The Open Access (OA) publishing model that is based on article processing charges (APC) is often associated with the potential for more transparency regarding the expenditures for publications. However, the extent to which transparency can be achieved depends not least on the completeness of data in APC monitoring systems. This article investigates two blind spots of the largest collection of APC payment information, OpenAPC. It aims to identify likely APC-liable publications for German universities that contribute to this system and for those that do not provide data to it. The calculation combines data from Web of Science, the ISSN-Gold-OA-list and OpenAPC. The results show that for the group of universities contributing to the monitoring system, more than half of the APC payments are not covered by it and the average payments for non-covered APCs is higher than for APCs covered by the system. In addition, the group of universities that do not contribute to OpenAPC accounts for two thirds of the number of APC-liable publications recorded for contributing universities. Regarding the size of these blind spots, the value of the monitoring system is limited at present.

The Multidisciplinary Digital Publishing Institute (MDPI) is a prominent open access (OA) publisher that uses article processing charges (APCs) as its business model. Our objective was to determine the association between the APCs levied by MDPI journals and 1) their inclusion in Scopus and Web of Science databases or 2) their stature, as represented by their CiteScore (Elsevier&rsquo;s Scopus) and Impact Factor (awarded by Clarivate Analytics). Among the 227 journals published by MDPI, 51 had both IF and CiteScore; 107, only a CiteScore; and 84, neither IF nor CiteScore. The charges levied by the journals varied widely, from 0 to CHF 2000 (Swiss francs), the most frequent figure (159 journals) being CHF 1000, or about &euro;930. The amount of APCs was found to be correlated to IF (R&sup2; = 0.64; p <0.001; 107 journals) and also to CiteScore (R&sup2; = 0.619; p <0.001; 53 journals). The charges levied by journals that had both IF and CiteScore were significantly higher than those charged by journals with neither IF nor CiteScore (p <0.05). The charges were also correlated to the age of the journal: the more recently launched journals charged less than the older journals did.

The question about the cost of access to scholarly resources is usually answered by focusing on subscription cost. This study highlights the article processing charges (APCs) paid by Canada’s research institution as an additional scholarly resource. Unpaywall database was queried with the DOIs of CARL member universities’ publication indexed in the Web of Science. We find that while Open Access should in principle reduce the cost of access to scholarly literature, we are rather in a situation where both the cost of access and the cost of publishing are increasing simultaneously.

Background: Open access (OA) implies free and unrestricted access to and re-use of research articles. Recently, OA publishing has seen a new wave of interest, debate, and practices surrounding that mode of publishing. Objectives: To provide an overview of publication practices and to compare them among six countries across the world to stimulate further debate and to raise awareness about OA to facilitate decision-making on further development of OA practices in earth sciences. Methods: The number of OA articles, their distribution among the six countries, and top ten journals publishing OA articles were identified using two databases, namely Scopus and the Web of Science, based mainly on the data for 2018. Results: In 2018, only 24%&ndash;31% of the total number of articles indexed by either of the databases were OA articles. Six of the top ten earth sciences journals that publish OA articles were fully OA journals and four were hybrid journals. Fully OA journals were mostly published by emerging publishers and their article processing charges ranged from $1000 to $2200. Conclusions: The rise in OA publishing has potential implications for researchers and tends to shift article-processing charges from organizations to individuals. Until the earth sciences community decides to move away from journal-based criteria to evaluate researchers, it is likely that such high costs will continue to maintain financial inequities within this research community, especially to the disadvantage of researchers from the least developed countries. However, earth scientists, by opting for legal self- archiving of their publications, could help to promote equitable and sustainable access to, and wider dissemination of, their work.

A huge collaborative open science model is proposed. Many authors collaborating in a paper leads to a substantial reduction for the Article Processing Charges (APCs) in the Open Access Journals. This can significantly stimulate research within a healthier citizen and open science culture.

