This study uses a causal model survey method using path analysis techniques, based on the reasons this study aims to confirm the theoretical model with empirical data, the study population is employees of the Riau Islands Province Secretariat Public Relations Protocol Bureau, which consists of employees with a sample of 174 employees, because the population limited from all members of the sample population so this study uses saturated samples taken through census techniques using proportional random sampling when collecting technical data using variable measurements using a questionnaire instrument in which each employee is given five questionnaire instruments for the source of the measurement variables studied In addition to research instruments that use questionnaire, the instrument was developed based on theoretical studies, then defined in conceptual definitions, operational definitions, and developed through lattice instruments and technical techniques. Knitted data analysis uses descriptive statistics and statistical analysis to test the significance of path coefficients, descriptive statistics to present data in the form of frequency distribution tables, histograms, and total statistics such as media, modes, averages, variants, and foreign exchange standards. Statistical tests are used to test the significance of path coefficients using Partial Least Square (PLS) which is a Multivariate Analysis in the second generation using structural equation modeling (SEM). PLS can be used for a small number of samples, and of course with a large number of samples will be better able to improve the accuracy of estimates. PLS does not require the assumption that data distribution must be normal or not. The construct form can use a reflective or formative model in which from the results of statistical analysis, the relationship between variables formulated in the formulation of a problem as many as 7 pieces obtained significant results.

This study, researchers used respondent data, such as gender, age and duration of work of respondents to be able to provide information about the characteristics of respondents. The study population was employees at Batam University, which consisted of dosons and employees. The sample is determined by the number of sample members (sample size) of 60 people by proportional random sampling technique. 20 lecturers and 40 Batam university employees. This research is the result of a field study to obtain questionnaire answer data that measures five main variables in this study, namely Emotional Intelligence, Self-Efficiency, Working Spirit, Work Satisfaction to work achievement of Batam University employees. The instrument was developed based on theoretical studies, then defined in conceptual definitions, operational definitions, and developed through lattice instruments and technical techniques. The issue in this research is how to improve society ability through process human and physical capital. The relation between capital and ability improvement will be examined in this research by placing process empowerment as mediating variable to explain the activities involved. The data used in this study are primary and secondary data. The primary data was collected using survey method technique through questionnaire. Furthermore statistical analysis was used Structural Equation Modeling (SEM) of Smart Partial Least Square. This research has found two ways as path patterns directed to the increasing of society ability, which are (1) pattern consist of “two creating stage” to society ability, and (2) These pattern show that to improve society ability need “three stage” of process activity. The correlation is while the empowerment process increases higher, it will impulse the creating of society ability. The implementation of this research’s result, stated that if the empowerment wants to develop human capital, it will be better if the empowerment is supported by apply the developing ability of subject empowerment.

Abstract. Existancy Effect is the existence of human resources that arise from the effect or something that has been done by an activity. Existancy Effect in this research is the existence of students arising from teaching and learning activities in class. Once the importance of an Existancy Effect as an output of teaching and learning activities, then this research aims to examine the influence of responsibility, attractiveness, empathy, and also competency in influencing the improvement of existency effect toward human resources (students) at Sultan Agung Islamic University (UNISSULA) Semarang. The type of this research is an explanatory research that seeks to determine the relationship between research variables. This research was conducted through survey method by distributing questionnaires to 212 students from 4 courses in 5 classes. The research data analysis used Structural Equation Modeling (SEM) and used partial least square. The data processing was supported by SmartPLS application. The results showed that the existence effect of human resources in organizations can be improved through increasing the empathy of lecturers with students, Furthermore, in order to improve the lecturer’s competency, it needs an attractiveness in the learning method. Meanwhile responsibility cannot explain the existance effect of students. Keywords: responsibility, attractiveness, emphaty, competency, existence effect.
