Os gestores, inclusive os militares, passaram a decidir em uma atmosfera onde há inúmeras variáveis, alto nível de incerteza, elevado risco e uma crescente necessidade de agir rapidamente para aproveitar oportunidades e, consequentemente, evitar potenciais ameaças e perdas. No âmbito das Organizações Militares dirigidas por Oficiais do Corpo de Intendência a escassez de recursos orçamentários é um desafio premente, e que requer dos gestores decisões acertadas e rápidas, muitas vezes não descritas nas publicações ou normas. Este estudo se caracteriza como exploratório, uma vez que tem como objetivo compreender um dado fenômeno, o uso da intuição nos processos de tomada de decisão. Como técnica principal de coleta de dados, utilizou-se um roteiro para entrevistas. As entrevistas foram realizadas com Oficiais em cargo de direção ou que já dirigiram Organizações Militares que possuem o propósito de contribuir para a prontidão dos meios navais, aeronavais e de fuzileiros navais. A seleção dos entrevistados foi feita por conveniência, com base no julgamento dos pesquisadores. Os resultados obtidos indicam a intuição como primordial para o processo decisório, sendo esta frequentemente utilizada pelos Oficiais em cargo de direção. Além disso, conclui-se que a intuição é fruto do refinamento das experiências pessoais e profissionais dos militares, e que deve ser utilizada em complementação ao processo racional de decisão, pois diferentemente do que alguns acreditam, não é contrária à razão.

In the historiography of British imperialism, the role of the ‘man on the spot’ has been identified as an important impulse to the imperial project, and as a key instigator of decision making. Equal attention should be directed to assessing the contribution of ‘the man on the spot’ in the final unravelling of empire. Old fashioned diplomacy and diplomats should not be airbrushed from history as key individuals navigated the rocky terrain of decolonisation. The fraught negotiations at Lancaster House on Rhodesia-Zimbabwe's constitutional arrangements for independence between September-December 1979 were only part of the delicate process of resolution of the intractable UDI problem. The four months of Christopher Soames’ administration as the last British Governor comprised the second vital stage of implementation, particularly given the presence of four competing armed forces in Rhodesia at the time, all of whom had external backers.

The Czechoslovak (Munich) Crisis of 1938 was concluded by an international conference that took place in Munich on 29-30 September 1938. The decision of the participating powers, i.e. France, Germany, Italy, and the United Kingdom, was made without any respect for Czechoslovakia and its representatives. The aim of this paper is to examine the role of the defence sector, i.e. the representatives of the ministry of defence and the Czechoslovak armed forces during the Czechoslovak (Munich) Crisis in the period from mid-March to the beginning of October 1938. There is also a question as to, whether there are similarities between the position then and the present-day position of the army in the decision-making process.

Natov koncept strateških komunikacij, ki je osrednja tema prispevka, je v Sloveniji in Slovenski vojski premalo poznan in uporabljen pojem, še manj je znana njegova vsebina. Pogosto je napačno razumljen in enačen s strateškimi odnosi z javnostmi. Ni direktivno sprejet in uveden v procese odločanja in načrtovanja, vendar v ospredje vedno bolj prihaja zavedanje, da je nujen, in sicer z vsemi svojimi zmogljivostmi in na vseh ravneh delovanja, kot eden ključnih načinov celovitega pristopa k učinkovitemu reševanju kriz v svetu in vedno bolj tudi v domačem okolju. Cilj pisanja je na diplomatski in vojaški ter taktični in strateški ravni spodbuditi zavedanje o nujnosti, pomembnosti in uporabnosti koncepta strateških komunikacij v sodobnem informacijskem času. S predstavitvijo teoretičnega okvira, vsebine in resničnih implikacij koncepta strateških komunikacij v praksi drugih držav, zavezniških in nasprotnikovih sil želimo s prispevkom poiskati zanimanje in pot do stvarne uvedbe in uporabe koncepta v slovenskem okolju. Analitični pregled stanja v Slovenski vojski in širše pokaže, da se sistem še ne zaveda nujnosti uvajanja koncepta v uporabo, čeprav bi se moral. V sklepu so zato zapisani izhodišča in podlaga za gradnjo obravnavanega koncepta v našem okolju, ki bodo predvsem v SV in na Ministrstvu za obrambo, pa tudi širše v slovenskem okolju, temelj za razpravo o oblikovanju nujnih odgovorov na izzive sodobnega varnostnega okolja. In Slovenia and the Slovenian Armed Forces, NATO's Strategic Communication's Concept, which is the main topic of this article, is a little known and used term, while its contents is even less known. It is often misunderstood and compared to strategic public relations. It has not been regulated and incorporated into the decision-making and planning processes. However, the awareness of its paramount importance is coming more and more to the fore. It is needed with all its capabilities and at all levels of operation as one of the key ways of adopting a comprehensive approach to an effective resolution of crisis worldwide and, more and more, in Slovenia. The aim of this article is to encourage the awareness on the urgency, importance and usefulness of the concept of strategic communication in the modern information era. By presenting the theoretical framework, contents and actual implications of the strategic communications concept in the practice of other nations, allied and adversary forces, we aim at ascertaining interest and way to actually implement and apply the concept in Slovenia. According to the analytical overview of the situation in the Slovenian Armed Forces and beyond, the system is not yet aware of the urgency of implementing the concept, although it should be. The conclusion thus includes the platform and foundation for the formulation of the discussed concept in Slovenian environment, which will serve as the basis for the Slovenian Armed Forces, the Ministry of Defence and other institutions to discuss the formulation of urgent responses to the challenges posed by the modern security environment

