The article is devoted to the characterization of the constitutive influence of UNESCO on the transnational higher education formation at the end of the XX - the beginning of the XXI century, in particu-lar, to substantiate strategies for its development and quality assurance at the global and regional levels. Based on the study of a wide source base, UNESCO's role in the development of transnational higher educa-tion is uncovered though it has been firmly included in the structure of the international relations system in the field of internationalization of higher education as the institution of global educational policy of global scale. It is revealed that the main directions of the international organization’s activity in the development of transnational higher education are: statistical data collection and classification; harmonization of the termi-nology apparatus; deepening knowledge of transnational higher education issues; development of recom-mendations for the transnational higher education management, ensuring its quality; creation of infor-mation exchange centers; forecasting and developing strategies for its development. It was established that on the international level, on the basis of the method of open coordination, the leading institutions of global regulation of education development have agreed and adopted normative documents on the quality assur-ance of transnational higher education, the unifying characteristics of which are: the basic principle of mu-tual trust between countries and respect for the diversity of higher education systems; quality management of transnational educational services; ensuring the detection of dishonest providers; recommendation focus on the activities of stakeholders: government, higher education institutions, educational services providers, student organizations, quality assurance and accreditation institutions, institutions for recognition of quali-fications and diplomas, professional associations of teachers, researchers, etc.

In order to propose quality assurance for cutting-edge transnational higher education management, this chapter first analyzes data on academic developmental journals while making use of the three widely known literature databases ISI Thomson, Scopus, and Google Scholar; the latter analyzed by the software Publish or Perish (PoP). Time series of data for documents and their citations provide indices; this chapter provides as most helpful indices the ISI impact factor, Scopus SNIP, and PoP AW index. A dozen of the most influential developmental journals are heuristically ranked by taking into account all available indices from all three literature databases. The series of historic bibliometric data since the 1950s shows the dynamics of the global emergence of developmental journals and developmental thought. Secondly, and as a possible template for similar initiatives in global higher education management, this chapter presents the recently established “Global Studies” (GS) Master’s curriculum at Graz University, Austria. Details on this novel curriculum’s targets, modules, courses, and practicals are given. GS embraces six modules and courses from different schools at university. Emphasis is placed on dialogic interdisciplinary understanding and interparadigmatic integration of multiple disciplines and perspectives, when managing education for the purpose of responsibly hedging and managing globalization and socio-economic global change in responsible partnership.

The article presents the results of empirical research of the main theoretical approaches to the concept of efficiency of management services in the field of higher education. It is determined that the concept of efficiency management is a complex multifaceted indicator that includes certain performance indicators related to efficiency, profitability, effectiveness, etc., in economics and management there is no single general approach to determining the effectiveness of management. It is proved that the effectiveness of management is a complex indicator that determines the use of resource opportunities to achieve a certain goal, and these concepts are complementary and interrelated, this approach from the point of view of economics is integrated with all management functions.Ключові слова: higher education; management efficiency; management effectiveness; management efficiency in higher education; educational services.

Influenced by constantly changing demographic, social, and political forces, the internationalization of higher education has been a movement that has shifted purposes and directions over the last 40 years. As more and more students take advantage of educational experiences that transcend country borders, and as these educational experiences become more varied, the development, delivery, and evaluation of educational programs becomes more complex. In some settings, newly developed structures, such as dual-degree or joint-degree programs, have been established as one way to organize and provide structure to such educational programs. The purpose of this chapter is to use the results of a study of a sample of collaborative dual-degree programs in Europe to provide guidance for the management of transnational higher education initiatives.

Vietnam higher education has attempted innovations in increased efforts to integrate well into the world’s education. One of the most prominent innovative activities is quality assurance. Adopting a historical approach, this paper presents the Vietnam higher education quality assurance renovating process including three phases: the centrally planned economy period (1954–1986), the reform period (1986–2000) and the international integration period (2000–2017). At each stage, it is referred to the perspective, the system, the mechanism, and the achievements of Vietnam higher education quality assurance. By taking a historical stance, the paper presented the continued advance of higher education management, the role and significance of quality assurance as an integration commitment of Vietnam education in the context of globalization.

The issue of managing the university training process according to the quality assurance approach is important not only for medical universities in Ho Chi Minh city but also with medical universities and higher education in general. That management process must be derived from the theoretical foundations of educational management, school management, higher education management the foundations of psychology, education and related sciences; complying with the general regulations of the education and training sector, of the Ministry of Health, based on the specific conditions of the medical universities in the area. Bearing this in mind, the study investigated the characteristics of postgraduate medical training activities and the status of postgraduate training management. A survey of 103 administrators, lecturers, technicians, who are currently working and teaching at Medical University was conducted. All responses were analyzed through descriptive statistics. The results showed that the characteristics of evaluating the postgraduate training activities at Medical University in Ho Chi Minh city were greatly comprehensive and the current situations of quality assurance management at Medical University in Ho Chi Minh City were evaluated as satisfactory. Based on the results, the study suggests some recommendations for improving the quality assurance management for postgraduate training at Medical Universities in Ho Chi Minh city.

The wide application of artificial intelligence technology in various fields has accelerated the pace of people exploring the hidden information behind large amounts of data. People hope to use data mining methods to conduct effective research on higher education management, and decision tree classification algorithm as a data analysis method in data mining technology, high-precision classification accuracy, intuitive decision results, and high generalization ability make it become a more ideal method of higher education management. Aiming at the sensitivity of data processing and decision tree classification to noisy data, this paper proposes corresponding improvements, and proposes a variable precision rough set attribute selection standard based on scale function, which considers both the weighted approximation accuracy and attribute value of the attribute. The number improves the anti-interference ability of noise data, reduces the bias in attribute selection, and improves the classification accuracy. At the same time, the suppression factor threshold, support and confidence are introduced in the tree pre-pruning process, which simplifies the tree structure. The comparative experiments on standard data sets show that the improved algorithm proposed in this paper is better than other decision tree algorithms and can effectively realize the differentiated classification of higher education management.
