In recent years, Serbia has established itself as a leading destination for FDI thanks to its generous policy aimed at attracting direct investment. In this paper we look at the labour market effects of the policy of incentivised direct investment, first from a sectoral and regional perspective, and then by taking a holistic view at its impact on the overall labour market and economic development. We find that this policy has contributed to overall sectoral rebalancing of the labour market by increasing manufacturing jobs. It has also contributed to regional labour market rebalancing, most notably in improving the quality of employment in less developed regions and in stabilizing the shares of regional wage funds. Still, labour market, educational and infrastructure cleavages between regions remain very large. The transformational potential of Serbian labour market is far from being fully exploited, and Serbia still needs to sustain high level of investment in manufacturing jobs while at the same time supporting the gradual shift toward high-technology investment.

AbstractOnce prey to government patrimonial practices, the Corporación de Fomento de la Producción (CORFO), Chile's economic development agency, overcame this problem in the early 1990s. In 2000 CORFO established a High Technology Investment Promotion Program to promote foreign direct investment in high technology and other nontraditional sectors. This article applies concepts of political survival and cooperation to explain how CORFO moved from patrimonialism to technocratic independence. Then it demonstrates that governments possessing technocratic independence but lacking other characteristics typically associated with successful investment promotion efforts can develop transnational strategic networks of individuals, business associations, and universities to facilitate their learning process in order to devise more effective strategies to promote nontraditional FDI.

<p>What are the most important factors related to economic development? This paper explores the essential variables necessary for destination development and inward direct investment. These variables include: quality of living, quality of infrastructure, and quality of workforce. Quality of living is considered the most important of these to spur on economic development. Many business operators would rather live where they invest making quality of place an equally important variable that is intrinsically linked to quality of living. Destination development through place-building techniques, informed by the concept of <em>baukultur,</em>is assessed using quality of living, economic development and economic diversification as markers. Quality of living and quality of place are inherently connected when attracting business and growing employment, therefore, these two terms will be referred to as QLP throughout this paper..  Intended to help program and policy planners understand these concepts, this paper will explore cases of successful exercises of destination development that involve recreation and culture-oriented place building. В статье рассматриваются основные направления социального развития Республики Адыгея в условиях нарастания вызовов экологической безопасности. Отмечается, что структуру экологической безопасности региона формируют система эффективного природопользования, механизмы сохранения биологического и природного разнообразия территории и экологические инструменты поддержания здоровья населения. Подтверждается тезис о том, что обеспечение экологической безопасности является одним из основных показателей эффективного управления субъектом РФ. Обосновывается необходимость учета современных экологических стандартов при разработке и выборе модели социально-экономического развития региона. Анализируются меры государственной политики в области развития транспортной инфраструктуры, направленные на ослабление деструктивного воздействия экологических вызовов на качество жизни населения республики. На основе генерализации результатов социологических исследований, проведенных в регионе в период с 2008 по 2021 гг. органами государственной власти и авторским коллективом, оценивается отношение населения к экологической ситуации в Республике Адыгея. Делается вывод о целесообразности разработки комплексной программы социально-экономического развития с учетом специфики природно-биологического ландшафта региона и совершенствования экологической культуры как инструмента обеспечения экологической безопасности и высокого уровня качества жизни населения. The paper discusses the main directions of social development of the Adyghea Republic in the context of increasing challenges to environmental safety. The structure of environmental safety of the region is formed by a system of effective environmental management, mechanisms for preserving the biological and natural diversity of the territory and environmental tools for maintaining public health. The authors confirm the thesis that environmental safety is one of the main indicators of effective management of the subject of the Russian Federation. The need to take into account modern environmental standards in the development and selection of a model of socio-economic development of the region is justified. The publication analyzes measures of state policy in the field of transport infrastructure development aimed at reducing the destructive impact of environmental challenges on the quality of life of the population in the republic. Based on the generalization of the results of sociological studies conducted in the region from 2008 to 2021 by state authorities and the author's research team, the attitude of the population to the environmental situation in the Adyghea Republic is evaluated. It is inferred that it is advisable to develop integrated socio-economic development taking into account the specifics of the natural and biological landscape of the region and improve ecological culture as an instrument to ensure environmental safety and a high level of quality of life for the population.

- Cities today expand regardless of economic development and growth in the labour market. We are in the presence of a phenomenon of urban inflation in which even the consumption of land remains at high quantitative levels, accentuated by the marginalisation of many portions of areas induced by the dispersion of settlements and infrastructure networks. On the other hand agriculture is also undergoing a process of the concentration of production on flat areas of land with more infrastructures, while in contrast to this, less accessible tracts of land enclosed between dwellings and adjacent to urbanised areas are abandoned and underused. In this context the incessant erosion of urban countryside raises the more general question of the quality of living and of the environmental and landscape functions which agricultural areas perform in addition to and not as a substitute for their production functions. And this makes it clear that to protect and improve them are not objectives attributable to urban planning and sector instruments alone.

