The article poses a question about the scope of information concerning parental involvement, the collection of which results from the provisions of the educational law. The characteristics of the “Parents are school’s partners” requirement have been referred to the framework proposed by Epstein (1995). The analysis of the amendments of the Regulation demonstrates some slight changes in the approach to parental participation, limited to the four types in Epstein’s model (out of the six proposed by this researcher): parenting, communication between the school and the students’ homes, parental volunteering and decision-making participation. The changes are aimed at subtly limiting the of parents' influence, there are no attempts to extend the provisions of the Regulation to include other forms of participation. Then, based on the data collected during external evaluations in 94 schools (survey study on a non-random sample of 6676 parents and 86 group interviews with parents), a descriptive and comparative analysis of individual indicators was carried out, as well as thematic coding of fragments of the transcription of group interviews. Parents declare a relatively high level of satisfaction with the received support and decision-making participation, slightly lower with communication. These results vary depending on educational level and school type, which may be explained by the connection between involvement and child’s age and the differentiation in class allocation. The qualitative analysis shows that the decision-making participation, in most cases, does not exceed the minimum required by the educational law, and the exceptions to this rule are mostly artifactic activities.

The purpose of the research is to identify the patterns of development of educational systems of Russia and the West with emphasis on the features of the introduction of the Bologna process into the Russian higher education system. In the process of research, methods of comparative analysis, cyclicity, intersectoral synthesis, theoretical and legal modeling, historical and legal reconstruction, as well as other methods of scientific knowledge were used. The concept of the cycle of social history in relation to the genesis of the State and law in general and in relation to the concept of educational law in particular is justified. The conceptual difference between the educational systems of Russia and the West in terms of the mechanism of their formation and the goals of functioning is shown. The intra-systemic conflict of the system of modern Russian education is proved, combining Soviet (specialty, graduate school) and Bologna (undergraduate, master's degree) components.

THE RESEARCH PROBLEM AND METHODS: When processing the obtained empirical data, statistical methods were used to compare the indicators of the Master’s student survey before and after the course of educology according to Pearson’s criteria, Fisher’s test, and the Mann-Whitney-U test Venn diagram. THE PROCESS OF ARGUMENTATION: Training experts in the field of education is based on the model: 1) mastering the basics of educology and its components; 2) mastering the methodology of the examination and the ethical standards of its implementation; and 3) mastering the specifics of the educational segment which is subject to expert examination. RESEARCH RESULTS: The study confirms the efficiency of the developed model of experts’ training in the field of education. Educology provides the system, purposefulness and effectiveness for such training. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The results of the study provide an opportunity to see the feasibility of the first level of the model, which involves mastering the basics of educology; the second level, which is aimed at mastering the components of the educational program, which reveal the methodology and specifics of expert activities; and the third level, which makes it possible to differentiate the suggested directions of such training, namely: measuring and monitoring the quality of education, education management, educational economics, and educational law

For all public officials serving within the public sphere and university students studying in higher education institutions with public legal personality, compliance with the law as regards their rights, responsibilities, duties or statuses is an indispensable requirement of public life. This requirement is framed by positive norms provisions. Actions and penalties for disciplinary offenses against higher education students fall within the subject boundaries of various law fields such as administrative, criminal, disciplinary and educational law. Therefore, the provisions of the legislation on higher education students' disciplinary offenses and penalties must be clearly stated on the basis of legal principles. Based on this necessity, this study attempts to shed light on the investigation and punishment processes executed as per the Higher Education Institutions Student Disciplinary Regulations, from the perspective of the legal provisions and principles involved.

The STEM educational perspective is rising and it s consistent with the competence approach incorporated in educational law. The aim of this work is to analyze to what extent the Primary Education Sciences textbooks in Spain and Chile are aligned with this STEM perspective. Following a content analysis methodology, in the 12 widely disseminated analyzed textbooks, 462 activities were identified. Among them, 164 (less than 50%) are related with, at least, one STEM area. These activities were classified according to the integrated curriculum analysis model, which proposes six ways to approach the integration of an activity. The “linked approach” shows a greater relevance in Spanish (50%) and Chilean textbooks (46%). In adition, the activities were classified according to an adaptation of the environmental education perspective approach. Among 5 existing approaches, the “experiential” (60) and the “praxique” (50) are the most prevalent approaches. The findings reveal the need to increase the relationship among disciplines to achieve a truly integrated STEM approach.

The concept of the cyclical nature of social history is substantiated in relation to the genesis of state and law in general and in relation to the concept of educational law, in particular. The conceptual difference between the educational systems of Russia and the West is shown in terms of the mechanism of their formation and goals of functioning. The intra-systemic collision of the system of modern Russian education is proved, which combines the Soviet (specialty, postgraduate studies) and Bologna (bachelor’s, master’s) components. The prospects for the development of the Russian educational system are determined, «educational risks» are highlighted in the context of globalization processes, on the one hand, and the growing trend of state isolation of Russia, on the other.
