In response to the COVID-19 pandemic, South Korea is moving to establish a national industry strategy to reduce regional inequalities within the country through the Green New Deal. Thus, it is important to closely integrate the aim of reducing greenhouse gas emissions from the Green New Deal with that of reducing deepening regional inequality from the Regionally Balanced New Deal. To accomplish these dual aims, this study provides a collaborative trans-regional R&D strategy and a precise framework with three key dimensions: regional, technological, and organizational. We demonstrate that future mobility is the most important project of the Green New Deal, comprising 1963 nationally funded projects worth USD 1285.4 million. We also illustrate the level of government investment in nationally funded research projects related to future mobility for 17 different regions and seven different technology clusters related to future mobility, and determine which research organizations played an important role in each cluster for all 17 regions between 2015 and 2020. Our results indicate that the capital region and Daejeon have high innovation capability in many future mobility-related research fields, whereas some regions have capabilities in specific research fields such as hydrogen infrastructure, indicating their relative competitiveness.

South Korea developed its hydrogen strategies to achieve carbon neutrality and dominate the hydrogen economy amidst, and with the impetus, of the coronavirus disease 2019 (COVID-19) pandemic. The government strives toward the goal via continuous investment in green hydrogen technologies, as well as strategic collaborations. To facilitate the transition into the hydrogen economy, this study presents a research and development (R&D) investment and collaboration framework as a national strategy. The framework offers abundant information to elucidate the technology, R&D spectrum, and regional dimensions of the strategy. Furthermore, the proposed framework was applied to the Korean hydrogen economy comprising 955 nationally funded projects worth USD 565.7 million. The statuses and trends of the government’s investment in nationally funded research projects are illustrated with regard to the value chains of the hydrogen economies of 16 regions, as well as nine technology clusters relating to the hydrogen economy, thereby determining the research organizations that played crucial roles in each cluster of the 16 regions between 2015 and 2020. The results indicate that the research organizations in Daejeon acquired the highest government R&D funding in many hydrogen-economy-related research fields, and that an R&D spectrum-based research/strategic collaboration is required to accomplish specialized complexes in the regions.

South Korea and Japan are two large contributors to global greenhouse gas emissions. In October 2020, President Moon Jae-in and Prime Minister Suga Yoshihide declared that their countries would aim for carbon neutrality by 2050. The Moon administration presented the Korean version of the New Deal that includes its Green New Deal, whereas the Suga administration completed its strategy aiming for green growth. Both countries emphasize the importance of energy transition through the expansion of green energy in power generation. However, they show some significant differences in dealing with nuclear energy. The purpose of this article is to compare the two countries’ energy policies and analyze the rationales and political dynamics behind their different approaches to nuclear energy. The study reveals that the contrast between the two political systems has resulted in differences between their policies. This study depends on comparative methods that use primary sources, such as governmental documents and reports by local news media.

This paper reviews the development of South Korea’s national research and development (R&D) in graphene technology, focusing on projects that have been classified as “green” technology. A total of 826 projects (USD 210 billion) from 2010 to 2019 were collected from the National Science and Technology Information Service (NTIS), which is full-cycle national R&D project management system in South Korea. Then we analyzed its R&D trend by conducting diverse text mining methods including frequency analysis, association rule mining, and topic modeling. The analysis suggests that the number of graphene green technology (GT) R&D projects and the research expenses will show a rising curve again in the incumbent government along with the implementation of the Korean New Deal policy, which integrates the Green New Deal and the Digital New Deal.

This paper explores the recently announced “Green New Deal” policy of South Korea as a sustainability transition strategy. Originally proposed as a post-COVID-19 stimulus plan, the Green New Deal is a sustainability-centered strategy for building a low-carbon and climate-neutral economy. The Green New Deal sets out eight targets to be accomplished under three strategic areas: green urban development, low-carbon decentralized energy, and innovative green industry. The Deal also takes measures to protect the people and sectors at a higher risk of being left behind in the process of the economic transition. It is an upgraded version of the “Green Growth” national policy, with more emphasis on sustainability in addition to the growth aspect. This paper will examine the accomplishments and challenges during the Green Growth policy era and argue why the transition to the new Green New Deal is necessary for a sustainability transition.

Recently, many articles co-authored by librarians have been published in non-library and information science journals. This may indicate that embedded librarians are actively working as research partners in various fields. However, studies have rarely discussed the roles and experience of embedded librarians and, unlike the USA and European countries, the activities of embedded librarians in Korea are not well reported. This study collected and analysed co-authored articles from Korean faculty and librarians. In addition to identifying the role of the embedded librarian by analysing the author-contributions texts of the articles, the study examined the backgrounds of librarians and the difficulties of collaborating through interviews with librarian authors. The results of the analyses show that the number of collaborative articles by faculty and embedded librarians increased over the years and, of these, almost 70% were medical publications. The roles of the librarians outlined in the author-contributions texts were as reported in previous studies but, in many cases, their role was more significant than traditional liaison work, such as reporting the study’s methodology or approving the final draft. In the interviews, the embedded librarians expressed that they had experienced some difficulties, such as lack of time, insufficient guidelines and an inadequate curriculum in their library and information science department. For librarians to be recognized as research partners, they need to communicate well with team members and have knowledge, skills and abilities related to the research. Further, to achieve this collaboration, the curriculum of departments should be reformed. If such efforts are made, it is expected that embedded librarians will continue to excel in their role as liaison librarians, which has contributed to supporting research projects.

It is not always easy, not only for beginners but also for experts, to find out newly research subjects or grasp analytically research trends (or directions). This work is one of the intelligent tasks. Traditionally, some investigations or research projects focused on the challengeable task of human-oriented creativeness: The efforts are very stable and the results make the basic framework or fundamental ideas clear one by one for strictly-constrained application of human-activity. This task is closely dependent on the global framework of knowledge management with respect to the support from human creative activity. In this paper, we discuss a computer-support method to arrange already-read papers analytically and then discuss the research topics related to currently focused research fields or research trends derived from the existing papers and researcher's interests. Our idea is to realise this paper inquiry method in three procedural steps, such as arranging paper contents, grasping relationships among papers and investigating research subjects followed by already-referred papers, and also make users interact with individually-generated results by controlling spirally three steps.