Aim. The presented study aims to theoretically substantiate and empirically test criteria and indicators for a generalized assessment of the level and sustainability of the quality of life in the regions of the Russian Federation in the context of challenges and volatile foreign economic and political conditions.Tasks. The authors use a system of indicators and the criterion of sustainability of the quality of life to conduct a typological analysis of the distribution and ranking of Russian regions by the quality of life and sustainability of development in 2016-2019.Methods. This study proposes an algorithm and mathematical tools for measuring the level and sustainability of regional development in terms of life quality based on a group of indicators relevant for current Russian conditions, generically characterizing the attractiveness of living conditions in the territory.Results. Methods for analyzing and managing the sustainability of regional economic development in Russia under the influence of political and economic challenges and risks are proposed. A method for comparing the ranking positions of Russian regions by the quality of life is proposed and applied. Several hypotheses about the regularity of regional distribution by the quality of life are considered, and the reasons for the violation of the sustainability of social development are analyzed for groups of regions that showed signs of instability during the analyzed period.Conclusions. Based on the proposed criterion of sustainability of development and assessment of the level of competitive attractiveness of regions and their ranking by the quality of life, the study shows that 43 out of 85 regions were developing steadily in terms of life quality in 2016-2019. Of the 42 regions that showed a decrease in the level and ranking of competitive attractiveness, the majority suffered due to increased unemployment, crime, reduced income, and adverse environmental changes. Increased sustainability of development is usually observed in regions with a high level of competitive attractiveness in terms of the quality of life and the level of economic development.

The representation of spatial issues in the texts of municipal strategies of administrative districts was studied using an original technique. On the basis of samples of 30 Russian and foreign strategies, it was found that spatial issues (in this study these were: economic and geographic location, population distribution and economic activity in the district, comfortability of the environment, connectivity, transport accessibility, migration flows) in the majority of municipal strategies are taken into account in one way or another and in half of the cases spatial issues are presented at a good level. The depth and quality of the analysis of spatial issues are significantly differentiated (ranks range fr om 3 to 18). A high level of presence of spatial issues correlates with the overall quality of strategic documents and is shown in the strategies of the districts of Tatarstan, Bashkortostan and the Leningrad oblast, wh ere there are strong traditions of strategic planning at the regional level and professional consultant teams are involved in the strategy development. An attempt to test quantitatively the hypothesis that there is a relationship between the degree to which spatial issues are taken into account in the strategy and the success of social and economic development did not give reliable results due to a small sample size and low quality of statistical indicators at the municipal level. Nevertheless, the introduction of three-point scales made it possible to compare roughly the distribution of districts into three groups for the assessment of spatial issues inclusion into the strategy and into three groups according to the success of social and economic development. The highest average assessment of the manifestation of spatial issues is in the group of successful districts. The share of districts that are successful in terms of social and economic development is higher in areas whose strategies feature an average or high degree of presence of spatial issues.

Scholarly analysis of financial crime, its modus operandi, and the characters involved have almost exclusively been focused on the activities of the elite and the powerful for decades. Recommendations on how to minimise its debilitating impact have always, also, been focused on the elite, the powerful, and the state institutions they control. Corruption and financial crime are the pastime of people at the top only. This overview contends that perpetration of financial crime by the powerless can be just as corrosive and harmful as that perpetrated by the powerful. The quality of criminality and its pervasiveness is as relevant as its quantum and location. Exclusive focus on the higher echelons of financial crime subsumes its roots and significance within society, thereby leading to the lop-sidedness of proposed remedies. This chapter seeks to establish the nexus between low- and high-level financial crime as a way of providing a more holistic view of the depth of its effect, especially in less sophisticated economic environments.

Creation of an optimal fiscal space in Ukraine should become the priority task of the modern fiscal policy of the state. Perfect combination of fiscal space components can help to reach the positive results of the national economic development. Modern state of the domestic economy is characterized by fiscal asymmetric, amount of national debt, changes in GDP and its structure. The national fiscal space reformatting should be carried out substantially. There are some factors in national fiscal space, which slow down the processes of social improvement and have negative impact on the quality of a citizen’s life. These factors are formed under the influence of political, social and legal trends, as well as financial imbalances. Theoretical and practical issues of fiscal space formation and development along with the experience of the functioning and national economy evolution have been learned by such researchers as V. Heyets, Т. Iefiminko, G. Kołodko, N. Кravchuk, A. Krysovatyy, P. Kulawczuk, S. Owsiak, E. Reinert, P. Heller, J. Schumpeter, S. Yuriy. However, the challenges of modern social development confirm the importance of their thorough study. Purpose. The article aims to research the economic preconditions and features of creating the optimal fiscal space in Ukraine, which can meet the modern needs and contribute to the achievement of a high level of social welfare. In order to reach the goal of the research the following methods have been used: methods of classification, method of formalization and method of systematization. These methods have become the basis for construction the theoretical component of the functioning of the optimal fiscal space of the state and determined the interaction of its constituents. The preconditions of fiscal space forming in Ukraine have been rated. The prospects for creating its structure have been determined with the help of methods of comparative analysis. It should be noted the importance of learning fiscal space structure which is accompanied by a problem of determining the economic gist and the nature of the investigated phenomenon. Provision of the efficient mechanism of formation and effective functioning of fiscal space should be based on a thorough solution of disadvantages of divergent economic development of Ukraine and a search for ways to improve it.

We propose and construct an indicator of labour market well-being in Poland for the year 2013. The indicator is positively related to the degree of civilizational welfare, social welfare, material welfare and psychological wellbeing in Poland. We conclude that ameliorating the labour market situation improves the quality of the public’s life. The link between our labour market indicator and the total fertility rate turned out to be statistically insignificant.
