Although attempts for formulating sustainable approaches in heritage management have been ongoing since the 1980s, sustainability dimensions in the context of ‘reconstruction’ have remained an unexplored research area. By investigating the case of the ruined Khaz’al Diwan in Kuwait, an architectural heritage site in the United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage (WH) Tentative List, we explore and compare the roles of the ‘cultural continuity’ and ‘environmental protection’ pillars of sustainability in reconstruction planning. By employing rapid ethnographic surveying and case study methods, we first investigate the approach to ‘cultural continuity’ from the State’s stance and through local community perceptions. Albeit with nuances, the surveying revealed a preference for historicist reconstruction. However, the Khaz’al Diwan, like most of the heritage structures in the Gulf region, was originally constructed with coral stone, which is now protected under environmental laws. How feasible is the use of replacement materials in terms of sustainability perspectives that is also acceptable from heritage perspectives? Considering the high cooling loads required in this climatic region, we prioritized the energy performance of the construction materials of the external walls and the roof. Computer simulations based on scenarios testing same-type and replacement construction materials revealed how the latter could be considered as an alternative in a historicist reconstruction. The discussion revolves around the environmental and cultural parameters that are instrumental in reconstruction planning. This ultimately highlights how reconstruction policies must be shaped to redefine the role and scope of material authenticity to accommodate the local environmental and cultural realities in the wider Gulf region and Middle Eastern context.

Purpose Scholarly discourses regarding heritage values for sustainable heritage management abound in heritage literature but appear elitist as they tend to exclude the perspectives of the people at the lower echelons of society. The study explored the values ascribed to a global heritage monument by the people living around a global heritage site in Ghana and the implications of their perceptual values for sustainable heritage management. Design/methodology/approach This study used the qualitative design. It was guided by Costin’s heritage values, community attachment theory and values-based approach to heritage management. Data was gathered from the local people living close to the heritage site, and the staff of Museums and Monuments Board at the heritage site. Data were gathered through focus group discussions and in-depth interviews and analysed using the thematic approach and most significant stories. Findings The results revealed that the local people were aware of the economic, aesthetic, historic, symbolic and informational values of the heritage monument but showed little attachment to the monument. The main reasons for the low attachment were the limited opportunity for them to participate in the management of the monument, and the limited opportunity for direct economic benefits from the heritage asset. Research limitations/implications A comprehensive understanding of heritage monument management that reflects the perspectives and values of the local people is imperative. Practical implications United Nations Education, Scientific and Cultural Organisation and Ghana Museums and Monuments Board could consider a more community-inclusive heritage management framework that takes cognizance of local values and perspectives to ensure sustainable heritage management and development. Social implications The values and perspectives of the local community matter in heritage management. The heritage authorities need to engage more with the community people and educate them on the best practices regarding the sustainable management of World Heritage Sites. Originality/value This paper argues that the management of global heritage sites should not be elitist in orientation and character. It should respect the principle of community participation for inclusive development.

The notion of stakeholders is becoming increasingly significant in heritage management activities and planning. It is commonly argued that individuals, groups, organizations, environs, societies, institutions, and even the natural environment can be potential stakeholders. However, most of the case heritage sites are impacted and concerned by particular stakeholders such as the local community, regional government, and NGOs. Every project has stakeholders who can influence or be influenced by the project in a positive or negative manner.  Mahasthangarh and its environs are a potential heritage site of South Asia that helps understand the chronological history and cultural development of Bengal Civilization. Like many other heritage sites in Bangladesh, Mahasthangarh faces serious threats and challenges which are damaging and waning its outstanding universal value of tangible and intangible heritage. Since site managers involve potential key stakeholders to enhance the sustainable heritage management, planning, reduce the possibility of conflict, increase the stakeholders’ ownership through regular communication, raising awareness, educational activities, and building campaigns, and to augment the community’s trust in heritage management; without the effective role of stakeholders, the outcomes are precarious and can be catastrophic. The paper will demonstrate the possibilities of using the roles of stakeholders as potential tools for safeguarding and managing the heritage site by using Mahasthangarh and its environs as a case study.

This research presents the value of historic urban landscape (HUL) elements in influencing the character of George Town UNESCO World Heritage Site (WHS), Penang, Malaysia. The values were perceived by the local community of different social-cultural groups that occupied the study area. The historic urban landscape elements constitute towards the protection of its townscape. The identification of the heritage elements influenced by the community interaction with their environment. This study also helps to define the character of a place, as well as reflecting its historical significance. The study adopted four techniques to gather both qualitative and quantitative data, including questionnaire survey, in-depth interview, visual survey and content analysis. In general, the local community has the capability in valuing the historic urban landscape values. The outcomes of their perceptions became the statement of the historic urban landscape values, which are expected to lead to the development of the areas. The community evaluation and perception can be expanded in implementing any development of the historic urban area by the authority.

