Environmental, social and governance aspects, collectively known as ESG fac-tors, have gained significant importance in finance recently. This paper focuses on uncovering the importance of the predictive power of country-level ESG indica-tors in estimating risk premiums. We use the Worldwide Governance Indicators and the database of global ESG indicators provided by the World Bank, while we apply the neural networks methodology. A constant relationship between ESG factors and risk premiums would result in obvious implications for policymakers, as well as for investors. We seek empirical evidence to leverage ESG considera-tions in investment decisions and policymaking to ensure sustainable economic development.

Since the 1950s, the World Bank’s involvement and influence in educational assistance has increased greatly. The World Bank has not only been a key player, but, at times, has been the dominant international organization working with low-income countries to reform their education systems. Given the contributions that education makes to country development, the World Bank works in the realm of education as part of its broad mission to reduce poverty and to increase prosperity. This work takes the form of financing, technical assistance and knowledge production (among others) and occurs at multiple levels, as the World Bank seeks to contribute to country development and to shape the global conversation around the purposes and preferred models of education reform, in addition to engaging in international processes and politics with other multi- and bilateral organizations. The present article examines the work of the World Bank in historical perspective in addition to discussing how the role of this institution has been theorized and research by scholars. Specifically, the first section provides an overview of this institution’s history with a focus on how the leadership, preferred policies, organizational structure, lending, and larger politics to which it responds have changed over time, since the 1940s. Second, the article addresses the ways that the World Bank is conceptualized and approached by scholars of World Culture Theory, international political economy, and international relations. The third section contains a review of research on (a) how the World Bank is involved in educational policy making at the country level, (b) the ways the World Bank engages with civil society and encourages its general participation in educational assistance, (c) what is known about the World Bank in relation to policy implementation, and (d) the production of research in and on the Bank.

In this article, the authors use analytics to explore the association between economic growth and climate change at a country-level. They examine different indicators to better understand the macro issues and guide policy decision-making. The authors analyze global economic growth and climate change using the World Bank data of 131 countries and 16 indicators for the period 2005 to 2010. The analysis shows overall economic growth is positively associated with climate change. This implies country leaders should design and implement structured development plans if they are to promote economic growth to alleviate poverty while simultaneously mitigating climate change.

AbstractUniversal commitment to the child's right to an education is clearly insufficient for the very large number of children globally who continue to be denied that fundamental right. The right to an education places obligations on states – including donor states – and multilateral agencies within the UN system. An increasing emphasis on the merit of schooling as an effective 'investment' in the child's productive potential repudiates a rights perspective, even as purportedly rights-based UN agencies submit to such a resourcing rationale under the leadership of the World Bank, which (at best) remains silent about education as a right. The linking of access to education resources to the recipient state's submission to Bank and/or IMF budgetary mechanisms is an additional serious qualification on this right of the child. Agencies such as UNICEF must urgently act to ensure an effective rights-based framework in country-level efforts to achieve this fundamental and universal right of the child.

In recent years, institutional financial institutions such as the World Bank have taken a keen interest in the links between governance and economic development in East Asia and in other regions of the world. However, the concept of governance has proven difficult to measure in cross-national studies and its meaning in the minds of citizens and experts may differ noticeably. This article examines elite and mass perceptions of governance using the World Governance Indicators developed by scholars affiliated with the World Bank and survey data derived from the 2006 wave of the AsiaBarometer Survey conducted in seven ‘Confucian’ societies. The results of the analysis capture considerable variation at the country and individual levels for how citizens and experts perceive governance in this region of the world. In addition, a multivariate test uncovered some convergence between citizen and expert assessments but only for some of the various governance components.

The inclusive philosophy of good governance is almost indispensable for the progress of state democracy in Bangladesh. However, the Bangladesh government is fighting a malicious virus in the governance structure that is visible in all sectors of the state. Against this backdrop, an attempt has been made to comprehend the general state of good governance in Bangladesh according to World Governance Indicators (WGI) of the World Bank. This study is based on mixed approach containing quantitative data from World Bank website (world economy.com) and qualitative data from existing literatures. The collected data have also been analyzed through table, chart and text. This paper found, the current situation in Bangladesh is appalling and detrimental to the socio-economic development of the country. This situation is crisscrossed by overpopulation, politicization, bureaucratization, corruption, poverty, broken law and order, and the narrow game of politics. This paper then outlines some of the policy guidelines needed to define good governance principles in Bangladesh. The results of this study are expected to be useful for policymakers in devising appropriate strategies to ensure good governance at all levels of government.

Research Question: This paper explores the potential for technology entrepreneurship development at the country level through the creation of a new composite index. Motivation: Motivation for this paper arises from the fact there is a lack of the composite indices used exclusively for technology management as identified by Jovanovic et al. (2017). Technology indices are mostly used as important components of other composite indices used for tracking a country performance from the perspective of other global phenomena (e.g. competitiveness and innovativeness). The novelty of this paper reflects in the proposed Technology Entrepreneurship Development Potential (TED-pot) index which has multiple significances. It could serve as a help for policy makers in creating national policies; other companies and countries looking for the adequate environment to invest in technology entrepreneurship projects; academics who benefit from a new country-level view on technology entrepreneurship, especially ICT entrepreneurship. Idea: The idea of the paper was to create the TED-pot index to enable the cross-countries comparisons and examine whether the potential of Serbia lies in its entrepreneurial ICT sector. Data: Four indicators included in the created index are measured by the World Bank. The index is applied on six ex-Yugoslav countries and the EU for the period 2009-2014. All the data is collected from the World Bank database. Tools: The final index value is obtained by using the simple weighted function with equal weights. The overall TED-pot has been built upon the equal weighting of the two created pillars: ICT potential (ICT-pot) and Entrepreneurial potential (E-pot). The values for each pillar are calculated by the same procedure, through the simple mean of certain indicators. Findings: According to the calculated TED-pot values, Serbia stands out as a country with the greatest potential for technology entrepreneurship development in the region. Analysing individual pillars, ICT-pot indicates Serbia has very strong ICT sector, far ahead of other countries in the region, while the E-pot values show there is a space for administration to ease and speed up the process of starting new businesses in Serbia. This is a pilot research and the first presentation of the created index, which calls for further investigation. Contribution: This paper expands exiting research related to the country-level measurement in the field of technology management and entrepreneurship, especially focusing on ICT entrepreneurship development.

