Due to the necessity of developing renewable energy sources, the anaerobic digestion for producing biomethane has developed significantly in the last years, since it allows to both reduce disposal treatment and produce green energy. In this field, fruit and vegetable wastes have been recently put forward, since they could represent a suitable resource for producing biomethane as a new frontier within the context of a circular economy. This study aims at filling the gap in the knowledge of the production, quantities and biogas potential production of these residues. On this basis, a GIS-based model was developed and applied to the Sicily region by investigating the specific regulatory framework as well as by analysing descriptive statistics. The results of the GIS analyses enabled the localisation of the highest productive territorial areas and highlighted where fruit and vegetable wastes are abundantly located. In this regard, about 7 million Nm3 of biogas could be produced by reusing only the fruit and vegetable residues coming from the three most representative Sicilian wholesale markets among those considered. Finally, the regulatory framework is of crucial importance in inhibiting or supporting the use of the selected biomass in a specific sector, with regard to the case study considered.

The purpose of the research is to expose the nature that, in matters of law and social policy, justifies promoting the elaboration and adoption of a regulatory framework that favors the use of renewable energy sources, for the generation of electricity through case analysis in the Province of Manabí. For the accomplishment of the research study has taken into account a brief theoretical analysis on the fundamentals of the regulatory doctrine, where it exposes the conceptual framework of the law and its necessity for the good development of the social relations that derive from the use of the Renewable sources of energy. A study was carried out of the specific regulatory work carried out at the international level, in order to promote the adequate use of renewable energies, as well as a national study presenting an initial vision for the study and establishment of a specific regulatory framework for the case study of the province of Manabí, as well as a group of policies and support measures that could be adopted to promote the integrated use of renewable energy sources and their contribution to the national energy matrix.

One of the priority lines of action in Poland is to increase energy production from renewable energy sources (RESs). Based on the “Poland’s national energy and climate plan for the years 2021–2030”, Poland aims to achieve 21%–23% of RES share in gross final energy consumption by 2030. While coal is still the most important source of energy, new technological and organisational solutions for increasing RESs are being tested and implemented. Therefore, the creation of energy clusters based on the idea of urban and industrial symbiosis was first proposed by the Ministry of Energy in 2016. To date, there are 66 clusters in different regions in Poland, but only a few of them are active and innovative. One of them is located in the city of Zakopane, a mountain resort, which attracts about 3 million tourists annually and has developed the wide-ranging use of geothermal sources for energy supply and recreation. The paper aims to analyse the impact of the creation of energy clusters on the city’s development, including economic, social, and environmental aspects. The “willingness to pay” (WTP) method was used to calculate the impact of air pollution on Zakopane and to compare it with the Polish average to estimate the significance of the transformation to RESs in this tourist city. The results from the studies are as follows: health cost per capita in Zakopane is between 252.07 and 921.30 euro. The investigations presented can be the basis for recommendations in strategic documents in the field of regional development and environmental protection, especially on the use and promotion of urban symbiosis for increasing use of RESs.

THE PURPOSE. To consider the features of the socio-economic development of Russia in the context of the fourth energy transition, which is based on the use of renewable energy sources and hydrogen as an energy carrier. To carry out a comparative analysis of approaches to the development and implementation of hydrogen energy programs in developed countries and in Russia. METHODOLOGY. To solve this problem, the method of analyzing the regulatory framework, monographic, scientific and analytical literature, program documents of various levels, real steps of the authorities in the implementation of the fourth energy transition was used. DISCUSSIONS. The current economic model of energy production and consumption is based on an increase in entropy, which leads to irreversible changes in the global ecosystem. The fourth energy transition involves the delocalization of energy production and the use of dissipated energy, which leads to a decrease in entropy. The transition to the use of renewable energy sources carries economic risks associated with the loss of established markets for traditional energy sources, a reduction in the production of products and services for the oil and gas sector of the economy, as well as the introduction of a "carbon tax" on the export products of Russian companies. Russia has achieved certain results in the development of hydrogen energy technologies, which can lead to access to international markets for hydrogen and technologies for its production. It is necessary to work with the public to explain the benefits of green energy. It is important to coordinate the actions of the Government of the Russian Federation and business to reduce costs during the transition to new energy. CONCLUSION. The authors have proposed measures that must be taken into account when implementing the Action Plan ("road map") for the development of hydrogen energy in the Russian Federation until 2024. 1. To supplement the roadmap with a system of measures to inform the population of the need to introduce green energy, including programs of additional, general secondary and higher education. 2. To change the structure of the Federal State Educational Standard of general secondary education in terms of including chemistry and biology in the list of compulsory subjects in order to provide personnel with hydrogen energy. 3. Determine the priority of projects on renewable energy sources and hydrogen energy in the formation of tender documentation by the development institutes of the Russian Federation. 4. Ensure real decarbonization of the country's energy sector to maintain the export positions of raw materials, food and industrial goods of Russian manufacturers.

This document analysis the methods of stimulating renewable energy (RES) in various countries, describes the barriers and problems that hinder the development of alternative energy. Studies conducted in countries with a developed renewable energy sector will allow us to conclude that the development incentive systems (Feed-in-tariff (FIT), Renewable Energy Portfolio Standard (RSP), auctions, reverse auctions and various tax incentives) have had the required impact and the government of such countries has moved to establish parity between renewable and traditional energy, as well as to optimize the systems for promoting the development of clean energy. Green energy in countries that are actively developing renewable energy are building models and infrastructures based on the experience and methods of solving the problems of countries with a developed RES support system.

Nowadays, in the context of climate change, efficient energy management and increasing the share of renewable energy sources in the energy mix are helping to reduce greenhouse gases. In this research, we present the energy system and its management and the possibilities of its development through the example of an ecovillage. The basic goal of such a community is to be economically, socially, and ecologically sustainable, so the study of energy system of an ecovillage is especially justified. As the goal of this community is sustainability, potential technological and efficiency barriers to the use of renewable energy sources will also become visible. Our sample area is Visnyeszéplak ecovillage, where we examined the energy production and consumption habits and possibilities of the community with the help of interviews, literature, and map databases. By examining the spatial structure of the settlement, we examined the spatial structure of energy management. We formulated development proposals that can make the community’s energy management system more efficient.

The use of formal methods and artificial intelligence has made it possible to automatically design outdoor lighting. Quick design for large cities, in a matter of hours instead of weeks, and analysis of various optimization criteria enables to save energy and tune profit stream from lighting retrofit. Since outdoor lighting is of a large scale, having luminaires on every street in urban areas, and since it needs to be retrofitted every 10 to 15 years, choosing proper parameters and light sources leads to significant energy savings. This paper presents the concept and calculations of Levelized Cost of Electricity for outdoor lighting retrofit. It is understood as cost of energy savings, it is in the range from 23.06 to 54.64 EUR/MWh, based on real-world cases. This makes street and road lighting modernization process the best green “energy source” if compared with the 2018 Fraunhofer Institute cost of electricity renewable energy technologies ranking. This indicates that investment in lighting retrofit is more economically and ecologically viable than investment in new renewable energy sources.
