Water services—including urban water supply, wastewater, and stormwater services—are essential to society and critical for protecting human health and the well-being of communities. Goal 6 of the United Nations (UN) Sustainable Development Goals (SDGs) recognizes this importance and aims to “ensure availability and sustainable management of water and sanitation for all.” Despite progress, the UN reports billions of people still lack water and sanitation services. Many governments around the world face the challenge of balancing between investment in new assets, programs, and services and providing the required funding for repair and replacement of existing water assets. This paper argues infrastructure asset management establishes a foundational framework for the system of operations, management, and importantly, governance of assets to deliver services. An enabling environment for asset management, in addition to supporting the delivery of services, also contributes to meeting public policy objectives. The research question is: How can governments utilize public policy to enable asset management and consequently achieve societal objectives. A variety of public policy instruments used to enable infrastructure asset management and support achievement of government goals and objectives, such as the UN SDGs, are outlined and analyzed. The methodology involved a survey and case studies drawn from three countries, focused on the water sector. It also presents outcomes, common elements, and the need for and benefits of standardization.

Organizations regulating the water sector have major impacts on public health and the sustainability of supply to households, industry, power generation, agriculture, and the environment. Access to affordable water is a human right, but it is costly to produce, as is wastewater treatment. Capital investments required for water supply and sanitation are substantial, and operating costs are significant as well. That means that there are trade-offs among access, affordability, and cost recovery. Political leaders prioritize goals and implement policy through a number of organizations: government ministries, municipalities, sector regulators, health agencies, and environmental regulators. The economic regulators of the water sector set targets and quality standards for water operators and determine prices that promote the financial sustainability of those operators. Their decisions affect drinking water safety and sanitation. In developing countries with large rural populations, centralized water networks may not be feasible. Sector regulators often oversee how local organizations ensure water supply to citizens and address wastewater transport, treatment, and disposal, including non-networked sanitation systems. Both rural and urban situations present challenges for sector regulators. The theoretical rationale for water-sector regulation address operator monopoly power (restricting output) and transparency, so customers have information regarding service quality and operator efficiency. Externalities (like pollution) are especially problematic in the water sector. In addition, water and sanitation enhance community health and personal dignity: they promote cohesion within a community. Regulatory systems attempt to address those issues. Of course, government intervention can actually be problematic if short-term political objectives dominate public policy or rules are established to benefit politically powerful groups. In such situations, the fair and efficient provision of water and sanitation services is not given priority. Note that the governance of economic regulators (their organizational design, values or principles, functions, and processes) creates incentives (and disincentives) for operators to improve performance. Related ministries that provide oversight of the environment, health and safety, urban and housing issues, and water resource management also influence the long-term sustainability of the water sector and associated health impacts. Ministries formulate public policy for those areas under their jurisdiction and monitor its implementation by designated authorities. Ideally, water-sector regulators are somewhat insulated from day-to-day political pressures and have the expertise (and authority) to implement public policy and address emerging sector issues. Many health issues related to water are caused or aggravated by lack of clean water supply or lack of effective sanitation. These problems can be attributed to lack of access or to lack of quality supplied if there is access. The economic regulation of utilities has an effect on public health through the setting of quality standards for water supply and sanitation, the incentives provided for productive efficiency (encouraging least-cost provision of quality services), setting tariffs to provide cash flows to fund supply and network expansion, and providing incentives and monitoring so that investments translate into system expansion and better quality service. Thus, although water-sector regulators tend not to focus directly on health outcomes, their regulatory decisions determine access to safe water and sanitation.

Abstract The water sector problems are framed by the low rate of adoption of technological innovation, in addition to the great environmental challenges. In Colombia, due to its topography, the provision of the aqueduct and sewerage service is difficult, causing the association of small rural communities to try to supply their need for drinking water for daily activities in a handcrafted way, this added to the increase of the limitations of the different natural resources, it becomes a challenge to guarantee the fundamental right to water and sanitation. This article, based on the UN's Sustainable Development Goals: "Health and well-being", "Clean water and sanitation", "Sustainable cities and communities, and "Responsible consumption and production" presents the results of a research carried out to validate sustainable technologies for safe water treatment systems in communities. Data were collected for a qualitative analysis through interviews applied to representative actors of the sector: water quality laboratories, aqueducts, and utility companies. The study provides information on the different needs identified for each segment, and provides information on the decisions companies make regarding investment in sustainable technologies, highlighting the existing gap in the water sector in innovation management, it presents a diagnosis on the uses of technologies on the water treatment market.

