The economic growth, which is underway in Russia, raises new questions to be addressed. How to improve the quality of growth, increasing the role of new competitive sectors and transforming them into the driving force of growth? How can progressive structural changes be implemented without hampering the rate of growth in general? What are the main external and internal risks, which may undermine positive trends of development? The author looks upon financial, monetary and foreign exchange aspects of the problem and comes up with some suggestions on how to make growth more competitive and sustainable.

Eisner's book contains two lectures which were read at the Center of Planning and Economic Research in Athens. In his first lecture the author raises the question: does a higher level of employment contribute to a more rapid, sustained rate of economic growth? A number of economists, including P.A. Samuelson, A.W. Philips and Harry Johnson, have argued that the positive relation between employment and growth is a transitory phenomenon which occurs only when the employment level changes. By using a simple model of the Harrod-Domar type he shows that the higher the level of employment or, more exactly, the higher the proportion of the labour force employed the greater will be the percentage rate of growth of output.

Galvanostatic anodization of lead in borate solutions reveals that lead can form a barrier type oxide film. The rate of growth, R, fulfils the empirical relation, R = aib within the current density i range from 1.16 .10-4 to 3.19 .10-4 A cm-2. The magnitudes of the parameters a and b are 6.9 . 103 and 1.6, respectively, it has been found that the high field approximation is applicable for the oxide growth on lead. The coefficients of the dependence of R on solution temperature, T, pH and borate ion concentration, c, viz. (∂R/∂T), (∂R/∂pH) and (∂R/∂log c) are -18 . 10-4, -0.13 and 0.41, respectively.

AbstractIt has been recently proposed DeVito [(2019) On the meaning of Fermi's paradox. Futures, 389–414] that a minimal number of contacts with alien radio-communicative civilizations could be justified by their logarithmically slow rate of growth in the Galaxy. Here we further develop this approach to the Fermi paradox, with the purpose of expanding the ensemble of the possible styles of growth that are consistent with the hypothesis of a minimal number of contacts. Generalizing the approach in DeVito (2019), we show that a logarithmic style of growth is still found. We also find that a style of growth following a power law would be admissible, however characterized by an exponent less than one, hence describing a sublinear increase in the number of communicative civilizations, still qualitatively in agreement with DeVito (2019). No solutions are found indicating a superlinear increase in the number of communicative civilizations, following for example an exponentially diverging law, which would cause, in the long run, an unsustainable proliferation. Although largely speculative, our findings corroborate the idea that a sublinear rate of increase in the number of communicative civilizations in the Galaxy could constitute a further resolution of Fermi paradox, implying a constant and minimal – but not zero – number of contacts.

The rate of growth of normal human skin fibroblasts was inhibited in a dose related, reversible, fashion by practolol (N-4-(2-hydroxy)-3 (1-methyl)-aminopropoxyphenylacetamine) (ID50 1.35 ± 0.14 x 10-3M), propranolol (1-(isopropylamino)-3(1-naphthyl-oxy)-2-propranolol) (ID50 0.145 ± 0.02 x 10-3M) and paracetamol (N-(4-hydroxyphenyl) acetamide) (ID50 0.85 ± 0.2 x 10-3M). Skin fibroblasts isolated from a psoriasis patient were more sensitive towards practolol (ID50 0.48 ± 0.14 x 10-3M) and propranolol (ID50 0.032 ± 0.002 x 10-3M), but less sensitive towards paracetamol (ID50 1.3 ± 0.07 x 10-3M). In vitro generated metabolites of practolol, using normal or Arochlor 1254-pretreated hamster liver preparations, and structural analogues of practolol had no effect upon the growth of either cell type.

A central issue in characterizing neuronal growth patterns is whether their arbors form clusters. Formal definitions of clusters have been elusive, although intuitively they appear to be related to the complexity of branching. Standard notions of complexity have been developed for point sets, but neurons are specialized "curve-like" objects. Thus we consider the problem of characterizing the local complexity of a "curve-like" measurable set. We propose an index of complexity suitable for defining clusters in such objects, together with an algorithm that produces a complexity map which gives, at each point on the set, precisely this index of complexity. Our index is closely related to the classical notions of fractal dimension, since it consists in determining the rate of growth of the area of a dilated set at a given scale, but it differs in two significant ways. First, the dilation is done normal to the local structure of the set, instead of being done isotropically. Second, the rate of growth of the area of this new set, which we named "normal complexity", is taken at a fixed (given) scale instead instead of around zero. The results will be key in choosing the appropriate representation when integrating local information in low level computer vision. As an application, they lead to the quantification of axonal and dendritic tree growth in neurons.
