In the era of industrial revolution 4.0 which most of it integrated to the internet, of course technology information nowadays has becomes something that part of out needs for some people even for every one in this world. Every health services in an area of city must be capable to do the best, so the progress in giving health services to society could be so much effective. Health service that easily be found in an area or city is Puskesmas. Most people are often feeling so dissapointed to the activity progress in Puskesmas. However, this has been minimalized through using management information system which found in Puskesmas (e-Puskesmas). This research was held in Puskesmas Tanjungpinang. This research’s purpose is to know the implementation of management information system (e-Puskesmas) in Puskesmas Tanjungpinang. Research method been done by doing obvservation and interview to health service activity that happened in Puskesmas. The result of this research is that management information system implementation in Puskesmas Tanjungpinang not yet fully integrated.

 University of Muhammadiyah Malang has a legacy system i.e. SMS gateway service. This system is used for several new needs emerged, i.e. the need for functional and non functional, including the automatic reply that is integrated with the data request, automatic broadcast and responsive interface. The emergence of this new variety of needs indicate that institutions are hoping the performance and functionality of the legacy system is growing. When we need to update the software and hope the performance, reliability, and functionality may be increased, without affecting its main function, software re-engineering can resolve problems like this. Software re-engineering can be implemented on a legacy system (SMS gateway) to transformed into management information system SMS service center, so some new requirements such as the automatic reply that is integrated with the data request, automatic broadcast, and a responsive interface that can be realized. On the re-engineering software there is a model of the process that must be done in the process of implementation. so that the process of transformation of a legacy system to the management information system SMS service center as well as the process of adding some new requirements may run well, so that what is expected of institutions can be realized.Keywords: Software Re-engineering, Legacy System, SMS Gateway, Automatic Reply. The National Health Management Information System (NHMIS) Was Designed To Provide Timely And Reliable Health Service Delivery Information. The Efficiency And Effectiveness Of Health Service Delivery Is Assessed By The Availability Of Quality, Complete And Timely Data. The NHMIS Policy Review Was Initiated By A Consortium Of Relevant Stake Holders Led By The Department Of Planning, Research And Statistics (DPRS) Of The Federal Ministry Of Health (FMOH) And The National Primary Health Care Development Agency (NPHCDA). The Emphasis Of The NHMIS Is To Strengthen The Health Information System-HIS In The Country And Promote The Use Of Quality Information For Evidence-Based Decision-Making At The Community, LGA, And National Levels. In Spite Of Substantial Investments, The Health Sector In Nigeria Has Made Slow Progress In Improving Its Health Indices. Thus The Nigeria State Health Investment Project(NSHIP), Through Support From WHO, Introduced The Performance-Based Financing –PBF Currently Rolled Out In Three States- Adamawa, Nasarawa, And The Ondo States To Deliver A Result-Based Approach To Improve Quantity And Quality Of Health Services Especially In The Area Of Maternal Health. Health Centers Receive Funds Directly Based On The Number Of Essential Services They Delivered And The Improved Quality Of Care. This Encouraged Health Centers To Focus On Delivering Results, And The New Funds Enabled Them To Improve Their Services. This Study Compared Data Reported Using The NHMIS And Declared Validated On The PBF Declaration Forms In Funding Health Facilities In Nasarawa State For Quarter 1 (Jan.- Mar.)2018 And Quarter 2 (Apr. – June) 2018.
