The article studies the place and the role of international governmental and non-governmental organizations in the democratization of the election in Ukraine. Using a set of general scientific, logical and empirical scientific methods, the authors have identified the main forms of influence of international organizations on the democratization of the electoral process: regulatory influence (development of legal documents governing compliance with international democratic standards by international organizations; assessment of compliance with democratic principles of national election legislation and creation of recommendations for its improvement); controlling influence (implementation by international organizations of short-term and long-term observation of the election campaign, voting and counting of votes); institutional and functional influence (implementation by international organizations of projects to improve the election in specific countries by providing logistical, advisory, educational assistance, etc.). The peculiarities of international organizations’ implementation of the above-mentioned forms of influence during the elections in Ukraine are analyzed. It is concluded that the most important electoral role is played by international organizations in transit societies, where the promotion of electoral procedures by the international community often becomes a catalyst for democratic change in these countries. The authors argue that international organizations have pursued an active policy to support the elections in Ukraine since independence till now. They have had a significant impact on the democratization of electoral law and electoral practice of our country and contributed to the formation of democratic electoral awareness and culture of Ukrainian citizens.

Noncommunicable chronic diseases (NCDs) affect a large part of the population. With the emergence of COVID-19, its most severe cases impact people with NCDs, increasing the mortality rate. For this reason, it is necessary to develop personalized solutions to support healthcare considering the specific characteristics of individuals. This paper proposes an ontology to represent the knowledge of educational assistance in NCDs. The purpose of ontology is to support educational practices and systems oriented towards preventing and monitoring these diseases. The ontology is implemented under Protégé 5.5.0 in Ontology Web Language (OWL) format, and defined competency questions, SWRL rules, and SPARQL queries. The current version of ontology includes 138 classes, 31 relations, 6 semantic rules, and 575 axioms. The ontology serves as a NCDs knowledge base and supports automatic reasoning. Evaluations performed through a demo dataset demonstrated the effectiveness of the ontology. SWRL rules were used to define accurate axioms, improving the correct classification and inference of six instantiated individuals. As a scientific contribution, this study presents the first ontology for educational assistance in NCDs.

Abstract Background: Three to seven percent of pre-schoolers have developmental problems or child psychiatric disorders. Randomized controlled trials (RCTs) indicate that interventions in early childhood education and care improve long-term outcomes of children from disadvantaged backgrounds. It is unknown if effects generalize beyond the well-structured context of RCTs and to children who may not have a disadvantaged background but have developmental problems or psychiatric disorders. Methods: We use data from the population-based Norwegian Mother, Father and Child Cohort Study, recruiting pregnant women from 1999 to 2009, with child follow-up from ages 6, 18, and 36 months to ages 5, 7, and 8 years. This sub-study included 2499 children with developmental problems or psychiatric disorders at age five. We investigate the effects of special educational assistance at age five on mother-reported internalizing, externalizing, and communication problems at age eight. We analyse bias due to treatment by indication with directed acyclic graphs, adjust for treatment predictors to reduce bias, and estimate effects in different patient groups and outcome domains with a hierarchical Bayesian model. Results: In the adjusted analysis, pre-schoolers with special educational assistance had on average by 0.1 (0.04-0.16) standardised mean deviation fewer psycho-social difficulties in elementary school. Mean effect sizes varied between groups and outcomes. Conclusion: We estimate positive effects of educational assistance during the transition from preschool to the school years. It should therefore be considered as an intervention for pre-schoolers with developmental or behaviour problems. More research with improved measurements of treatment and outcomes is needed to identify success factors for their implementation.

During the payment of a single tuition fee (UKT) every semester, students are always faced with the problem of outstanding students but unable to pay tuition fees. Therefore, the university provides a solution to give zakat obtained from lecturers to outstanding and underprivileged students through the selection process. So far, the student selection process is still done manually, not using a system or program. So that the distribution of educational aid recipients (zakat) is considered not on target. This will certainly be a continuous problem of injustice, especially now that we have entered the digital era 4.0, all processes use a digital system. The provision of educational fund assistance in the form of zakat must be based on established rules, in this case the rules are in the form of established criteria, namely student IP, parental income, number of siblings, number of dependents of parents, semester, and others. The purpose of this study is to test whether the Promethee method is a method that can solve these problems. In addition, this research also forms a flow chart for selecting recipients of educational assistance using the Promethee method. The results of this study indicate that the problem of determining recipients of zakat assistance by students can be solved using the PROMETHEE method. Promethee (Preference Ranking Organization for Enrichment Evaluation), This method is appropriate for determining recipients of zakat assistance.

Social assistance policy initiatives are crucial to improve the socio-economic conditions of people living with HIV/AIDS (PLWHA). Little is known about the implementation of HIV/AIDS social assistance policies in China, as well as the effects on recipients of the subsidies associated with these policies. This qualitative study examined HIV/AIDS social assistance policy implementation in rural Central China, a region heavily affected by HIV/AIDS. Using thematic analysis, we analyzed data from 15 interviews with PLWHA in Fuyang City, Anhui. The findings reveal the predominant role that social assistance policies played in mitigating the deleterious impacts of HIV/AIDS on PLWHA. These policies provided living subsidies and greatly reduced the economic burdens through medical and educational assistance plans. Our findings also highlight challenges with implementation of the policy, including access and coverage issues, inadequate subsidies, stigma, and issues related to recipients’ privacy. This study provides recommendations to improve social assistance policies that mitigate the negative impacts of HIV/AIDS on vulnerable households.

In the 1960s, an international debate emerged on the role of education in the worldwide changes taking place in the political, social and economic sphere. Multilateral agencies such as the OECD and UNESCO played an important role in this process. Inspired by some of the central tenets of modernization and human capital theories, these organizations sought to steer the transitions from “traditional societies” to “modern” ones. In Franco’s Spain, this process of modernization was led by the technocratic sectors of the dictatorship, who aspired to become the agents of a project of change controlled from the state apparatus. International organizations actively participated in the analysis of the Spanish educational system, and recommendeding measures to bring it into line with the needs of economic development. The corollary of this work was their support for the 1970 General Education Law, which also enjoyed the endorsement of some of the main foreign allies of the Franco regime, such as the United States, the World Bank and the Ford Foundation. This support took the form of advice, funding, specialist training and educational assistance. The article addresses this whole process. It examines the efforts of various international actors and their involvement in the modernization of education in Spain as a step towards convergence with the Western model.

Objective: Knowing the importance of including students with disabilities in ordinary education, this research was carried out to analyze the challenges of including students with disabilities in educational programs, from a technical and pedagogical perspective. Methods: The social actors in this research were students with disabilities seen in the NPME, Fluency Assessment and PDDE programs. The study was done through a personal (auto) biographical experience report, and the collaborator, participating in this research, is a pedagogical technician of the Municipal Secretariat of a city in the State of Sergipe and acts as Coordinator of the educational programs focused on: PNME, Assessment of fluency and PDDE, being called Santos, having their identity preserved. Results: Thus, the difficulties encountered by the employee in monitoring the inclusion programs for students with disabilities, and the achievements through such programs for the inclusion process were pinned. Conclusion: Based on the experiences lived, at the head of the programs, the Santos employee, ponders the need for advances in the pedagogical proposals for the students, the target audience of this study, but highlights some achievements, nonetheless. In the Novo Mais Educação Program, the workshops notoriously provided for the strengthening of bonds of affection among students. However, for there to be educational assistance with a view to inclusion, it is also important that effective means for the execution of programs and inclusion of students are made possible.
