The notion of stakeholders is becoming increasingly significant in heritage management activities and planning. It is commonly argued that individuals, groups, organizations, environs, societies, institutions, and even the natural environment can be potential stakeholders. However, most of the case heritage sites are impacted and concerned by particular stakeholders such as the local community, regional government, and NGOs. Every project has stakeholders who can influence or be influenced by the project in a positive or negative manner.  Mahasthangarh and its environs are a potential heritage site of South Asia that helps understand the chronological history and cultural development of Bengal Civilization. Like many other heritage sites in Bangladesh, Mahasthangarh faces serious threats and challenges which are damaging and waning its outstanding universal value of tangible and intangible heritage. Since site managers involve potential key stakeholders to enhance the sustainable heritage management, planning, reduce the possibility of conflict, increase the stakeholders’ ownership through regular communication, raising awareness, educational activities, and building campaigns, and to augment the community’s trust in heritage management; without the effective role of stakeholders, the outcomes are precarious and can be catastrophic. The paper will demonstrate the possibilities of using the roles of stakeholders as potential tools for safeguarding and managing the heritage site by using Mahasthangarh and its environs as a case study.

Purpose Scholarly discourses regarding heritage values for sustainable heritage management abound in heritage literature but appear elitist as they tend to exclude the perspectives of the people at the lower echelons of society. The study explored the values ascribed to a global heritage monument by the people living around a global heritage site in Ghana and the implications of their perceptual values for sustainable heritage management. Design/methodology/approach This study used the qualitative design. It was guided by Costin’s heritage values, community attachment theory and values-based approach to heritage management. Data was gathered from the local people living close to the heritage site, and the staff of Museums and Monuments Board at the heritage site. Data were gathered through focus group discussions and in-depth interviews and analysed using the thematic approach and most significant stories. Findings The results revealed that the local people were aware of the economic, aesthetic, historic, symbolic and informational values of the heritage monument but showed little attachment to the monument. The main reasons for the low attachment were the limited opportunity for them to participate in the management of the monument, and the limited opportunity for direct economic benefits from the heritage asset. Research limitations/implications A comprehensive understanding of heritage monument management that reflects the perspectives and values of the local people is imperative. Practical implications United Nations Education, Scientific and Cultural Organisation and Ghana Museums and Monuments Board could consider a more community-inclusive heritage management framework that takes cognizance of local values and perspectives to ensure sustainable heritage management and development. Social implications The values and perspectives of the local community matter in heritage management. The heritage authorities need to engage more with the community people and educate them on the best practices regarding the sustainable management of World Heritage Sites. Originality/value This paper argues that the management of global heritage sites should not be elitist in orientation and character. It should respect the principle of community participation for inclusive development.

