AbstractThis paper studied a tripartite evolutionary game of stakeholders in environmental pollution control. Most previous studies on this issue are limited to a focus on system dynamics with two-party game problems and lack a spatial analysis of strategy evolution. The parameters adopted are too few, and the influencing factors considered are too simple. The purpose of the paper is to introduce more parameters to study, which will have an important impact on the strategy choices of participants and the evolution path of the strategy over time. We construct a tripartite evolutionary game model of sewage enterprises, governments and the public. We establish a payment matrix and replicator equations as our method, and we also implement parameter simulations in MATLAB. In summary, we found that the reward and punishment mechanism plays an important role in environmental pollution control. Specifically: intensifying rewards and penalties will help encourage sewage enterprises to meet the discharge standard and the public to participate in pollution control action. However, increased rewards will reduce government's willingness to adopt incentive strategies; Government's reward for public's participation in the action must be greater than the increased cost of participation; Reducing the cost of sewage enterprise can also encourage them to implement standard emissions. The research presented in this paper further improves standard emissions and designs reasonable reward and punishment mechanism.

To promote third-party environmental pollution control in China, it is necessary to dissect the mechanism of fiscal policy in third-party environmental pollution control. This study first discusses the acting paths of fiscal policies on third-party environmental pollution control in theory. A tripartite evolutionary game model involving the local government, the polluting enterprise, and the third-party enterprise is established. The replicator dynamics, evolutionary stability strategies, and numerical simulation of the behavior of the three participants are analyzed to further study the acting mechanism of fiscal policy in third-party environmental pollution control. In addition, the influences of other parameters on the implementation of third-party environmental pollution control are evaluated. The results show that the behaviors of the local government, the polluting enterprise, and the third-party enterprise influence each other. Furthermore, strengthening the relevant fiscal policy, reducing the risks of the polluting enterprise and third-party enterprise, and improving the benefit to the local government are conducive to promoting third-party environmental pollution control in China. Based on these results, this study proposes the following policy implications: formulating fiscal policies for third-party environmental pollution control, implementing fiscal policies in a dynamic and progressive manner, improving the market mechanism of third-party environmental pollution control, and strengthening the environmental performance assessment of the local government.

Basically, nature has the ability to perform the restoration of environmental damage caused by increased human activity, but because of the limited carrying capacity, then the environment has decreased the quality from year to year. Waste Technology (end of pipe technology) are widely used to cope with environmental pollution, both for liquid waste, solid and air. Waste processing technology developed for the waste can be in accordance with quality standards thathave been established, while monitoring technology has been developed either manually or automatically. This research is intended to find out the role of the regional environmental impact Control Agency of Batam City against the environmental problems that occur in industrial areas namely, Batam city, concerning sustainable development based upon the environment, the activities of the industry now aims to build an economic sector but has a negative effect that is the pollution of the environment. In this case in Batam city frequent occurrence of environmental pollution caused by industrial activity namely with disposal of waste which are not in place. This research is focused on environmental impact Control Agency area of Batam city authorities in the control of the environment . With the outline of the research issues namely how environmental impact Control Agency the role of the Regions in the control of pollution of the environment against industrial activity in Batam city in 2011-2014 and the factors restricting the role of the regional environmental impact Control Agency in controlling environmental pollution in Batam city in 2011-2014.Type of this research is a descriptive i.e. researchers provide a description and overview of the phenomenon or social symptoms examined by independent variables described in a systematic and accurate. Method of data collection is done by means of interviews and the documentation.The results of this research show that the role of environmental impact Control Agency area of Batam city in pollution control against industrial activity carried out according to its function but have not run well in accordance with the goals and targets that have been set. This is not in accordance with the duties and functions of the regional environmental impact Control Agency of Batam city, resulting in less the maximum role of Bapedalda itself in controlling pollution that occurred in Batam city. So it should be should be able to stake Bapedalda holder which is professional in the discharge of pollution control and must be capable of tackling the obstacles faced.

In the process of economic development, the consumption of energy leads to environmental pollution. Environmental pollution affects the sustainable development of the world, and therefore energy consumption needs to be controlled. To help China formulate sustainable development policies, this paper proposes an energy consumption forecasting model based on an improved whale algorithm optimizing a linear support vector regression machine. The model combines multiple optimization methods to overcome the shortcomings of traditional models. This effectively improves the forecasting performance. The results of the projection of China’s future energy consumption data show that current policies are unable to achieve the carbon peak target. This result requires China to develop relevant policies, especially measures related to energy consumption factors, as soon as possible to ensure that China can achieve its peak carbon targets.

This paper extends the “sources of growth” explanation for the Environmental Kuznets Curve (EKC) proposed by Copeland and Taylor in a concise theoretical framework, that is, when the sources of growth are transformed from physical capital and labor to human capital and knowledge, the environmental pollution could at first rise and then fall with a sustainable growth in per capita income. Using the provincial panel data from 1995 to 2017 in the mainland of China, an empirical analysis is carried out by the System Generalized Method of Moment (sys-GMM). The results show that: first, the EKC hypothesis exists in China. The inflection point for SO2 emissions has been passed in all of the provincial regions, and for CO2 and comprehensive environmental pollution losses have not been passed in some regions, but the inflection point from the national average level in China has been passed; second, the main production factors of the traditional economy, physical capital and labor, are positively correlated with environmental pollution, while human capital and green technological progress, the main production factors of the knowledge economy, are negatively related to environmental pollution; third, human capital and green technological progress have become important factors to promote economic growth, and human capital, in particular, has become the primary factor, which indicates that China is in the process of transforming traditional economy into a knowledge economy. The stage of China’s economic development and the trend of environmental pollution is consistent with the extended “sources of growth” explanation for the EKC, which proved the theoretical hypothesis. This has an important practical significance for China’s current economic reform and important theoretical value for the economic transformation and sustainable development of developing countries. The paper finally puts forward corresponding policy recommendations.

Liaohe River is one of seven big river in China, its environmental pollution control is an important task all the time. In this paper, Liaohe River basin ecological footprint was introduced, water quality and ecological restoration measures were analyzed in the period of the 9th Five-Year, the 10th Five-Year and the 11th Five-Year, the development on ecological restoration in the 12th Five-Year was put forward.
