This study represents a trialogue by a town planner, an economist, and a political scientist on the concepts of built heritage and sustainable development in terms of some features in the relationship between sustainable development and economics, sustainable development, built heritage conservation and economics, built heritage conservation and politics, built heritage conservation and sustainable development, and the tension between built heritage conservation vs. conservation/sustainable development. From planning, economic, and political angles, the feasibility and limitations of heritage building conservation in relation to conservation and sustainable development are presented. Compared to ecological conservation, built heritage conservation can easily accommodate sustainable development, as it is certainly a physical dimension for managing cultural heritage conservation. Built heritage as “heritage buildings” can articulate with real estate development via proper conservation planning. Its historical aspect signifies the legitimacy of conservation, while its proprietary aspect renders it fit for betterment.

PurposeThis paper presents a conceptual design process for developing a maintenance-focused heritage conservation model. Currently, there are several intervention approaches that can be applied in conservation from reconstruction, restoration and repairs to a “do-nothing” approach. This paper examines whether a maintenance solution is more than just an option or a necessity. The aim of the paper is to study the challenges and opportunities when putting more emphasis on the maintenance approach in conservation.Design/methodology/approachThis research was conducted in an Australian context, where many major buildings were constructed from the 19th and 20th centuries and are now categorised as “modern heritage”. three case studies were undertaken to inform this paper and others. In addition, 17 global heritage conservation experts were interviewed, and their responses were analysed. Also, comparative field observations and archival records were examined and used to develop the initial framework model. Finally, using focus group discussions amongst 7 experts, the framework was reviewed and formally validated in order to ensure the development of a useful model for use in devising an effective maintenance management plan and monitoring conditions in heritage buildings.FindingsThis paper supports others in a series that have already been accepted by this journal, focussing the research on heritage building conservation being conducted in Australia, the homeland of the Burra Charter. The other papers are entitled (1) model for the maintenance-focused heritage building conservation and (2) engineering in heritage conservation.Originality/valueThe paper examines contemporary issues in heritage building maintenance and conservation in Australia and focusses specifically on the lack of focus on maintenance as a conservation intervention for heritage buildings.

Currently, the commercial market offers several tools for digital documentation of historic sites and buildings. Photogrammetry and laser scanning play a fundamental role in the acquisition of metric information, which is then processed to generate reliable records particularly useful also in the built heritage conservation field. Although potentially very fast and accurate, such techniques require expert operators to produce reliable results, especially in the case of complex and large sites.<br><br> The aim of this paper is to present the digital workflow developed for data acquisition and processing of the Shaikh Isa Bin Ali house in Muharraq, Bahrain. This historic structure is an outstanding example of Bahrain architecture as well as tangible memory of the country history, with strong connotations in the Bahrain cultural identity. The building has been documented employing several digital techniques, including: aerial (drone) and terrestrial photogrammetry, rectifying photography, total station and laser scanning. The documentation project has been developed for the Bahrain Authority for Culture and Antiquities (BACA) by a multidisciplinary team of experts from Carleton Immersive Media Studio (CIMS, Carleton University, Canada) and Gicarus Lab (Politecnico di Milano, Italy).

Abstract: A global real estate revolution has been transforming the urban landscape everywhere. Development and redevelopment projects have mixed with, if not become an integral part of, real estate construction. At the same time, there is a drive to commodification in this revolution, as shown by a growing trend to conserve built heritage in new development projects characterised by the rise of museums. This paper reviews some examples of attempts in various parts of the world to combine real estate development and conservation and applies the fourth Coase theorem to explore how built heritage conservation and urban renewal in Hong Kong, hitherto problematic in terms of their invasion of private property, can become a win-win outcome in the context of this global real estate revolution.

AbstractBuilt heritage conservation is not easily achievable through the market, as it involves use of urban space and thus opportunity cost. The problem is more serious if there is no government support. This is the case in Hong Kong, where both the market and the state are not favorable to built heritage conservation. However, in 2005, through a local voluntary organization, a built heritage of Hong Kong—the Tung Wah Coffin Home—was conserved, and the project won one local and one regional conservation award. While conservation of built heritage by the voluntary sector has been common among developed countries, it is new in Hong Kong. This article first situates the issue in a general political-economy perspective and then analyzes the case of the Tung Wah Coffin Home, in particular, in the context of Hong Kong. The purpose is to examine what this case tells us about the role of the voluntary sector and its relationship with the government in providing built heritage conservation.

There is a need for easier vertical circulation facilities, especially given the need for people with disabilities and parents in historic buildings, especially in buildings that still function as public buildings to date. This is because in general these buildings use stairs as a means of vertical circulation while the activities inside have increased so that more efficient vertical circulation is needed such as elevators. The problem is how to determine the placement of vertical circulation facilities in historical buildings, which sometimes do not accommodate the placement of new vertical circulation facilities and placement should be in locations that are easily accessible and seen by users but at the same time also pay attention to the rules of buildingconservation rules. This study aims to show the use of the Space Syntaxmethod can be used in conjunction with the conservation study of historic buildings to determine the placement of vertical circulation facilities in buildings as a space study tool that will determine the location of placement in terms of accesibility and connectedness of space which will then be used to determine placement new elements in the building while paying attention to the principles of cultural heritage conservation. The study used quantitative methods of ekseprimental simulation with the use of Depthmap's computer program as a tool for analysis of simulation of the Space Syntaxmethod, supported by heritage provisions as a guide to limits of changes allowed in cultural heritage buildings. The results showed that the use of Space Syntaxcan be used in conjunction with the analysis of building conservation to determine elevator placement in locations that pay attention to the study of ease of achievement and observation of usersbut still pay attention to the influence of the placement on historical and architectural elements of the building shown in the case study of the UNPAR building Jl.merdeka no.30 Bandung.