Tourism is an important component of the Indonesian economy as well as a significant source of the country’s foreign exchange revenues. According to the Center of Data and Information - Ministry of Culture and Tourism, the growth of foreign visitor arrivals to Indonesia has increased rapidly by 9.61 percent since 2010 to the present. One of the most potential tourism destinations is Komodo Island located in East Nusa Tenggara. With the island’s unique qualities, which include the habitat of the Komodo dragons and beautiful and exotic marine life, it is likely to be one of the promising tourism destinations in Indonesia and in the world. In 1986, the island has been declared as a World Heritage Site by UNESCO. The Ministry of Culture and Tourism continuously promotes many of the country’s natural potential in tourism through various media: printed media, television and especially new media. However, there are challenges for the Indonesian tourism industry in facilitating entrepreneurship skills among the local people in East Nusa Tenggara. According to the Central Bureau of Statistics (2011), East Nusa Tenggara is considered as one of the poorest provinces in Indonesia where the economy is lower than the average, with a high inflation of 15%, and unemployment of 30%. This research is needed to explore further the phenomenon behind the above facts, aiming at examining the role of new media in facilitating entrepreneurship in the tourism industry in Komodo Island. The paper addresses sustainability, heritage, management, and communication from UNESCO’s Marine World Heritage (MWH) perspective, analyzing its digital narrative footprint through social media. It aims to understand how MWH is conceptualized, managed, and communicated and whether it is framed with sustainability and biocultural values facilitating interactivity, engagement, and multimodal knowledge. Hence, a content analysis of the Instagram accounts of the MWH of Outstanding Universal Value (OUV) sites and protected areas has been conducted. The study included evidence from their Instagram profile, posts, features, and reactions. The findings indicated the dearth of a management and communication strategy being shared among and across UNESCO’s MWH of OUV sites and protected areas, capturing the “lifeworld” and the “voice” of the marine heritage as unified. They also revealed that nature and human, and biological and socio-ecological ecosystems of MWH of OUV sites and protected areas are not interlinked in marine heritage management and communication featuring the whole and the entirety of the marine heritage site ecosystem. The lack of this expansion of meaning and engagement does not facilitate the shift of the route in the marine-scape, from discovery and being listed as World Heritage to human-nature interaction, diversity, dynamicity, and ocean literacy. The study contributes to setting the ground rules for strengthening marine heritage management and communication in light of the United Nations Sustainable Development Goals (SDGs) and the Ocean Literacy Decade (2021–2030).

Purpose This paper aims to explore the role of university in promoting, generating and sustaining social innovation (SI). It aimed to understand how higher education institutions have extended their contribution beyond the traditional function of teaching and research to perform in socio-economic problem-solving. It looks at the kinds of contributions which universities potentially make to SI processes, and the effects that this has on the direction and magnitude of SI, and by implication social development. This was done by drawing lessons from a SI project that the University of the Western Cape has been involved in, i.e. Zenzeleni Networks Project. Design/methodology/approach To address the research question with this framework, the author adopted an exploratory research design using a case study. This research is qualitative, exploratory and descriptive, based on a case study built with secondary data. Findings This paper submits that universities can potentially function as key role players in promoting SI initiatives and fostering social transformations. Universities contribute with different kinds of resources and inputs to foster new SI ideas. Originality/value The paper suggests that socially innovative university projects may contribute to community social sustainability maintaining social cohesion by increasing social capital and providing resources for the empowerment of the marginalised communities. In so doing, they contribute to overcome social exclusion and promote more sustainable forms of development at community level. More research is needed on how universities can build community networks with local community partners, who can use the insights of academic research to replicate interventions and move to scale.

