In recent years, Serbia has established itself as a leading destination for FDI thanks to its generous policy aimed at attracting direct investment. In this paper we look at the labour market effects of the policy of incentivised direct investment, first from a sectoral and regional perspective, and then by taking a holistic view at its impact on the overall labour market and economic development. We find that this policy has contributed to overall sectoral rebalancing of the labour market by increasing manufacturing jobs. It has also contributed to regional labour market rebalancing, most notably in improving the quality of employment in less developed regions and in stabilizing the shares of regional wage funds. Still, labour market, educational and infrastructure cleavages between regions remain very large. The transformational potential of Serbian labour market is far from being fully exploited, and Serbia still needs to sustain high level of investment in manufacturing jobs while at the same time supporting the gradual shift toward high-technology investment.

AbstractWe examine the impact of parental unemployment and regional labour market conditions on the probability of a successful transition from non-academic secondary schooling to vocational training in Germany, using data from the National Educational Panel Study and multilevel logistic regression models. Although widely regarded as a low-cost, low-risk and high-gain vocational path, we nevertheless find a clear negative effect of parental unemployment on adolescents’ chances of entering an apprenticeship contract. We test for poorer school performance, reduced household income, reduced self-esteem and limited access to labour market information as potential mediators of the effect, and only find support for some limited impact of economic deprivation. However, we also show that in families where one parent has experienced unemployment shortly before the child’s own transition from secondary schooling, students’ chances of a successful transition depend much more strongly on regional labour market conditions than in families without parental experiences of unemployment. Even in a regulated transition system like Germany’s, adverse labour market conditions thus reinforce the intergenerational disadvantages induced by parental unemployment.

Purpose Analysts predict that disruptive technologies, such as artificial intelligence, will have a monumental impact on the world of work in the coming decades, exacerbating existing skills gaps faster than education systems can adapt. This paper aims to review research on the forecasted impact of technology on labour markets and skill demands over the near term. Furthermore, it outlines how social innovations and inclusion can be leveraged as strategies to mitigate the predicted impact of disruptive technologies. Design/methodology/approach The paper engages in an overview of relevant academic literature, policy and industry reports focussing on disruptive technologies, labour market “skills gaps” and training to identify ongoing trends and prospective solutions. Findings This paper identifies an array of predictions, made in studies and reports, about the impact of disruptive technologies on labour markets. It outlines that even conservative estimates can be expected to considerably exacerbate existing skills gaps. In turn, it identifies work-integrated learning and technology-enabled talent matching platforms as tools, which could be used to mitigate the effects of disruptive technologies on labour markets. It argues that there is a need for rigorous evaluation of innovative programmes being piloted across jurisdictions. Research limitations/implications This paper focusses on these dynamics primarily as they are playing out in Canada and similar Western countries. However, our review and conclusions are not generalizable to other regions and economies at different stages of development. Further work is needed to ascertain how disruptive technologies will affect alternative jurisdictions. Social implications While “future of work” debates typically focus on technology and deterministic narratives, this paper points out that social innovations in training and inclusive technologies could prove useful in helping societies cope with the labour market effects of disruptive technologies. Originality/value This paper provides a state-of-the-art review of the existing literature on the labour market effects of novel technologies. It contributes original insights into the future of work debates by outlining how social innovation and inclusion can be used as tools to address looming skills mismatches over the short to medium term.

The paper retrospectively analyses the issue of the impact of international trade on developed countries’ labour markets in the 1990s, when the majority of academic opinion denied the role of trade in the misfortunes of unskilled workers. An analytical framework is proposed in which intra-industry trade is explained in terms of countries’ factor endowments and factor intensities of goods. Unlike the traditional Heckscher–Ohlin model of inter-industry trade, the model suggested here is more consistent with stylised facts about North–South trade. The paper also proposes a method for empirically assessing factor substitution effects at the product level. Inferring the factor content of intra-industry trade from the inter-sectoral relationship between factor intensity and average unit values of exports, the paper found that the labour market effects of intra-industry trade add significantly to the estimated factor market impact of trade.

The latest Eurostat projections show that both population and labour force ageing change employment profiles by age in the European Union countries even in case of an increase in labour force participation and employment (The 2012 Ageing Report). My research question is how basic individual (such as age, education, household position, place of residence) and contextual characteristics (such as the business cycle and the regional labour market situation) influence on employment opportunities in Poland. I test whether the impact of different factors varies with age, which has been categorized to reflect different stages of the life course: youth and young adults (15–29 years old), prime aged (30–54 years old), and older workers (for women: 55–59, for men: 55–64). To answer the research question three types of multilevel logistic models were applied: (a) general models with age as one of the basic determinants, (b) models for each age group for non-agriculture and agriculture. The data used come from the Polish Labour Force Survey (BAEL) of the years 1998–2008 and regional labour market data. The analysis reveals that there are differences in influence of individual and context variables on employment odd ratios between age groups, sex and employment sectors.

AbstractOver the past few decades the impact of globalisation on society and industry at the national level has been immense and has been studied and extensively documented in the literature. Some of the major benefits and losses accruing from economic globalisation, particularly since the late 1970s have been debated by dominant political economy commentators (see e.g. Harvey 2005; Held et al. 1999; Strange 1996; Scholte 2000; Stiglitz 2002; Giddens 2002; Chomsky 2017). An important aspect of the globalising process has been the extensive restructuring of production and distribution patterns in search of cheaper resources, through aggressive outsourcing and offshoring. The result for many national economies, particularly advanced industrial states, has been a drastic decline in traditional industries affecting both labour and capital (Dunning 1993; Beck 2005; Perraton 2019). This chapter examines the decline in the seafaring labour markets of the so-called Traditional Maritime Countries (TMN), and the implications for union organising focusing on the UK and its seafaring labour. It examines the creation of Nautilus International (NI) Union via a merger of unions for maritime professionals across different countries in Europe initially beginning with Great Britain, the Netherlands and later Switzerland. This was a uniquely strategic response to declining membership and weakening organising capacity. Some of the key challenges associated with unions trying to organise and represent their members in the context of industrial and labour market decline are explored.

The article reflects the results of a study of the impact of migration on regional labour markets amidst a decline in the working-age population in Russia. After substantiating the relevance of the issues under consideration, the authors propose a methodological analysis toolkit, the author’s own methodology for calculating the coefficients of permanent long-term external and internal labour migration in regional labour markets, and the coefficient of total migration burden. In addition, the authors provide an overview of the information and statistical base of the study. According to current migration records, data of Rosstat sample surveys on Russian labour migrants leaving for employment in other regions, regional labour resources balance sheets based on the calculated coefficients of labour market pressures, the authors analyzed the impact of migration on the Russian regional labour markets over the past decade. It revealed an increasing role of internal labour migration in many regions, primarily in the largest economic agglomerations and oil and gas territories. At the same time, the role of external labour migration remains stable and minimum indicators of the contribution of permanent migration to the formation of regional labour markets continue to decrease. It has been established that irrational counter flows of external and internal labour migration have developed, which indicates not only an imbalance in labour demand and supply but also a discrepancy between the qualitative composition of migrants and the needs of the economy. It is concluded that the state does not effectively regulate certain types of migration, considering its impact on the labour market. The authors justified the need for conducting regular household sample surveys according to specific programs to collect information about labour migrants and the conditions for using their labour. In addition to the current migration records, using interregional analysis, this information allows making more informed decisions at the federal and regional levels to correct the negative situation that has developed in the regional labour markets even before the coronavirus pandemic had struck.