An altogether common assumption amongst Western and many Central/Eastern officials is that the post-Communist defense institutions have, more or less, been successful in adopting Western concepts of defense governance. A careful review of the data strongly suggests that these organizations remain largely bound by Communist-legacy defense concepts which inhibit them from producing defense outcomes. As such, it is unclear whether these armed forces are capable of contributing effectively to the Alliance’s common defense. Despite being ‘relatively’ reformed by regional standards, the paper argues that the Slovenian defense institution harbors some legacy practices (e.g. centralization of decision-making) and weaknesses (e.g. defense planning) that urgently need to be addressed by Slovenian political and defense officials. Povsem običajna domneva zahodnih in številnih srednje- in vzhodnoevropskih funkcionarjev je, da so obrambne ustanove nekdanjih komunističnih držav bolj ali manj uspešno prilagodile zahodne koncepte upravljanja obrambnega resorja. Po skrbnem pregledu podatkov ugotavljamo, da so te organizacije še vedno zelo odvisne od obrambnih konceptov nekdanjih komunističnih ureditev, kar jih ovira pri zagotavljanju rezultatov na obrambnem področju. Vprašanje je torej, ali so te oborožene sile zmožne učinkovito prispevati k skupni obrambi zavezništva. Čeprav so po regionalnih standardih precej reformirane, v članku ugotavljamo, da je v slovenskem obrambnem ustroju še vedno nekaj ostankov starih praks (na primer centraliziran sistem odločanja) in pomanjkljivosti (na primer obrambno načrtovanje), na katere morajo biti slovenski politični in obrambni funkcionarji še posebej pozorni

How would French services operating on the ground, charged with ‘decolonizing’ African territories, adapt to the new situation? This question is posed by Alexander Keese with regard to a dramatic incident in the decolonization process, the August 1960 stand-off between Senegalese and Soudanese politicians and officials in Dakar, an event that led to the end of the short-lived Federation of Mali between Soudan (present-day Mali) and Senegal. French military commanders were still in charge of the vast majority of the armed forces in these former colonial territories. These commanders were faced with an unfamiliar process of decision-making. Keese analyses the behaviour of these remaining French representatives on the ground, and comes to a new interpretation of a crucial event in the early history of Franco-African networks.

Abstract After several years of discussion and decision-making approaches Army of the Czech Republic to implement the purchase of multipurpose helicopters to replace the previously used, morally and physically obsolete attack helicopters Mi-24 / 34. The process of acquisition consists of many stages; it is not a simple matter and has its pitfalls. It is also a big, expensive and long-term acquisition in which the poor implementation can cause problems that are likely to affect the Army of the Czech Republic and its Air Force for many years. One of the decision-making process inputs is an estimate of Life Cycle Cost (LCC). For the estimation, many methods can be used. The paper deals with application of system dynamics to LCC estimation process. Partial models of utilization and support Life Cycle phases are presented, which can be further developed according to consecutive data availability. An influence of different helicopter operating modes on a Life Cycle Cost is demonstrated by means of simulation in Vensim application. The models, after verification and validation, can be used to support the acquisition process.

The ongoing professionalization of the Polish Armed Forces as well as the completion of tasks abroad necessitate redefinition of the current process of troops commanding and training, particularly at the lowest tactical level. The decentralisation of command processes, the saturation of the battlefield with state-of-the-art assets supporting command processes and “personal contact” between a superior and his/her subordinate require full decision-making and an ability to select the right tools to lead in a particular situation. This is the only way to ensure that tasks are carried out at a high level, efficiently and according to the objectives set. Looking into the future, a commander needs to be provided with a certain degree of freedom while feeling the responsibility he/she is shouldering. Specification of these conditions in conjunction with appropriate cohesive education and practical training at all command levels will increase its creativity and allow a military organisation to smoothly respond to new challenges and threats.

Purpose Conventional wisdom says that diverse organisations perform better. However, this is not always the case. Diverse teams that are not inclusive are unable to leverage their diversity, and thus will not reap its benefits. The purpose of this paper is to show that organisations that exhibit inclusive behaviour and inclusive leadership can leverage diversity to reap its multiple positive benefits. Design/methodology/approach This paper draws on various examples from different sectors, including Kodak, the US Armed Forces and NASA, to analyse the effects of sameness on teams. It also draws on the author’s own experience and the most recent peer-reviewed research to look at the effects of inclusive management, not just diversity. Findings This paper shows that there is ample evidence that diverse teams often perform better, and that they only perform better when led inclusively. The combination of diverse teams and inclusive management can lead to increased innovation and productivity and better decision-making. Originality/value This important reframing of the value of inclusion and not just diversity is insightful for the CEO and C-suite leaders, as well as essential for human resource managers or anyone who makes decisions about hiring, promotions or team composition.