ABSTRAK: Permasalahan pokok dalam penelitian ini adalah: (1) Apa latar belakang terbentuknya Desa Talaga Besar Kecamatan Talaga Raya Kabupaten Buton Tengah? (2) Bagaimana berkembangan Desa Talaga Besar Kecamatan Talaga Raya Kabupaten Buton Tengah Tahun 1977-2017? Metode sejarah tersebut adalah: (a) Pemilihan topik (b) Heuristik (Pengumpulan Data) (c) Verifikasi (Kritik Sejarah) (d) Interpretasi (e) Historiografi (kritik sejarah). Hasil penelitian ini menunjukan bahwa: (1) Desa Talaga Besar awalnya hanya dijadikan tempat untuk berkebun atau bercocok tanam, misalnya menanam jagung dan ubi kayu sebagai makanan pokok masyarakat setempat dan pada umumnya masyarakat Buton. Karena seiring berjalannya waktu dan peradaban serta jumlah penduduk semakin bertambah banyak. Pemerintah daerah berinisiatif memekarkan desa Talaga Besar menjadi desa definitif. Faktor-faktor yang mendukung terbentuknya Desa Talaga Besar ini ialah: (a) Adanya peranan pemimpin yang selalu memberikan motivasi kepada warga untuk aktif dalam setiap kegiatan yang sifatnya membangun. (b) Faktor pendukung diantaranya faktor geografis (wilayah), faktor demografi (penduduk), dan faktor ekonomi. (2) Perkembangan Desa Talaga Besar dalam bidang ekonomi, sebagian besar masyarakat Talaga Besar menggantungkan hidupnya di bidang pertanian dan perdagangan yang telah dilakukan dan dikembangkan secara turun temurun. Di bidang sosial, hubungan sosial kemasyarakatan antara warga Desa Talaga Besar cukup harmonis. Di bidang pendidikan, perkembangan pendidikan di Desa Talaga Besar pada khususnya dan Kecamatan Talaga Raya pada umumnya mengalami perkembangan pendidikan yang boleh dikatakan sudah cukup baik dan infrastruktur lebih baik bila dibandingkan dengan keadaan sebelumnya. Kata Kunci: Sejarah, Desa, Talaga BesarABSTRACT: The main problems in this study are: (1) What is the background of the formation of Talaga Besar Village, Talaga Raya District, Buton Tengah Regency? (2) How did the development of Talaga Besar Village, Talaga Raya District, Buton Tengah Regecy Year 1977-2017? The historical methods are: (a) Selection of topics (b) Heuristics (Data Collection) (c) Verification (Historical Criticism) (d) Interpretation (e) Historiography (historical criticism). The results of this study indicate that: (1) Talaga Besar Village was originally only used as a place for gardening or farming, for example planting corn and cassava as a staple food for the local community and in general the Buton people. Because over time and civilization as well as the population increases. The regional government took the initiative to split the village of Talaga Besar into a definitive village. The factors that support the formation of the Talaga Besar Village are: (a) There is a role of leaders who always motivate citizens to be active in any constructive activity. (b) Supporting factors include geographical factors (region), demographic factors (population), and economic factors. (2) The development of Talaga Besar Village in the economic field, most of the Talaga Besar people depend their lives on agriculture and trade which have been carried out and developed for generations. In the social field, social relations between the people of Talaga Besar Village are quite harmonious. In the field of education, the development of education in the village of Talaga Besar in particular and the Talaga Raya sub-district in general experienced a development of education which was arguably quite good and the infrastructure was better when compared to the previous situation. Keywords: History, Village, Great Talaga

In recent years, central and local governments have carried out studies to establish a legal administrative infrastructure for urban design and to develop urban design guidance to preserve the identity of historic cities under the pressure of rapid urbanization in Turkey. The main aim of this article is to explain how we implemented a participatory urban design guidance (PUrDeG) model for cultural heritage sites, which was developed as part of a research project. We explain how we used various techniques to engage various actors in preparing urban design guidelines for a cultural heritage site. In addition, the article discusses the importance of community engagement techniques and processes in developing urban design guidance, and the context of guidelines for sustainable conservation of cultural heritage sites with examples from the United Kingdom and Turkey. It then presents a case study conducted in the Hanlar District, a Unesco world heritage site in Bursa, Turkey. The case study includes research on planning decisions, site analysis, a survey of urban residents, in depth interviews with local artisans, and an urban design workshop with various actors. The main outcomes of this study include a presentation of how to use various community engagement techniques to prepare urban design guidelines for cultural heritage sites in Turkey, an urban design guidance system for Bursa, and a list of recommendations related to urban design guidelines for the Hanlar District and Bursa in the light of UK experience.

<p>Old St Paul’s is an iconic New Zealand heritage site managed by Heritage New Zealand.¹ It is a site that tells both national and local stories and draws a wide range of international and domestic visitors. Key recommendations made by the New Zealand Ministry of Tourism in their 2010 and 2015 strategies were that the country is no longer automatically perceived as ‘authentic’² by international visitors, and that heritage in New Zealand should be striving to deliver engaging, educational and rich cultural and social experiences.  Using Old St. Paul’s as a case study, this research asks if New Zealand heritage sites are providing exhibitions, interpretation and stories that successfully communicate the site management’s presentation goals to visitors. This relationship is evaluated through the exhibitions and interpretation used by site management, and compared with visitor understanding and their experience of these.  This research uses interviews and visitor surveys to gauge the management/visitor relationship at Old St. Paul’s. An in-depth interview with the site’s manager is analysed and presented comparatively against the results gained from conducting visitor surveys. This research provides an investigation into contemporary heritage practice in New Zealand and offers a pilot study for future development in the heritage sector. Furthermore, it is suggested that heritage sites could adopt similar summative practices to those used in the museum sector in order to monitor visitor satisfaction and the perception of quality.</p>

