The question of how the complexity of water governance may be understood beyond a heuristic concept remains unanswered. In this paper, we propose a Water Governance Complexity Framework to address the complexity of water governance. Through a literature review, rapid surveys, and 79 semi-structured interviews, we propose how this framework may be operationalized using different proxies and by applying it to the case of the water supply system for domestic use in Oaxaca, Mexico. In places such as the rural communities of Oaxaca, where the state plays a partially absent role in the water supply, we found legal pluralism and diverse formal and informal stakeholders in a multi-level structure. At the local level, four modes of governance were identified, resulting from seven institutional change trajectories. These trajectories result from linear (alignment) and non-linear (resistance and adaptation) interactions between local, state, and national institutions over different periods. We provide a pragmatic framework to understand complexity through the organization and historical configurations of water governance that may be applied globally, providing a necessary starting point and solid foundation for the creation of new water policies and law reforms or transitions to the polycentric governance model to ensure the human right to water and sanitation.

Abstract The Royal Belum State Park (RBSP) is gazette as a reserve area in Malaysia is covered by 90% of forest and inhabited by mostly the Jahai tribes. One of the hardships of these indigenous Jahai is to retrieve drinkable water from clean water resource. Due to the constraint of development in the rural area of forest reserve RBSP, a sustainable water supply system project needs to ease the tribe. Hence, this study investigates the potential for a water supply system towards environmental sustainability as a starting point for an environmentally sustainable water supply project at RBSP. The investigation is conducted using the Systematic Literature Review (SLR) on the existing literature with Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA). The statement review method from Scopus and Web of Science databases have recognized 12 out of 84 related research articles searched worldwide on a topic related to the rural sustainable water supply. Findings from the 12 sustainable water supply research articles reveal two main considerations in determining the water supply which are the local context and water sources availability. Hence, a site visit to RBSP is recommended to further investigate the potential water supply system towards environmental sustainability at the research location.

The study explores access to water supply system of tea pickers in six tea estates of Sylhet division of Bangladesh—Malnichhera, Lackaturah, Keramotnagor, Balishera, Kalagul and Rashidpur. Drawing upon a systematic set of semi-structured interviews and cross-sectional data collected randomly from 300 tea pickers, the study considers men and women’s access to (un)safe water by addressing their sources of both drinking and using water for daily usages and the distances from home to sources by including their concern about safe water and its related diseases.

The government of Indonesia is obliged to provide continuous supply of drinking water in good quality to the people so that they can live well and productive. Under the framework of local autonomy regime, all physical development efforts, including sufficing drinking water, done at local level must be the responsibility of the local government together with civil society. Therefore, local community is expected to actively involve in the formulation of drinking water development program. Community-based and social communication approaches oriented toward local empowerment are chosen as primary strategy to achieve the development of water supply system. Social communication approach occurs in the form of social advocacy in the policy-making processes so that the policy becomes more sensitive to the needs of the local people. It is expected that by doing so the policy will be supportive to the need of local people. This article is to analyze the development of drinking water supply systems managed by government and NGOs as well as with local people. Some of them are not sustainable in terms of its policy processes continuity. The study reveals that such situation occurs due to less participation or support of local citizens and inappropriate local government policy supporting toward the program. This paper intends to elaborate more on the topics of community and social communication approaches relating to the development of water supply system.

The presence of some chemical compounds at higher levels than maximum permissible concentrations (MPC) in the drinking water, suggests of water resources pollution. In this paper the following elements were analyzed: total arsenic, cadmium, lead, cooper and zinc. Twelve samples of water from the water supply system from the city of Skopje were examined during one year from three different springs. Also, ten samples of bottled water from three producers from the Macedonian market were tested.The determined average mass concentrations of total As, Cd(II), Pb(II), Cu(II) and Zn(II) in the analyzed water samples from the water supply system are 1.35 μg/l, 0.06 μg/l, 0.6 μg/l, 0.9 μg/l and 1,12 μg/l, respectively, and for the tested bottled water, the mean values ranges from 0.56 - 0.83 μg total As / l, 0.053 - 0.056 μg Cd(II)/l, 0.51 - 0.54 μg Pb(II)/l , 0.6 - 0.87 μg Cu(II)/l and 0.68 - 0.8 μg Zn(II)/l water.The following instrumental analytical methods and techniques were used for the analysis of the tested samples of drinking water: flame atomic absorption spectroscopy (AAS), atomic absorption spectroscopy with hydride cеll, electrothermal atomic absorption spectroscopy.The obtained results are shown in tables and graphic form. According to the obtained results a comparative analysis was carried out indicate that it is a water of good quality that can be used in different branches of the process industry.The obtained results in this paper do not exceed the values of the MPC of the Republic of Macedonia prescribed by the legal regulations for the drinking water, which confirm the health safety of the drinking water from the water supply system in the city of Skopje and the packed waters from the Macedonian market in relation to the tested elements.

The Kafr El Sheikh Water Supply Project is a comprehensive endeavour to provide the physical and institutional resources for an effective and sustainable water supply system for 2 million persons in a developing rural Governorate in the Delta region of Egypt. The paper describes the aims of the Management Component, the institutional development of an integrated water supply and sewerage company and the main activities to-date. These include training, operational improvements, health education and finance development. Further support is required until all engineering and institutional development work has been completed.

Работа посвящена системному анализу данных показателей исходной воды при производстве питьевой воды в системе центрального водоснабжения крупного населенного пункта. На сегодняшний день на фоне увеличивающегося негативного антропогенного воздействия на окружающую среду наблюдается ухудшение состояния многих источников питьевого водоснабжения в широком спектре показателей, в частности, таких как органолептические свойства воды. Как следствие, возникает проблема и для питьевой воды. В работе приводится процесс подготовки данных о параметрах исходной воды, забираемой из водохранилища, которые ежемесячно (с 2002 по 2014 год) учитывались на предприятии при дезодорации воды. Приведенные параметры оказывают существенное влияние на органолептические свойства конечной воды. Подготовка данных для анализа проводится методом главных компонент К. Пирсона. Данные, полученные в пространстве R9, переводятся в пространство меньшей размерности R3. Понижение размерности позволяет снизить автокорреляцию между компонентами. Отбор компонент в пространство R3 проводится по правилу Парето. В пространстве R3 методом сферической кластеризации данных «Форель» с постоянным радиусом группировки проводится кластеризация. Приводится пошаговое визуальное представление алгоритма кластеризации в пространстве R3. В работе показано, что в данных показателях качества исходной воды имеются кластеры. Проводится корреляционно-регрессионный анализ данных, представленных в главных компонентах. Строятся регрессионные зависимости показателей органолептических свойств от главных компонент из пространства R3.
