Contemporary cities generally lack the balance between the development of the spatial structure and the communication possibilities of the inhabitants. The high motorisation rate in Poland, as well as in other European countries, and the preferred choice of individual means of transportation have both contributed to a significant increase in congestion over the last 10 years. The aim of this research was to try to establish to what extent a consciously conducted parking policy can help control the mobility of inhabitants of selected Polish cities. The starting point for the analysis was the availability of parking spaces in residential areas, introduced as an imposed indicator in the operative planning documents. As part of the research, the authors of this paper analyzed the legal provisions of the operative Local Spatial Development Plans (MPZP) concerning the parking function for housing estates five of the biggest cities in Poland. The results were confronted with data on selected European cities. Nearly 550 planning documents from the years 2000–2019 and parking standards operating in individual countries were cataloged and analyzed. The research results show that for 20 years Polish cities have mainly been using the possibility of determining the minimum rate of parking spaces. Regulations attempting to limit the number of cars are incidental. However, this is a necessary direction of legislative changes.

Since 2013, the European cities have been encouraged to develop local Sustainable Urban Mobility Plans (SUMPs) according to the specific procedure that was launched by the Directorate-General for Mobility and Transport (DG Move) and updated in 2019. One of the most critical steps in this 12-step procedure is the assessment—with specific criteria—of all the alternative measures and infrastructure, which will be optimally combined, in order to better satisfy the problems and the achieve the vision of each area. The aim of the current work is to present the development and implementation of a methodological framework based on the use of multicriteria analysis. The framework targets the capturing of opinions of the relevant local experts in order to evaluate alternative sustainable mobility measures, and also prioritize them using the Sustainable Mobility Efficiency Index (SMEI).

Due to the policy of the Doi moi in Vietnam started in 1986, Hanoi has undergone many important changes. Currently, Hanoi's traffic is characterized by seemingly continuous motorcycle flows - a representative of high personal mobility in the context of rising incomes. Congestion, dust, pollution, insecurity, overload, etc., they are important keywords to describe Hanoi's urban traffic. Hanoi has put in place a number of policies to improve the transportation system. In 2017, in Hanoi's new mobility improvement project, there is a regulation on motorcycles: “The municipality will zone by limiting the activities of motorcycles according to the infrastructure and the service capacity of the public transportation system to stop motorcycle activities in the central districts in 2030” that becomes controversial. This article, based on the results of surveys assessing the level of satisfaction and desires of people about traffic at the KDTMs of Hanoi, analyzes the differences between the wishes of the municipality and the practices of Hanoi, through habits, modes of mobility of KDTM residents - the new residential areas of Hanoi that bring a different atmosphere of habitat compared to existing neighborhoods, by changing the mode of (re)making of the city. How will the traffic of KDTM residents be affected by this decision as well as how KDTMs will participate in the sustainable transportation of Hanoi?. It is the KDTMs with their “novelties” that will have to become pioneers creating opportunities of the changing of Hanoi traffic. Abstract A sedentary lifestyle is a primary risk factor of non–communicable diseases in Western Countries causing major health problems for individuals and great economic costs for the society as a whole. Getting more active can be easily achieved by introducing active travel into everyday life. Unattractive built environments, poor connections and car-dominated spaces are too often discouraging people from being more active. However, we are witnessing the rise of a new urban mobility culture in cities.

Abstract Where should office building concentrations be located in cities? What kind of factors has an influence on its locations? The aim of the research is to examine factors of office locations in cities. Selected office building concentrations in European cities were investigated as case studies. The research method was the spatial decision paradigm. The style, one of the main elements of the paradigm, was selected to answer the research question. The style was defined a composition of existing urban structures. Basic elements of urban composition in selected European cities were examined closely. Research results are conditions of office building concentration locations in European cities in term of urban composition. Such knowledge should be a base of decision-making processe during preparing master plans and city development plans.
