This study presents the determinants of trust in light of the scientific literature on trust and governance networks. The theoretical analysis focuses on differentiation of various types of trust and its determinants at both for-profit and nonprofit organizations. Moreover, the idea of a network is presented with the main attention given to the performance of collaborative service delivery networks. On the basis of theoretical study, a longitudinal analysis was performed at institutions providing services to the homeless people in Warsaw, Poland. During the periods of 2013 and 2017 to 2018, two cohorts of field questionnaire studies were conducted among employees of 18 social welfare centers (sample based on 18 Warsaw districts) and homeless shelters run by nonprofit organizations (samples of 19 and 22, respectively). These local government institutions and nonprofit organizations comprised the collaborative service delivery network under study. Mixed-method research was applied at welfare centers and nonprofit organizations (NGOs) where both frontline and management level employees were interviewed, and some data were statistically evaluated. The research was conducted using the same questionnaires at both points in time. The research showed that, from the perspective of social welfare centers, interorganizational trust in relation to other social welfare centers and to nonprofit organizations is positively correlated with perceived interorganizational effectiveness of other actors in the network (measured by the possibility of obtaining information, promptness, commitment, completeness and correctness of documents, and assessment of employees’ knowledge). The same results were obtained from the perspective of NGOs. In addition, these correlations remained almost unchanged over time, although the research was repeated after many years using the same variables. Finally, there is no basis to state that trust is correlated with outcome perception when considering the most difficult and complex social services.

Contracting out of social services is defined as the purchase of services by government agencies from for-profit and nonprofit organizations. It has a long history beginning with the English Poor Law of 1723 and becoming a major policy during Reagan's administration. Both the advantages and shortcomings of contracting out are described and analyzed. The effects on providers' accountability to government and clients and the implications for social work practice and ethics are discussed. Special emphasis is given to the social workers' dilemma facing a dual loyalty to contractor–employer on the one hand and to clients on the other.

ABSTRAKAdministrator memiliki peran besar dalam rangka pelaksanaan tugas fungsi panti pelayanan sosial melalui upaya rehabilitasi dan pemberdayaan untuk kemandirian Pemerlu Pelayanan Kesejahteraan Sosial (PPKS). Panti Pelayanan Sosial Pengemis Gelandangan Orang Terlantar Mardi Utomo Semarang memiliki tugas pokok melaksanakan sebagian kegiatan teknis operasional ataupun penunjang Dinas Sosial Provinsi Jawa Tengah di bidang rehabilitasi sosial penyandang masalah kesejahteraan sosial khusus pengemis, gelandangan orang terlantar (PGOT). Dalam melaksanakan tugas pokok rehabilitasi, panti pelayanan sosial PGOT Mardi Utomo menselaraskannya dengan upaya pemberdayaan melalui pelaksanaan manajemen open system dengan media pengembangan Taman Edukasi Pelangi dan Agrososial Mardi Utomo. Terkait hal tersebut, penelitian ini bertujuan untuk menggambarkan peranan/tindakan kepala panti dalamupaya rehabilitasi dan pemberdayaan untuk kemandirian Pemerlu Pelayanan Kesejahteraan Sosial (PPKS). Teori yang digunakan untuk mengetahui peranan administrator dalam penelitian ini menggunakan konsep organisasi layanan manusia dilihat dari Social Work Administrator. Metode penelitian deskriptif kualitatif, teknik pengumpulan data melalui wawancara dan studi literatur. Hasil penelitian menunjukkan bahwa kepala Panti Pelayanan Sosial Pengemis Gelandangan Orang Terlantar Mardi Utomo Semarang sudah melaksanakan peran/ tindakannya dengan baik dalam upaya rehabilitasi dan pemberdayaan dilihat dari aspek penerimaan, kreatif, demokrasi, kepercayaan, perencanaan, pengorganisasian dan pembuatan keputusan yang terkait upaya rehabilitasi dan pemberdayaan sosial untuk kemandirian PPKS.ABSTRACK Administrators have a large role in the implementation of the functioning duties of social services through rehabilitation and empowerment efforts for the independence of social welfare service (PPKS). Social Services Orphanage Beggar Homeless People Displaced Mardi Utomo Semarang has a duty in the field of social rehabilitation with social welfare problems especially beggars, homeless people displaced. Panti Mardi Utomo aligns it with empowerment efforts through the implementation of open system management with the development media of Taman Pendidikan Pelangi and Agrosocial Mardi Utomo. This research aims to illustrate the role of nursing heads in rehabilitation and empowerment for the independence of social welfare service. To find out the role of an administrator using the human services organization concept is viewed from the Social Work Administrator. Qualitative descriptive research methods, interview data collection techniques and literature studies. The results showed the head of Social Services Forgging Homeless People Mardi Utomo Semarang has performed a good role in rehabilitation and empowerment from the aspects of acceptance, creative, democracy, trust, planning, organizing and decision making related to rehabilitation and social empowerment for PPKS independence.

