The article presents modern international approaches to public participation in Sustainable Transport System planning. It discusses the causes of social conflicts during the implementation of transport infrastructure projects using the example of implementation of several Polish strategic road infrastructure projects. It provides the assessment of the form, scope, and scale of stakeholders’ involvement in the decision-making process. Among mitigation measures, the authors propose a model solution based on a comprehensive approach to public participation in road infrastructure planning in smart cities and smart villages within a Sustainable Transport System. The proposed idea involves a model of multi-criteria spatial analysis using the analytic hierarchy process (AHP) developed in the geographical information systems (GIS) environment, which—apart from technical-functional, environmental, cultural, economic, financial, and social criteria—also encompasses preferences expressed by local community representatives. The model includes eight stages of public participation in the decision-making process, involving all the rungs of a ladder of citizen participation. The presented solution departs from typical social participation methods used in road infrastructure planning processes.

This article presents the idea of modelling and supporting the decision-making process in the field of development directions of a sustainable transport system in a metropolitan area. The global COVID-19 pandemic is causing changes in the perception of the public transport system by passengers. Users’ concerns for their own safety may lead to a shift away from public transport. Policy makers are advised to pay attention to these new phenomena that are hindering the development of sustainable transport in urban areas. Thus, many projects for the development of sustainable urban transport mobility, prepared before COVID-19, require re-analysis and adaptation to the decision-making processes of choosing the preferred means of transport by citizens. The scientific aim of this article was to develop a mathematical model based on the hybrid DEMATEL-PROMETHEE II method, supporting city decision-makers in the decision-making process regarding the selection of appropriate measures supporting the development of sustainable transport. The issues covered in the article include economic, informational and legal aspects, including electromobility, the principles of a low-emission society, and sustainable collective transport. The model was prepared for the needs of the Szczecin Metropolitan Area, where the construction of the Szczecin Metropolitan Railway, delayed by COVID-19, is underway and is to be the main axis of the public transport system. Finally, the article provides a ranking of groups of measures, dimensions and criteria that should be taken into account by decision-makers and planners in the modified plans for the sustainable development of metropolitan transport systems in the period after COVID-19.

A wider use of renewable energy is emerging as a viable solution to meet the increasing demand for global energy while contributing to the reduction of greenhouse gas emissions. However, current literature on renewable energy, particularly on wind power, highlights the social barriers and public opposition to renewable energy investment. One solution to overcome the public opposition, which is recommended by scholars, is to deploy a collaborative approach. Relatively little research has specifically focused on the role of effective communication and the use of a knowledge-broker in collaborative decision-making. This study attempts to fill this gap through the proposition of a participatory framework that highlights the role of the knowledge-broker in a wind project decision-making process. In this paper, five illustrative wind projects in Ontario are used to highlight the current situation with public participation and to address how the proposed framework could have improved the process. Based on the recommended collaborative framework, perception must shift from the dominant view of the public as “a risk to be managed” towards “a resource that can be tapped”. The developers need to improve sharing what they know and foster co-learning around questions and concerns.

In this chapter, the authors evaluate the use of Web 2.0 technology to engage citizens in the transportation decision making process. They evaluate the potential of Web 2.0 technology to create effective participatory environments to enable authentic participation; provide an inventory of the current tools and technologies utilized, identify barriers faced by administrators in the implementation of these tools, and summarize universal lessons for public administrators. Based on a review of 40 cases of collaborations, the authors find that Web 2.0 technology is predominantly used as a complement rather than a substitute for traditional approaches. Furthermore, the review suggests that the full potential of Web 2.0 remains untapped, and additional tools and technologies can be utilized to overcome barriers to implementation.

Abstract This article seeks to present the development od public participation in local spatial planning in Poland. An assessment was made of the procedure of preparing planning documents and forms of their consultation with residents. To achieve this goal, use was made of the results of a survey research conducted among participants of public consultations in Poznań in the years 2012-2014. It is stressed that it is necessary to improve the decision-making process in urban spatial planning by accommodating not only traditional but also new forms and instruments of public participation.

Environmental Impact Assessment (EIA) foster communication between participators to yield a more environmentally sound decision for a proposed development. Public participation is an integral element in EIA to ensure a successful EIA. Effective public participation encourages community empowerment, fair and democratic decisions and reduce thus avoid public confrontation and delay. Effective public participation is one of the key pillars to achieve effective EIA. Environmental issues are known to be the negative outcome of a poorly implemented EIA process. This paper discusses seven environmental cases that were produced from ineffective application of EIA such as Bakun Dam, Murum Dam, Baram Dam, bauxite mining in Kuantan, gold mining in Bukit Koman, sturgeon farming in Kuala Tahan and Lynas plant. The seven cases focused on the lack of public participation in the administration of EIA. Public objections and protests were results of ineffective public participations and ineffective EIAs in the chosen cases. Four out of seven cases have made substantive results where the projects stopped or ceased due to the public objections. Meanwhile, the three cases went on till today. Conclusively, these cases has shown that public participation in EIA is a valuable tool which encourages transparent decision-making process and defies corrupted influences.
