Digitalization of national health care

The purpose of this article is to study the eff ectiveness of using digitalization in national health care. The article outlines the main advantages of using digital technologies in healthcare. The article also shows which areas of digitalization of healthcare are used in the Russian Federation. In addition, it is described that medical centers should carry out remote monitoring of patients in order to prevent critical conditions. This article outlines the benefi ts of digitalizing healthcare and its main directions. Today, the transition of Russian healthcare to an innovative digital platform is an urgent task. Digitalization of healthcare is a prerequisite for the development of this industry. In addition, such a process serves as a major factor in economic and social progress. Digital technologies are one of the priorities for the development of the healthcare sector. Every year this area is increasing by a quarter. The digitalization process will help provide a breakthrough in the availability and quality of services without increasing healthcare costs. Several information projects have been implemented in the Russian Federation over the past few years.

The article provides an analysis of the reform of the structure of national health care for the period from 2010 to 2020 and an assessment of the development of public-private partnership in the system of mandatory medical insurance. The analysis was conducted before the beginning of the pandemic on the date of 15.01.2020.

The RF health care reform is gaining momentum. A thorough consideration should be given to the discussion on the need to exclude health insurance companies from the compulsory health insurance system (CHI). Formation of the National Health Care System of Russia is the main problem of the national health care at this stage of reforms. Additional payment for medical services in the CHI by the general public is not advisable. Changes in the regulatory framework of the CHI system is deemed to be the basis for reforming the system of compulsory and voluntary health insurance in Russia.

Special attention should be paid to the planning of human resources in health care, since this problem in the healthcare sector is quite urgent at present (there is a gradual decrease in nursing and medical personnel). The purpose of this study is to determine the role of staffing in the context of protection of reproductive health of the younger generation in the Russian Federation. The main analytical base of the research was statistical data and materials of domestic and foreign literary sources, periodicals, including various electronic resources. Research methods included: statistical method, study and generalization of experience, content analysis. In the course of the study, the issues of staffing with specialists in the conditions of protecting the reproductive health of the younger generation in the Russian Federation were analyzed, taking into account comparable indicators in the general structure of medical and mid-level medical personnel of various specialties; the experience of specialists in obstetrics and urological and andrological service has been studied, taking into account the resource capabilities of medical organizations. One of the main directions in the study of reproductive health is timely prevention, especially on the basis of antenatal clinics or health centers, medical prevention centers. Thus, we can conclude that staffing in the framework of the protection of adolescents’ reproductive health plays an important role, while in order to improve the situation with the participation of the state, it is necessary to revise and work out new programs for the development of human resources potential in health care, as well as to create adequate conditions for their implementation at various hierarchical levels of management, including the introduction of additional measures for social support and advanced training of specialists in this profile.

Achieving competitiveness is an important task for the national health care sector, as today the national health care system is inefficient and inefficient compared to the systems of other countries. In the overall world rankings, the Ukrainian healthcare industry occupies one of the last places, which indicates the low performance of its activities. The purpose of the article is to form a theoretical and methodological basis for ensuring competitiveness in the field of health care for its development. In the course of the research materials of own researches, and also separate scientific publications of national and foreign authors concerning methods and tools of competitiveness management are used. The author used such scientific methods as analysis and synthesis, empirical approach. The author has developed theoretical foundations for ensuring competitiveness in the field of health care on the analysis of existing theories and concepts of competitiveness management. The role of competition in healthcare is analyzed. Factors influencing health competitiveness have been studied. The focus of strategic transformations in the healthcare sector is formed on the basis of competitiveness methodology. The role of strategic potential in ensuring the competitiveness of the healthcare sector has been studied. According to the results of the study, it is proved that the basis for ensuring competitiveness in the field of health care is monitoring and evaluation of its strategic potential, which reflects the opportunities focused on a complex, sound, integrated and interconnected system of components that are purposefully formed – ensuring the availability and quality of medical services and the introduction of medical innovations.

Russian President Vladimir Putin defined increase in life expectancy from 72.7 to 78 years by 2024 as a national aim in the Decree № 204 of May 7, 2018. Achievement of this aim depends on drug provision system among other factors. Strategy of drug provision for the population of the Russian Federation for the period until 2025 sets the goal of increasing availability of high quality, effective and safe medicines to meet needs of the population and the health system based on the formation of a rational and balanced system of drug provision for the population of the country with available resources. The health care system should expand the possibilities of using modern and effective mechanisms to ensure the financing of drug provision for the population.
