With the increasing level of air pollution and fine dust, many countries are trying to prevent further environmental damage, with various government legislations, such as the Kyoto Protocol and the Paris Agreement. In the transportation field, a variety of environmental protection schemes are also being considered (e.g., banning old diesel vehicles, alternate no-driving systems, electric car subsidies, and environmental cost charging by tax). Imposing environmental constraints is a good approach to reflect various environmental protections. The objective of this research was to analyze the mode-choice and route-choice changes based on imposing environmental constraints. For the objective, a combined modal split and traffic assignment (CMA) model with an environmental constraint model was developed. For the environmental constraint, carbon monoxide (CO) was adopted, because most of the CO emissions in the air are emitted by motorized vehicles. After a detailed description of the model, the validity and some properties of the model and algorithm are demonstrated with two numerical examples (e.g., a small and a real network in the city of Winnipeg, Canada). From the numerical results, we can observe that imposing the small restriction (or strict) value has more efficiency in mode change and reducing network emission.

This model and its simultaneous calibration method seek to ensure that travel choices are represented consistently, thereby offering an operational method for implementing and solving the four-step travel forecasting procedure with feedback.

This study provides a gradient projection (GP) algorithm to solve the combined modal split and traffic assignment (CMSTA) problem. The nested logit (NL) model is used to consider the mode correlation under the user equilibrium (UE) route choice condition. Specifically, a two-phase GP algorithm is developed to handle the hierarchical structure of the NL model in the CMSTA problem. The Seoul transportation network in Korea is adopted to demonstrate an applicability in a large-scale multimodal transportation network. The results show that the proposed GP solution algorithm outperforms the method of the successive averages (MSA) algorithm and the classical Evan’s algorithm.

Abstract There is a long-standing debate over whether new roads unavoidably lead to environmental damage, especially forest loss, but causal identification has been elusive. Using multiple causal identification strategies, we study the construction of new rural roads to over 100,000 villages and the upgrading of 10,000 kilometers of national highways in India. The new rural roads had precisely zero effect on local deforestation. In contrast, the highway upgrades caused substantial forest loss, which appears to be driven by increased timber demand along the transportation corridors. In terms of forests, last mile connectivity had a negligible environmental cost, while expansion of major corridors had important environmental impacts.

Green economy can effectively solve the issue of environmental damage happened during economic development. Meanwhile, many countries have taken the development of green economy as an economic development mode, in which the protection of ecological and environmental, and the development of economic and social could be simultaneously realized. Since the deteriorating environmental situation has seriously affected the healthy development of human society, the environmental cost management should be incorporated into the enterprise cost management research as soon as possible. This paper mainly studies the theory of natural resources and environmental system in the enterprise cost management theory, discusses the enterprise environmental cost management, confirmation and measurement under low carbon economy, provides new ideas for improving the enterprise environmental cost theory and realizing the sustainable development of economy.

With the in-depth development of the trend of scientific and technological innovation and the implementation of the “Double First-Class” strategy, universities shouldering the scientific research task are constantly promoting the development of scientific research projects with the support of national policies and the scientific research funds are also significantly increased. However, due to the defects of the existing internal control system of scientific research funds in universities, scientific research corruption cases occur frequently. Therefore, it is urgent to build a strong internal control system of scientific research funds to meet the development requirements of the “Double First-class” strategy. For this reason, this paper uses the method of case study, combines the five elements of the COSO internal control system and the internal control norms of Chinese administrative institutions, selects three typical cases of university research corruption, and finally constructs the internal control constraint model of university research funds. This model puts forward suggestions to improve the internal control system of the scientific research funds in universities from four aspects of environmental constraint, psychological constraint, control constraint, and regulatory constraint. Through the construction of the model, it is expected to provide some reference for the construction of the internal control system of scientific research funds in universities.

Environmental damage due to over-exploitation by employers without thinking about environmental improvements result in long-term environmental damage. Allocation of environmental costs, making high expenses on companies that ultimately will reduce net income. This study will examine companies that have great potential to damage the environment, but the company is willing to make the allocation of environmental costs in its income statement, and the company also wants to follow the PROPER program created by the Ministry of Environment for the period 2011 to 2013. The research was conducted using secondary data in www.idx.co.id and www.proper.menlh.go.id. Financial Statements of the company that made the sample examined by checking whether there is environmental damage costs are allocated and check the results of PROPER (Program Performance Rating). This study will determine whether the company identifying, recognizing, measuring and presenting the cost of environmental damage in the Financial Statements. Results obtained from secondary data is that many companies have yet to identify, acknowledge, measure and present the cost of the destruction of nature in the financial statement, the company may have a cost allocation but still use the Incidental Charges account, so that when the pages are checked through www.idx.co.id charge is not visible. It is expected that in the future the company create its own environmental cost allocation account so that it can be easily identified by users of Financial Statements.