Urban regeneration has become a key issue in the development of contemporary cities. The paper discusses bottom-up regeneration practices performed by inhabitants of a decaying inner-city neighbourhood under post-socialist conditions, which differ notably from the widely researched Western European context. Results of a qualitative study in Wrzeszcz Dolny, Gdańsk, have indicated the leading role of newcomers to the area in animating bottom-up regeneration efforts, which in turn translate into an activation and integration of the local community. Thus, it is argued that an in-migration into the inner city, usually interpreted as gentrification, does not necessarily generate losses for the indigenous inhabitants but can also bring a desired social change and significantly contribute to the building of inclusive civil society. The presented case study therefore signals the need for a careful investigation and precise labelling of the post-socialist inner-city transformation processes, as well as demonstrates how increasing participation might be employed as the potential antidote to ills associated with gentrification.

   Tansen is renowned for its natural settings, historic buildings and a living cultural heritage that have remained, from medieval period until now. By UNWTO statistics,internationally, cultural tourism comprises 39% of the total tourism arrivals. This reaffirms that offering greater access to the cultural and heritage assets would give Tansen a competitive edge over the other tourist destinations and increase its attractiveness as a top tourist destination in Nepal. This article is related to study of how the heritage sites could be revived to make the cultural heritage tourism sustainable and regain Tansen’s economic vibrancy that has been depleting in the recent times. The purpose of the study is to examine the current state of the cultural heritage management in Tansen, to examine the prospect of revitalizing the cultural heritage assets and; to examine the role of the local communities in these aspects. The methods used in the study were site observations, a key informant interview of experts including the city Mayor, tourism entrepreneurs, site mangers and opinion survey of tourists and the local community resident. The study shows that local population has a positive opinion and initial enthusiasm on the emerging tourist arrivals after the restoration of Rani Mahal, but their role is marginalized in the process. This is the key proposition to start an initiative for the local communities to actively participate in tourism development projects. ‘Revitalizing the Rani Mahal heritage’ launched through the Public Private Partnership with support from UNESCO could build the trust amongst the high end international as well as domestic tourist and attract more investments to conserve, protect and promote the heritage capital stocks for the Tansen tourism development.

PurposeThe study aims to analyze the development of Omani heritage legislation against the UNESCO World Heritage Convention (WHC), 1972 and WHC Operational Guidelines (WHC-OGs) to predict the possible effects of the recent developments on the management of the World Heritage Site in Oman.Design/methodology/approachThis study discusses the development of the heritage protection legislation in Sultanate of Oman since 1970; it analyses the Omani Cultural Heritage Law 35/2019 against the recommendations of the UNESCO WHC as well as the requirements of the World Heritage Operational Guidelines. Moreover, the research investigates the possible effects of the recent heritage legislation developments on the management of Bahla Fort and Oasis in Oman, which is the first Omani World Heritage Site and the only site with special management regulations.FindingsThe paper outlines the effects of both the Omani Cultural Heritage Law 35/2019 and the Special Management Regulations 81/2019 on the implementation of the Bahla Management Plan. Additionally, the research establishes how the customization of heritage legislation as a special heritage management regulation facilitates the implementation of national legislation to solve specific local problems.Originality/valueThe study establishes the significance of developing comprehensive legislation to protect and manage the rich Omani cultural heritage and World Heritage Sites in alignment with the WHC and the WHC-OGs.
