The project of creation a consulting center on the basis of "Secondary General Education School No82" for school administrators "Manage-PRO" is an innovative product of the school's management team in the concept of the National Technology Initiative. The project received a high peer review from HSE experts and is the winner in the Breakthrough nomination of the international competition for innovators in education “KIVO-2020”. The project is based on trends in the development of education in the NTI ideology, on the resources provided by National Projects, on international standards and best practices for the design of engineering and technological education, on the multi-level education infrastructure of the NTI ecosystem and on in-depth analysis of stakeholders. "Manage-PRО" is a consulting support for pivots of leadership management teams of schools: from the choice of small adjustments to a radical change in the concept due to the gradual formation of a competence portrait of members of management teams of schools and the creation of a marketplace of best practices.

Abstract The educational system of Lithuania has undergone transformation conditioned by the radical change of the political situation in the region after the restoration of independence on March 11, 1990. The new educational system was gradually developed, changing and denying the former Soviet educational framework. The main goal of the new educational system is to provide education compatible with the newly applicable international standards and create an effective network of schools. The article aims to present an overview of the reform of the institutional system of general education of Lithuania that began in 1988 and was to be completed in September 2015; however, the completion of the reform was recently postponed until September 2017. The article also reviews key challenges to the reform implementation and discusses the compatibility of the reform with societal expectations and standards of international educational law.

This paper reviews the progress of banking reforms in China. Since 2002, the reform strategy has relied on publicly-financed bailouts, implementation of international best practices in bank governance and regulation, and listing of major banks in Hong Kong. The three largest banks have been stabilised, but we find little reason to expect this to be sustainable. Prudential indicators are comparable to international averages, but this is an outcome of bailouts and ongoing credit boom. Reforms of bank governance and regulatory frameworks that would alter banker’s incentives are implemented in a selective manner; principles that concentrate key powers in the centre are implemented vigorously, whereas those that require independent boards and regulators are ignored. Selectiveness of institutional reform means that the largest banks remain under state control and can be used as means of development policy for the better or the worse.

The aim of this article is to analyze the challenges and success factors on organizations’ path to agile transformation, as frequently discussed in the literature and encountered in business practice. The research conducted proved that large-scale agile transformations require a dedicated approach with set of tools and best practices in place. The implementation challenges and barriers have been categorized into method-, organization-, culture- and technology-oriented groups. As a result of an in-depth analysis carried on for the purpose of this paper, a dedicated methodology of agile transformation has been proposed to ease the implementation process.

This article is devoted to the analysis of the current state of level teaching of the English language in schools in Kazakhstan. The introduction of the Common European Framework of References for Languages in the process of foreign language education in Kazakhstan entailed significant changes that made it possible to im-prove the quality of teaching English, bring it closer to international standards, and ensure its competitiveness at the global level. However, research has shown that in order to achieve this goal, it is necessary to take into account the awareness and opinion of teachers. This article is an exploratory study examining the application of CEFR in the English language teaching system in general education schools in Kazakhstan, with emphasis on the knowledge and opinions of teachers. The article also provides a brief overview of world experience in the practical application of the principles of CEFR in teaching English. This study used a survey for English teachers as the primary data collection method. The results of the study showed that there are difficulties at the school level that affect the final result of proficiency in English language teaching. Nevertheless, thanks to the adopted language policy, the country is undergoing a progressive development of foreign language ed-ucation and purposeful work is being carried out to ensure the quality of teaching English, which is reflected in almost all program documents for the development of education.

In this chapter, the shared visions and the latest activities for sustainability in the aviation sector are presented and perspectives on the innovations that this sector should achieve are discussed. To do this, the latest experts’ talks are collected from four international meetings for aviation and the environment held around the world between September 2009 and May 2010, which invited experts and researchers from Japan, Europe, and North America. The expansion of networks between agents of the sector, which is considered to be essential for the success of innovation transition, is found in the latest projects for aviation sustainability. To smooth the transition of innovation from sector’s initiatives including radical change such as low-carbon alternative fuels, we emphasize the need for more discussion about new economic measurements. Finally, we discuss directions for future research, using multi-level perspectives for a transition management of aviation innovation for sustainability.

Research regarding best practice for preparing both special education and general education teachers for inclusion has been sparse in the US. The purpose of this chapter is to systematically review and summarize research regarding teacher preparation for inclusion. A thorough search uncovered 35 relevant studies. Themes that emerged from analysis of this research of best practices for teacher preparation for inclusive education included content for inclusion infused in teacher education courses, attention early and often to attitudes and dispositions toward inclusion, opportunities for collaboration and co-teaching, strong university-school partnerships, and collaboration to teacher education faculty.

As we examine teleworking rules and best practices, we see people deal every day with the requirement to account for their time, performance, and efficiency. This can be emotionally charged due to a lack of clarity in the ways telework is managed, and that is why the authors examine radical change. Radical change involves behavioral indicators that can prove invaluable to starting or improving teleworking. The effect of emotion on radical change dynamics can be best understood by looking at the change process as separate components. There are three critical steps required to achieve radical change: receptivity, mobilization, and learning. At any fixed point in time, a person can accept the need for the proposed change if there is an interpretive, attitudinal state on the cognitive and emotional level. These steps are used to adjust to the cognitive and emotional levels of people involved in change operations.

PurposeCopyright exceptions promote access to information by users without breaching copyright. This research paper reviews copyright exceptions in Kenya, Ghana and Uganda and how they influence access to information in libraries. Objectives were to find out the implications of copyright exceptions in Kenya, Ghana and Uganda; advantages and disadvantages of copyright exceptions for libraries; and recommend best practices of copyright exceptions.Design/methodology/approachThis is a desktop research reviewing empirical literature and incorporating authors' experiential knowledge in their information profession. Authors have interrogated copyright exceptions in their home countries' copyright acts, policy documents and peer-reviewed articles on copyright and information access. They analysed the documents as stated to deduce key recommendations regarding ideal copyright exceptions.FindingsThe study established that copyright exceptions do not always improve access as intended because they are inadequate, ignoring key library functions. Major inconsistencies exist in the exceptions in these countries; key terminologies have not been defined; and the concept is not well understood. Librarians lack sufficient knowledge on exceptions, hence lack self-efficacy in educating users. Kenya, Ghana and Uganda should improve and harmonize their copyright acts to cover key library functions.Originality/valueThis study provides in-depth analysis of historical and modern practices of copyright exceptions in the three countries revealing useful comparative insights. Previous studies looked at the issues from individual countries perspective.
