Romanian rural tourism accommodation, the main statistical indicators used were the number of agro tourist boarding houses, the existing accommodation capacity, and the accommodation capacity in operation, their territorial concentration, and the way in which the results are strategic levers in the regional development of Romania.

The exploitation and use of energy raw materials is an indispensable need for each country to build the country’s economy. In pursuing the sustainable development objectives that Slovakia has pursued, it is necessary to link mining and exploitation and environmental protection, taking into account the rational use of natural resources for the future for future generations. The article focuses on the characteristics of legal norms and strategic documents of Slovakia. With the advancement of raw materials exploitation and processing technology, the share and focus on environmental protection is increasing, contributing to improving the environment of the country and region’s population.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.

The over exploitation of natural resources (soil, water, fauna and flora) is critically affecting the social, economic and environmental needs of the current generation and is feared to risk the ability of the future generation to meet its needs. Nowadays citizens in many countries are facing severe livelihood challenges ranging from seeking for external aids for existence to massive life devastation due to natural hazards such as flooding & land slide imposing death tolls. The degradation of the natural environment imposes the threatening of life not only in those less developed nations but also life all over the globe. The problem is more pronounced in less developed countries like the Eastern Nile Catchment nations. Sustainable development is hoped nowadays to be a promising solution. In this regard integrated watershed management is a potential tool for bringing about such a promising tool, by laying better ground for sustainable development. This chapter is prepared with the intent of showing the link between integrated watershed management and sustainable development which a country envisages to reach, and the contribution of integrated watershed management to sustainable development. Various previous documents are reviewed and used as sources of information for the preparation of the write up. The author’s professional experience on the current overall natural resources condition is an added value, too. Sustainable development, which can be achieved through proper conservation and utilization of the existing resources by employing integrated watershed management, is development which meets the needs of the present without compromising the ability of future generations to meet their own needs,. Integrated watershed management is the process of formulation and carrying out a course of actions involving the manipulation of resources in the watershed to provide goods and services without adversely affecting the soil, water, vegetation base and other elements of the ecosystem, by employing multi-disciplinary teams.

The article discusses issues related to the evolution of the concept of strategic management towards sustainable strategic management. In the literature, the idea of strategic management refers basically to the functioning of the organization and its activity in the economy. Currently, there is also an emphasis put on integrating environmental issues into the organization’s activities and taking care of the interests of the society, so the strategic management should combine economic aspects with ecological and social care in mind of future generations. A change of an approach from strategic management to sustainable strategic management assumes implementation of management strategies that will protect natural resources, reduce the harmful activity of enterprises on the environment and take care of current and future populations. Just as the business environment and the perception of environmental interests change, so the strategic management itself does, as a concept itself and as a guideline for the business’ functioning. Organizations following the idea of sustainable development, based on environmentally and socially friendly strategies, and aware of the consequences of their actions, here and now, are considered more productive and attractive, as well as stronger and more competitive. The evolution of general assumptions and approaches of strategic management changing within years towards the concept of sustainable strategic management enriched with the crucial environmental issues are discussed in this paper.

Environmental protection has become a burning issue which plays a more and more important role in the world. The aim of this study is to give a picture of the constitutional regulation of environmental protection which is the highest legal source of a nation. Besides the Hungarian Fundamental Law, the German, Italian and Belgian constitutions were examined in the study. On one hand, we looked into how environment is regulated in the constitutions, as a right (right to environment) or a state task or objective (protect the environment). On the other hand, we analysed how related regulatory subjects appear in the constitutions, such as natural resources, future generations and sustainable development.

Rural Revitalization cannot be carried out simply through industrialization that has been done by the traditional development. It needs the simultaneous development of primary, secondary and tertiary industries because the traditional development mode of rural tourism, which allows farmers to move away from villages and occupy good natural resources, has not been accepted.  In the process of rural revitalization development, the village collective should play a major role in formulating standardized processes and methods, focusing on optimizing resources, excavating the unique culture of the countryside, and encouraging the villagers to participate actively.   As an important link between villagers, tourists and the natural environment, rural leisure can promote villagers' return, retain tourists, and finally promote rural revitalization with the concept of ecological civilization, so as to realize the sustainable development of rural areas.

The intensive use of environmental and natural resources to satisfy human needs has risked the potential of renewable ecosystems and caused environmental problems. In order to respond to the problems faced, the current economic system has been interrogated. In the response emphasizing that future generations have the right to benefit from natural resources, the sustainable development approach has come to prominence. It has been observed that the issues of sustainable development and sustainability have been intensely discussed by higher education institutions since the 1980s. Until the Talloires Declaration (1990), the relationship between sustainability and higher education has been focalized to environmental education, with this declaration, the sustainability of higher education institutions has been brought to the agenda. The aim of this study is to examine Talloires Declaration on behalf of role, importance and transformations in establishing sustainable higher education institutions
