This article reviews the main developments in social welfare provision in East Central Europe (ECE), the emergence of nonprofit organizations as welfare providers, and changing nonprofit–government relations in social welfare provision since the early 1990s. In assessing the strengths and weaknesses of nonprofit organization (NPO)–government relations in social welfare provision in ECE, the article suggests that after establishing a firm basis by the mid-2000s, to varying degrees in different countries, nonprofits have not been able to maintain a secure independent role in the face of fluctuating government attitudes to their role and growing competition from private sector and church organizations.

This study presents the determinants of trust in light of the scientific literature on trust and governance networks. The theoretical analysis focuses on differentiation of various types of trust and its determinants at both for-profit and nonprofit organizations. Moreover, the idea of a network is presented with the main attention given to the performance of collaborative service delivery networks. On the basis of theoretical study, a longitudinal analysis was performed at institutions providing services to the homeless people in Warsaw, Poland. During the periods of 2013 and 2017 to 2018, two cohorts of field questionnaire studies were conducted among employees of 18 social welfare centers (sample based on 18 Warsaw districts) and homeless shelters run by nonprofit organizations (samples of 19 and 22, respectively). These local government institutions and nonprofit organizations comprised the collaborative service delivery network under study. Mixed-method research was applied at welfare centers and nonprofit organizations (NGOs) where both frontline and management level employees were interviewed, and some data were statistically evaluated. The research was conducted using the same questionnaires at both points in time. The research showed that, from the perspective of social welfare centers, interorganizational trust in relation to other social welfare centers and to nonprofit organizations is positively correlated with perceived interorganizational effectiveness of other actors in the network (measured by the possibility of obtaining information, promptness, commitment, completeness and correctness of documents, and assessment of employees’ knowledge). The same results were obtained from the perspective of NGOs. In addition, these correlations remained almost unchanged over time, although the research was repeated after many years using the same variables. Finally, there is no basis to state that trust is correlated with outcome perception when considering the most difficult and complex social services.

The marketization of nonprofit organizations is often taken for granted as an inevitable fact. Drawing on the institutional logics and discursive resources perspective, I examine the organizing practices of two shelters that serve homeless women in the same area. In my analysis, I argue that a Discursive approach to institutional logics has much to offer in examining differences between nonprofit organizations as these organizations enact their organizational mission. Using comparative ethnographic methods, I examine how each organization sought to enact a social welfare institutional logic, and how that enactment resulted in more normative or alternative organizing practices. At one organization the social welfare institutional logic was translated into getting clients ‘back on track’ while at the other shelter it was translated as practicing ‘hospitality’. I argue that these translations served as primary discursive resources that both enabled preferred organizational practices and productively maintained tensions between conflicting Discourses.

The interplay between formal organizing structures and the informal social networks of employees and organizations furthers the resilience of nonprofit organizations that serve the community. This case study draws on qualitative multi-pronged data collected in the aftermath of Hurricane Harvey from two faith networks of social welfare organizations serving the vulnerable in Houston, Texas. Results show that hybrid organizing of formal structures and informal networks contributes to organizational and community resilience. By examining both forms of organizing, this article shows how formal structures offer foundational support to the more informal and nimble social networks across the interorganizational partnerships that support the community. As such, this study extends the process orientation toward resilience by documenting how individuals, organizations, and networks expand organizational internal capacities through disaster relief efforts enacted across levels (employee–organization–community).

The main purpose in this study was to examine the correlations between knowledge-sharing motivation, willingness, and behavior of volunteers and paid staff in different types of social welfare nonprofit organizations. Statistical analysis of empirical data from 375 participants' questionnaires revealed the following results. Only one of the hygiene factors, extrinsic motivation, was found to be unrelated to willingness to share knowledge. All other hygiene factors were significantly related to knowledge-sharing willingness behavior, and the intrinsic motivation factor had the strongest influence on knowledge-sharing willingness and behavior.

Objective The objective of the study was to examine specific patterns of Twitter usage using common reference to tinnitus. Method The study used cross-sectional analysis of data generated from Twitter data. Twitter content, language, reach, users, accounts, temporal trends, and social networks were examined. Results Around 70,000 tweets were identified and analyzed from May to October 2018. Of the 100 most active Twitter accounts, organizations owned 52%, individuals owned 44%, and 4% of the accounts were unknown. Commercial/for-profit and nonprofit organizations were the most common organization account owners (i.e., 26% and 16%, respectively). Seven unique tweets were identified with a reach of over 400 Twitter users. The greatest reach exceeded 2,000 users. Temporal analysis identified retweet outliers (> 200 retweets per hour) that corresponded to a widely publicized event involving the response of a Twitter user to another user's joke. Content analysis indicated that Twitter is a platform that primarily functions to advocate, share personal experiences, or share information about management of tinnitus rather than to provide social support and build relationships. Conclusions Twitter accounts owned by organizations outnumbered individual accounts, and commercial/for-profit user accounts were the most frequently active organization account type. Analyses of social media use can be helpful in discovering issues of interest to the tinnitus community as well as determining which users and organizations are dominating social network conversations.