AbstractThe application of digital technologies has greatly improved the efficiency of cultural heritage documentation and the diversity of heritage information. Yet the adequate incorporation of cultural, intangible, sensory or experimental elements of local heritage in the process of digital documentation, and the deepening of local community engagement, remain important issues in cultural heritage research. This paper examines the heritage landscape of tunpu people within the context of digital conservation efforts in China and the emergence of emotions studies as an evaluative tool. Using a range of data from the Ming-era village of Baojiatun in Guizhou Province, this paper tests an exploratory emotions-based approach and methodology, revealing shifting interpersonal relationships, experiential and praxiological engagement with the landscape, and emotional registers within tunpu culture and heritage management. The analysis articulates distinctive asset of emotional value at various scales and suggests that such approaches, applied within digital documentation contexts, can help researchers to identify multi-level heritage landscape values and their carriers. This methodology can provide more complete and dynamic inventories to guide digital survey and representation; and the emotions-based approach also supports the integration of disparate heritage aspects in a holistic understanding of the living landscape. Finally, the incorporation of community participation in the process of digital survey breaks down boundaries between experts and communities and leads to more culturally appropriate heritage records and representations.

Improving the environmental life cycle performance of buildings by focusing on the reduction of greenhouse gas (GHG) emissions along the building life cycle is considered a crucial step in achieving global climate targets. This paper provides a systematic review and analysis of 75 residential case studies in humid subtropical and tropical climates. The study investigates GHG emissions across the building life cycle, i.e., it analyses both embodied and operational GHG emissions. Furthermore, the influence of various parameters, such as building location, typology, construction materials and energy performance, as well as methodological aspects are investigated. Through comparative analysis, the study identifies promising design strategies for reducing life cycle-related GHG emissions of buildings operating in subtropical and tropical climate zones. The results show that life cycle GHG emissions in the analysed studies are mostly dominated by operational emissions and are the highest for energy-intensive multi-family buildings. Buildings following low or net-zero energy performance targets show potential reductions of 50–80% for total life cycle GHG emissions, compared to buildings with conventional energy performance. Implementation of on-site photovoltaic (PV) systems provides the highest reduction potential for both operational and total life cycle GHG emissions, with potential reductions of 92% to 100% and 48% to 66%, respectively. Strategies related to increased use of timber and other bio-based materials present the highest potential for reduction of embodied GHG emissions, with reductions of 9% to 73%.

In recent times, satellite-based remote sensing has a growing role in archaeology and inherently in the cultural heritage management process. This paper demonstrates the potential and usefulness of satellite imagery for the documentation, mapping, monitoring, and in-depth analysis of cultural heritage and the archaeological sites located in urban landscapes. The study focuses on the assessment and monitoring of Alba Iulia, which is one of the Romanian cities with the richest historical past. Multitemporal analysis was performed to identify the land use/land cover changes that might contribute to an increased cultural heritage vulnerability to natural disasters. A special emphasis was dedicated to the assessment of the built-up area growth and consequently of the urbanization trend over a large time interval (30 years). Next, the urbanization and urban area expansion impact was further analyzed by concentrating on the urban heat island within Alba Iulia city and Alba Iulia Fortress (located in the center of the city). As temperature change represents a key element of climate change, the temperature trend within the same temporal framework and its impact on cultural heritage were determined. In the end, with regard to the cultural heritage condition assessment, the research was complemented with an assessment of the urban ground and individual building stability, using persistent scatterer interferometry. The results contribute to the detailed depiction of the cultural heritage site in such a manner that the site is monitored over an extensive timeframe, its current state of conservation is accurately determined, and the future trends can be identified. In conclusion, the present study offers reliable results regarding the main factors that might endanger the cultural heritage site as a basis for future preservation measures.

Distinctiveness is a fundamental part of defining place identity. This paper aims to define the identity of place through the distinctiveness of the urban heritage of Chiang Mai Old City, Thailand. Chiang Mai Old City has unprecedented levels of diversity and a cultural dynamics related to its intangible and tangible urban heritage. Moreover, the city is in the important stage of being nominated as a new World Heritage Site of UNESCO, with the city’s distinctiveness being significant in supporting further heritage management strategies. The research presented in this paper mainly focuses on how local people interpret and understand the urban heritage identity of Chiang Mai Old City. This has been achieved through surveys of four hundred participants who live in the Old City and a two-way focus group with five participants in each group. The results provide seven aspects to describe the distinctiveness of Chiang Mai Old City. Moreover, the results can also be used to develop an assessment indicator for defining the distinctiveness of other cities through the engagement of local people.

The paper addresses sustainability, heritage, management, and communication from UNESCO’s Marine World Heritage (MWH) perspective, analyzing its digital narrative footprint through social media. It aims to understand how MWH is conceptualized, managed, and communicated and whether it is framed with sustainability and biocultural values facilitating interactivity, engagement, and multimodal knowledge. Hence, a content analysis of the Instagram accounts of the MWH of Outstanding Universal Value (OUV) sites and protected areas has been conducted. The study included evidence from their Instagram profile, posts, features, and reactions. The findings indicated the dearth of a management and communication strategy being shared among and across UNESCO’s MWH of OUV sites and protected areas, capturing the “lifeworld” and the “voice” of the marine heritage as unified. They also revealed that nature and human, and biological and socio-ecological ecosystems of MWH of OUV sites and protected areas are not interlinked in marine heritage management and communication featuring the whole and the entirety of the marine heritage site ecosystem. The lack of this expansion of meaning and engagement does not facilitate the shift of the route in the marine-scape, from discovery and being listed as World Heritage to human-nature interaction, diversity, dynamicity, and ocean literacy. The study contributes to setting the ground rules for strengthening marine heritage management and communication in light of the United Nations Sustainable Development Goals (SDGs) and the Ocean Literacy Decade (2021–2030).