Reducing the level of interregional differentiation is one of the problems in spatial development management according to the Spatial Development Strategy of the Russian Federation. Presence of significant regional imbalances hampers formation of a common economic, social, cultural, and institutional space and lead to a creation of backward territories which lag behind in the development. The focus of public policy measures on the centers of economic growth, with the concentration of financial and labor resources, without solving the problems of backward territories does not bring the expected effect – overall development and well-being. Local effects in the absence of positive changes in other territories result in the increase in imbalances, which limit the overall effectiveness of the public policy. At the same time, a steadily increasing lag may cause a loss of potential of economic growth and thus forms backward territories. The creation of territorial backwardness is a gradual process. Therefore, diagnosing the state of the territory and identifying the signs of increasing depression is an essential issue of public administration. The article presents the main approaches to the definition of territorial backwardness used in the Russia and overseas, it also reviews the determinants of backward territories. Different methods for identification of backwardness in the territorial development have been tested on the basis of the regions of the Russian Far East.

Public policy formation and implementation for career guidance provision are complex issues, not least because in most countries career guidance is a peripheral part of legislation for education, employment, and social inclusion. Policy solutions are compromises by nature. Regulations and economic incentives are the main policy instruments for career guidance provision, but there is often incoherence between the intentions of the regulations and the economic incentives provided for policy implementation. The intermediary organizations that serve to implement policy add significant variability to policy effects. International bodies and organizations have shown significant interest in the role of career guidance in education and employment policies through the undertaking of policy reviews, the formulation of recommendations for career guidance, and, in some cases, providing economic incentives to support their implementation. However, there is a dearth of evaluation studies of policy formation and implementation at the national level.

Infrastructure Asset Management (IAM) is the process by which decisions are made and resources allocated to ensure organisational or societal assets continue to deliver, as required. IAM is an evolving field. We discuss this evolution and present our perspectives on the future direction of IAM. IAM was born as a response to the poor state of maintenance of infrastructure, largely due to lack of resources, and emphasizes the need to prioritize maintenance and renewal using risk-based approaches. The demands on IAM have also continued to evolve as asset systems have become more complex, with multifunctionality, adaptative capacity and nature-based infrastructure, all issues that IAM must now consider. These challenges underpin the changing context of Water Infrastructure Asset Management (WIAM) and the opportunity for WIAM to harness new technical developments from other IAM domains. WIAM will need to continue to evolve, responding to these challenges and take advantage of these opportunities through research and application in collaboration with a relevant education and capacity development agenda.

AbstractA large number of studies have demonstrated the benefits of natural environments on people’s health and well-being. For people who have limited access to nature (e.g., elderly in nursing homes, hospital patients, or jail inmates), virtual representations may provide an alternative to benefit from the illusion of a natural environment. For this purpose and in most previous studies, conventional photos of nature have been used. Immersive virtual reality (VR) environments, however, can induce a higher sense of presence compared to conventional photos. Whether this higher sense of presence leads to increased positive impacts of virtual nature exposure is the main research question of this study. Therefore, we compared exposure to a forest and an urban virtual environment in terms of their respective impact on mood, stress, physiological reactions, and cognition. The environments were presented via a head-mounted display as (1) conventional photo slideshows or (2) 360$$^{\circ }$$ ∘ videos. The results show that the forest environment had a positive effect on cognition and the urban environment disturbed mood regardless of the mode of presentation. In addition, photos of either urban or forest environment were both more effective in reducing physiological arousal compared to immersive 360$$^{\circ }$$ ∘ videos.

This article studies the renewed interest surrounding sustainable public finance and the topic of tax evasion as well as the new theory of information inattention. Extending a model of tax evasion with the notion of inattention reveals novel findings about policy instruments that can be used to mitigate tax evasion. We show that the attention parameters regarding tax rates, financial penalty schemes and income levels are as important as the level of the detection probability and the financial penalty incurred. Thus, our theory recommends the enhancement of sustainability in public policy, particularly in tax policy. Consequently, the paper contributes both to the academic and public policy debate.