Structural social changes and population aging are emerging as important policy issues in many countries around the world. In particular, although early retirees aged 50 or older are left behind from social welfare services and suffer from worsening social problems, policies have often only focused on elderly people aged 65 or older and vulnerable groups. Based on the theory of a welfare service delivery system, the present study analyzed the case of the Seoul 50 Plus Project in South Korea, which was established to enhance service professionalism and integrate various services to keep up with a changing environment, considering four factors: ‘integration’, ‘accessibility’, ‘systematic function distribution’, and ‘participation’. The case analysis revealed that interconnected service content, which can improve leisure activities, hobbies, and self-development, is very important along with job creation from social services to the 50 plus generation.

Objective The objective of the study was to examine specific patterns of Twitter usage using common reference to tinnitus. Method The study used cross-sectional analysis of data generated from Twitter data. Twitter content, language, reach, users, accounts, temporal trends, and social networks were examined. Results Around 70,000 tweets were identified and analyzed from May to October 2018. Of the 100 most active Twitter accounts, organizations owned 52%, individuals owned 44%, and 4% of the accounts were unknown. Commercial/for-profit and nonprofit organizations were the most common organization account owners (i.e., 26% and 16%, respectively). Seven unique tweets were identified with a reach of over 400 Twitter users. The greatest reach exceeded 2,000 users. Temporal analysis identified retweet outliers (> 200 retweets per hour) that corresponded to a widely publicized event involving the response of a Twitter user to another user's joke. Content analysis indicated that Twitter is a platform that primarily functions to advocate, share personal experiences, or share information about management of tinnitus rather than to provide social support and build relationships. Conclusions Twitter accounts owned by organizations outnumbered individual accounts, and commercial/for-profit user accounts were the most frequently active organization account type. Analyses of social media use can be helpful in discovering issues of interest to the tinnitus community as well as determining which users and organizations are dominating social network conversations.

The Local Government Ordinance (LGO), formulated by the National Reconstruction Bureau (NRB) in 2000 and promulgated by provincial governments in August 2001, assigns powers, responsibilities, and service delivery functions to three levels of local governments: district, tehsil, and union. Responsibilities for the delivery of social and human development services, such as primary and basic health, education and social welfare, are delegated to the district level, whereas municipal services, such as water, sanitation and urban services are assigned to the tehsil level. The LGO does not only deal with the delivery of public services in its plan but also stresses the need for fiscal decentralisation, claiming that “Fiscal decentralisation is the heart of any devolution exercise. Without fiscal decentralisation no authority is devolved.”

AbstractNonprofit organizations (NPOs) often find themselves under pressure to invest all of their available income in mission-related activities rather than in capacity building. We investigate one factor that can influence the decision to invest in such capacity-building tasks: funding sources pursued by an organization. Drawing on the benefits theory of nonprofit finance, we take these funding sources as predetermined by an organization’s mission and propose an extension of the theory by linking it to economic multitasking theory, which states that organizations prioritize tasks that offer greater and more measurable rewards. Through regression analyses of survey data from Swiss nonprofits, we analyze the extent to which funding sources sought affect the amount of effort invested in three areas of capacity building: public relations, impact focus, and resource attraction parameters. The results support the predictions of multitasking theory by showing that the effort invested in certain capacity-building tasks is affected considerably by seeking a specific funding source. The effects are stronger for resource attraction-related tasks than for tasks closer to the service delivery of NPOs. The results indicate that an organization’s mission affects not only the available funding sources but also the extent to which an organization invests in its capacities, which can lead to a ‘lock-in’ status for organizations.
