The current investigation aimed to present an overview of the conservation of biological diversity of rare and endangered plant species. Methods of biodiversity conservation as well as several overview recommendations for the preservation of various rare species have been considered. An overview of the taxa included in the red book has been presented on the example of the Russian Federation. Global and local codes and classifiers of plant rarity were also presented. Future prospects for the conservation of biological diversity and the creation and development of bioresource collections have been considered.

Russian botanical gardens are actively involved in the conservation of rare and endangered plants. They pay special attention to the species included in the Red Book of the Russian Federation. At present, 377 species of higher plants are cultivated in living collections of botanical gardens out of 514 species presented in the Red Book of Russia, which is 73%. Thus, the Russian Federation has practically met the requirement of goal 8 of the Global Strategy for Plant Conservation. The vast majority of rare plant species are represented by samples in the collections of many botanical gardens and the reliability of their protection under cultural conditions is beyond doubt. In the Main Botanical Garden of the Russian Academy of Sciences, an in vitro collection of rare and endangered plants is preserved, including 82 species, which is 17.3% of the total number of angiosperms included in the Red Book of the Russian Federation. As a result of many years of research, the features of the cultivation and preservation of ex situ plants belonging to different families have been revealed. The main methodological aspects at the stages of obtaining a sterile culture, micropropagation proper and long-term deposition are reflected. The compositions of nutrient media and cultivation factors were optimized for slowed growth of explants of the studied cultures and preservation of their viability. The article provides information on the results of the study of rare plant species, conducted in the NationalPark "Chikoi". Nineteen rare plant species included into the Red Data Book of Trans-Baikal Territory (2017) have beenfound. Three species of plants from Orchidaceae family (Cypripedium macranthon, Cypripedium calceolus, Neottiantecucullata) are included into Red Data Book of the Russian Federation (2008). It was a new occurrence of four species(Gagea hiensis, Phyllodoce cоеrulea, Rhodiola quadrifida, Rhodiola pinnatifida) among the nineteen rare plant speciesthat have been found on the territory of the National Park "Chikoi".

The author offers mapping and geoecological analysis of the Russian Federation regions presence in the state program “Environmental Protection”. The unequal distribution of the program’s targets and activities in different regions is revealed. A considerable number of relevant environmental problems for several mentioned regions have not been reflected in the program. It is important to increase the area of specially protected natural areas for a significant number of subjects of the Russian Federation. The status “part of the territory occupied by specially protected natural territories of Federal value in the total area of the subject of the Russian Federation” is recommended to be assigned all regions of Russia. Identification and elimination of objects of accumulated environmental damage that threat to the Volga river is relevant, at least for all the regions in which the Volga flows. Not all regions with a high level of air pollution and/or large masses of air pollutants have the indicator “reduction of total emissions for the reporting year”. It is necessary to increase the Program of measures for the protection of rare and endangered species of plants and to expand the list of regions in which it is planned to protect rare and endangered species of animals.

The article is devoted to the 200th anniversary of the discovery of Antarctica under the guidance of 2nd rank captain F. Bellingshausen and lieutenant M. Lazarev. Analyzing the peculiarities of Antarctica, the author notes that this is one of а few regions of our planet, the resources and territory of which are used by various states jointly and exclusively for peaceful purposes for the benefit of science. The article analyzes in detail the celebration of this anniversary in Russia and foreign countries, while paying special attention to the thematic focus of socio-political and scientific events. Considerable attention is paid to the study of the region by Russia and the European States. Interstate cooperation between countries in Antarctica is aimed at finding effective solutions to global problems facing humanity, such as environmental pollution, climate change and its consequences, and the loss of components of biological diversity. It is concluded that despite the fact that Antarctica is traditionally one of the strategic regions for ensuring the national interests and security of our state, the Russian Federation in its state policy in comparison with the Arctic, does not always respond promptly to the existing challenges, does not pay enough attention to improving the research base and living conditions of polar explorers, which negatively affects Russia's positions in Antarctica.