Introdução: A atual configuração da dinâmica relativa à produção e àcomunicação científicas revela o protagonismo da Ciência Orientada a Dados,em concepção abrangente, representada principalmente por termos como “e-Science” e “Data Science”. Objetivos: Apresentar a produção científica mundial relativa à Ciência Orientada a Dados a partir dos termos “e-Science” e “Data Science” na Scopus e na Web of Science, entre 2006 e 2016. Metodologia: A pesquisa está estruturada em cinco etapas: a) busca de informações nas bases Scopus e Web of Science; b) obtenção dos registros; bibliométricos; c) complementação das palavras-chave; d) correção e cruzamento dos dados; e) representação analítica dos dados. Resultados: Os termos de maior destaque na produção científica analisada foram Distributed computer systems (2006), Grid computing (2007 a 2013) e Big data (2014 a 2016). Na área de Biblioteconomia e Ciência de Informação, a ênfase é dada aos temas: Digital library e Open access, evidenciando a centralidade do campo nas discussões sobre dispositivos para dar acesso à informação científica em meio digital. A review of: Antelman, Kristin. “Do Open-Access Articles Have a Greater Research Impact?” College & Research Libraries 65.5 (Sep. 2004): 372-82. Objective – To ascertain whether open access articles have a greater research impact than articles not freely available, as measured by citations in the ISI Web of Science database. Design – Analysis of mean citation rates of a sample population of journal articles across four disciplines. Setting – Journal literature across the disciplines of philosophy, political science, mathematics, and electrical and electronic engineering. Subjects – A sample of 2,017 articles across the four disciplines published between 2001 and 2002 (for political science, mathematics, and electrical and electronic engineering) and between 1999 and 2000 (for philosophy). Methods – A systematic presample of articles for each of the disciplines was taken to calculate the necessary sample sizes. Based on this calculation, articles were sourced from ten leading journals in each discipline. The leading journals in political science, mathematics, and electrical and electronic engineering were defined by ISI’s Journal Citation Reports for 2002. The ten leading philosophy journals were selected using a combination of other methods. Once the sample population had been identified, each article title and the number of citations to each article (in the ISI Web of Science database) were recorded. Then the article title was searched in Google and if any freely available full text version was found, the article was classified as open access. The mean citation rate for open access and non-open access articles in each discipline was identified, and the percentage difference between the means was calculated. Main results – The four disciplines represented a range of open access uptake: 17% of articles in philosophy were open access, 29% in political science, 37% in electrical and electronic engineering, and 69% in mathematics. There was a significant difference in the mean citation rates for open access articles and non-open access articles in all four disciplines. The percentage difference in means was 45% in philosophy, 51% in electrical and electronic engineering, 86% in political science, and 91% in mathematics. Mathematics had the highest rate of open access availability of articles, but political science had the greatest difference in mean citation rates, suggesting there are other, discipline-specific factors apart from rate of open access uptake affecting research impact. Conclusion – The finding that, across these four disciplines, open access articles have a greater research impact than non-open access articles, is only one aspect of the complex changes that are presently taking place in scholarly publishing and communication. However, it is useful information for librarians formulating strategies for building institutional repositories, or exploring open access publishing with patrons or publishers.

Road surfaces should be maintained in excellent condition to ensure the safety of motorists. To this end, there exist various road-surface monitoring systems, each of which is known to have specific advantages and disadvantages. In this study, a smartphone-based dual-acquisition method system capable of acquiring images of road-surface anomalies and measuring the acceleration of the vehicle upon their detection was developed to explore the complementarity benefits of the two different methods. A road test was conducted in which 1896 road-surface images and corresponding three-axis acceleration data were acquired. All images were classified based on the presence and type of anomalies, and histograms of the maximum variations in the acceleration in the gravitational direction were comparatively analyzed. When the types of anomalies were not considered, it was difficult to identify their effects using the histograms. The differences among histograms became evident upon consideration of whether the vehicle wheels passed over the anomalies, and when excluding longitudinal anomalies that caused minor changes in acceleration. Although the image-based monitoring system used in this research provided poor performance on its own, the severity of road-surface anomalies was accurately inferred using the specific range of the maximum variation of acceleration in the gravitational direction.

Recent incidents with drilling risers in the Gulf of Mexico have led the industry’s application of more stringent integrity assurance requirements to its deepwater risers. Riser monitoring provides information that enables the operator to measure riser configurations and fatigue damage, confirm the integrity of the riser, assist with operational decisions, optimize inspection, maintenance and repair schedules /procedures and calibrate design tools. Monitoring can also improve the understanding of complex behavior of risers for the improvement to future design and analysis tools. This paper presents the characters of three different monitoring systems that suit specific objectives and requirements. An example project of acoustic approach is introduced with its working mode and design scheme.
