The paper outlines major preconditions of development of energy efficiency programs and the process of their introduction from the perspective of sustainable development concept. Energy saving measures of European Union are examined, its experience and results, like green books and Thermie programs, etc are analyzed. The paper also specifies relevant activities and responsibilities undertaken by Member States by 2030 and the rates planned to be achieved. The experience of neighboring Poland in energy efficiency promotion is analyzed, as far as the country most closely resembles Ukraine by the initial rates in 1990. We calculated conditional losses of Ukraine in 2017 as the gap between the rates of energy efficiency of Ukraine and Poland (similarity of climate conditions and the state of housing funds allowed us to assume that the comparison will be the most correct regarding Ukraine). The results of calculations make us conclude that the funds are used most efficiently if the money designated, for example, for subsidizing of population are directed at strengthening of energy efficiency (at least up to the level of neighboring country). It will result in saving of about 40 billion. This is the amount defined as Ukrainian capacity in terms of improvement of energy saving and possible results of its realization. The paper determines the stage Ukraine is at in introduction of energy efficiency measures and programs: “warm loans” program; conditions regarding energy saving in Ukraine enshrined in the EU-Ukraine Association Agreement; creation of legal basis, namely the Law of Ukraine “On Energy Efficiency Fund” as of 8 June 2017. The role of newly created Energy Efficiency Fund is analyzed. Special attention is paid to the fact that energy efficient construction is one of international liabilities undertaken by Ukraine. The presence of The Active House Alliance at Ukrainian market is an important achievement in this sphere as it is the non-profit association aiming at creation of housing concept corresponding to the sustainable development principles.

AbstractSustainable development of container terminals is based on energy efficiency and reduction in CO2 emissions. This study estimated the energy consumption and CO2 emissions in container terminals according to their layouts. Energy consumption was calculated based on utility data as well as fuel and electricity consumptions for each container-handling equipment in the container terminal. CO2 emissions were estimated using movement modality based on the number of movements of and distance travelled by each container-handling equipment. A case study involving two types of container terminal layouts i.e. parallel and perpendicular layouts, was conducted. The contributions of each container-handling equipment to the energy consumption and CO2 emissions were estimated and evaluated using statistical analysis. The results of the case study indicated that on the CO2 emissions in parallel and perpendicular layouts were relatively similar (within the range of 16–19 kg/TEUs). These results indicate that both parallel and perpendicular layouts are suitable for future ports based on sustainable development. The results can also be used for future planning of operating patterns and layout selection in container terminals.

This study empirically investigates the involvement of actors in the process of energy-efficiency improvements in operations to align strategic sustainability goals across and within operations. The study analyzes development efforts stemming from actors’ decisions and actions that contribute to the process of energy efficiency improvements using semi-structured interviews and secondary information. Data is analyzed using thematic coding. The study deepens the understanding of how firms undertake the transition towards integrating strategic goals for energy efficiency into operations by strategizing for energy efficiency improvements through actors’ involvement. By exploring actors at both strategic and operational levels, and their decisions and actions, the study includes examples of different approaches, namely, top-down vs. bottom-up and inside-out vs. outside-in, thereby conceptualizing the process of energy-efficiency improvements in terms of a framework that outlines the entities of this process. The study further provides an integrative framework for the development efforts by different actors and presents propositions for incorporating energy-efficiency improvements in daily strategic and operational decisions and actions instead of regarding it as a separate or an add-on process.

The Europe 2020 Strategy was proposed with a long-term vision to ensure prosperity, development, and competitiveness for the member countries. This strategy is divided into three main areas named “growth”. One of these is sustainable growth. This is an area of sustainability, where the partial targets are referred to as the “20-20-20 approach”, and includes a reduction of greenhouse gas emissions, an increase in energy efficiency, and the sharing of renewable energy sources. However, questions arise, including: How do member states meet these targets? Which countries are leaders in this area? According to these stated questions, the aim of this article is to assess how EU countries are meeting the set targets for sustainable growth resulting from the Europe 2020 strategy and to identify the countries with the best results in this area. We looked for answers to these questions in the analysis of sustainable indicators, which were transformed into a synthetic measure for comparability of the resulting values. Finally, we identified the Baltic states, Nordic countries (European Union members), Romania, and Croatia as the best countries in fulfilling the sustainable growth aims. As sustainable development and resource efficiency are crucial areas for the future, it is important to consider these issues.