This study implements correlation analysis to explore the relationships between the national culture; best countries rank number, Corruption Performance Index (CPI) and governance in 8 countries in the Europe region (Croatia, France, Hungary, and Italy) and Asia region (Indonesia, Malaysia, Philippine, and Singapore). The national culture based on six dimensions of Hofstede et al. The best countries rank number based on usnews.com. The CPI based on transparency.org. The Governance based on The World Bank Worldwide Governance Indicators, in six expressions. The two highest of culture indicators is Malaysia (Power distance and Indulgence). The two most top indicators of culture are Hungary (Individualism and Masculinity), while the highest uncertainty avoidance is France, and the highest score of long term orientation is Singapore. The highest CPI Score is Singapore (84 out of 100 ratings), and the highest number of best countries is France (9 out of 80 countries). Six indicators of Culture correlate with governance indicators. CPI correlates with best countries rank number and five governance indicators. Country Rank correlates with six governance indicators. The results show that not all of the variables correlate with other variables, but governance correlates with all the three variables. These suggest that the improvement of national culture, the higher the rank number of the best countries and the higher the CPI will lead to being better governance.

Проблемою нинішнього етапу реформування сфери публічних послуг визнано не-належну якість їх надання. Вирішенню завдань державного управління присвяченіроботи В. Рача, Т. Маматової, в яких пропонується Концептуальна модель визначен-ня вектора розвитку соціально-економічної системи, яку пропонують як методоло-гічний інструмент наукового дослідження. Для інформаційного забезпечення оцінкиякості публічних послуг країн у складі індекс «Ефективність роботи уряду» показни-ка «Якість та ефективність державного управління» В. Кизима запропонував розгля-дати Worldwide Governance Indicators як міжнародний показник.Метою статті є визначення вектора розвитку системи надання публічних послуг вУкраїні за допомогою міжнародної рейтингової системи WGI із використанням кон-цептуальної моделі визначення вектора розвитку соціально-економічної системи, щобула запропонована В. Рачом і Т. Маматовою.За результатами дослідження, проведеного авторами статті з допомогою інфор-маційної системи, яка представлена на сайті Worldwide Governance Indicator у видіWGI Project, згруповані сукупні й індивідуальні показники країн за показникомякості й ефективності державного управління за період 1996 - 2013 роки. Аналіз змі-ни рейтингової позиції України вказав на залежність показників якості державногоуправління між собою, до того ж, найбільш впливові виявилися показники «Якістьзаконодавства (Regulatory Quality)», Стримання корупції (Control of Corruption) таЕфективність роботи уряду (Government Effectiveness). Крім того, відокремилисьетапи, в яких відслідковується ця залежність. Найбільш чітко послідовна залежністьпоказників проявилась на IV періоді (з 2005 по 2009 роки). Результати на інших пері-одах теж не суперечать гіпотезі.Особливості визначення вектора розвитку державного управління в Україні ви-значені з використанням Концептуальної моделі, яку В. Рач та Т. Маматова запропо-нували у вигляді підходу щодо визначення вектора руху соціально-економічної сис-теми, який складається з п’яти етапів:- прогнозування стану бенчмаркінгової системи: система державного управлін-ня країн Європейського Союзу, 2020 рік. Характерні ознаки (функція державногоуправління з надання послуг); основний показник успішності державного управлін-ня (якість та ефективність державного управління);- визначення граничних показників майбутнього стану об’єднаної системи: ре-зультати глобальних міжнародних досліджень Worldwide Governance Indicator (WGI)за Методиками Всесвітнього банку (The World Bank);- окреслення реперної зони: показники країн-членів Європейського Союзу. Показ-ник Якість державного управління (Governance Matters) зокрема у виді рейтингу заІндексом Ефективності роботи уряду (Government Effectiveness);- оцінювання нинішнього стану системи: показник Якість державного управлін-ня, що визначається рейтингами України у 2013 році за індексом Ефективності робо-ти уряду (30-е місце);- спрямування вектора руху системи: для визначення основних положень розвиткуполітичного напряму розвитку щодо спрямування вектора руху України постає завдання дослідження відповідності реалізації функції державного управління в Україні міжнародним нормам і усталеним практикам. В статті доведено, що актуальними до нинішнього часу залишаються положення, що основна функція публічного управління – це функція надання послуг і вона буде характеризувати Економічний адміністративний простір ще упродовж 2010-2015 рр. Дослідження з питання оцінки якості та ефективності державного управління (за даними WGI) дозволило висунути гіпотезу, що для України розрахункові індекси оцінки якості та ефективності державного управління мають чітку послідовну залежність, тому дослідження їх доцільно проводити в комплексі. Також схарактеризовано особливості визначення вектора розвитку системи надання публічних послуг в Україні за допомогою міжнародної рейтингової системи WGI із використанням концептуальної моделі визначення вектора розвитку соціально-економічної системи.