Introduction. One of the main directions of ensuring the sustainable development of the national economy and its regions is the reform of the energy sector, which can take place through the modernization or innovation of its components. An important component of these reforms is to provide the population with the environmentally friendly and socially safe thermal energy. At the present stage of management, the heat supply is the most costly branch of public utilities, which is supplemented by the problems of the inefficient fuel balance structure; worn-out infrastructure and low energy efficiency. This highlights the need to study the management of modernization of the heat supply system in the region in view of the declared vectors of the long-term development. Object of research is the process of managing the modernization of the heat supply system in the region. Subject of the research is a set of scientific approaches and practical mechanisms of modernization of the heat supply system of the region in the context of ensuring its sustainable development. Objective. The conceptual foundations of modernization of the heat supply system of the region in the context of its sustainable development through the introduction of the innovative technologies both in the management process and in the energy sector itself is substantiated in the paper. Methods. The following general scientific methods were used during the research process: system, structural analysis, grouping, when studying the structural elements and isolation of problems of development of the heat supply system of the region; historical analysis, when considering the scientific principles and institutional mechanism of modernization of the region’s heat supply system; comparative analysis in assessing the possibilities of the green transition of the heat supply system of the region and also when considering the features of the use of grant resources in the modernization of the heat supply system of the region; economic analysis in assessing the current state of the district heating system, etc. results. The essential determinants of the heat supply system of the region are analyzed, the objective need, organizational and economic mechanisms for managing the modernization of the heat supply, taking into account the need for the balanced development of the energy sector of the region are verified. The scientific novelty of the obtained results lies in the substantiation of the conceptual approaches to the management of modernization of the heat supply system of the region by innovating the forms and methods of managerial influence on the heat supply system of the region. The conclusion is made about the following effective approaches in managing the modernization of the district heating system: planning of the sustainable development of the energy sector, development of programs for modernization of the district heating, implementation of the infrastructure and soft projects, implementation of the international projects, motivation of households and entrepreneurship in the heat sector, participation in the grant requests, in state crediting programs, realization of the business projects in the field of production of environmentally friendly fuel; conducting an information campaign among the population and other key market players to raise the awareness of the energy efficiency financing mechanisms. The practical significance of the obtained results is that the developed recommendations will be used to improve the organizational and economic mechanism of management of the district heating system modernization and ensure its sustainable development.

The strategic context of the European Green Agreement for Ukraine analyzed in the article. Ways for developing the process of formation the tasks and measures for the second and third stages of implementation the “Energy Strategy of Ukraine until 2035: security, energy efficiency, competitiveness” were elaborated. The strategic priorities of Ukraine in the field of energy efficiency, energy security and energy saving identified due to the contemporary trends and prospects for EU development in the direction of energy efficiency and energy saving. Moreover, these priorities considering the European integration orientation of Ukraine. The main elements of the European Green Agreement, the scope of EU policy on its implementation are outlined. The provisions of “Energy Strategy of Ukraine until 2035: security, energy efficiency, competitiveness” correlated with the provisions of the European Green Agreement. The necessity of formation the priorities and measures of strategy on the basis of concepts of energy efficiency, energy safety and sustainable development is substantiated. It is substantiated that the existing legislative and regulatory support in the field of nature management and environmental protection is insufficient and doesn’t correspond to modern economic and social situations. Moreover, external and internal threats to the strategy implementation have been identified. The algorithm for the formation and implementation of the energy security and energy efficiency strategy has been developed. The main directions of structural restructuring of the economy and placement of productive forces are worked out within the framework of the strategy due to the requirements of sustainable development and energy security. It was grounded that. The innovative direction of development should be decisive and based on active use of knowledge and scientific achievements, stimulation of innovative activity, creation of favorable investment climate, renewal of production means, formation of high-tech activities and branches of economy. Growth based on attracting investment in the use of renewable energy sources, in environmentally friendly production and “green” technologies.
