<p>This paper analyzes the failure of the Organization for Prohibited of Chemical Weapon (OPCW) in handling chemical weapon disarmament in Syria. The use of chemical weapons by the Syrian government against its own citizens poses a challenge for OPCW in its role to ban the use and development of chemical weapons worldwide. OPCW itself formed in 1997 is an implementation of Chemical Weapon Convention (CWC) in 1993. The main problem of this study is OPCW failure factors to ban the use and development of chemical weapons in Syrian conflict. The study results show that the chemical weapon disarmament efforts in Syria by the OPCW by sending and destroying government-owned chemical weapons has failed. Although OPCW has claimed Syria has been freed from chemical weapons, it is still encountered the use of chemical weapons by ISIS terrorist groups and unofficial opposition groups. In conclusion, the role of the OPCW according to the concept of disarmament and the international organization is still not fully successful. OPCW is only able to detect the use of chemical weapons committed by the Syrian government. This organization has no authority in overcoming the problem of the misused chemical weapons committed by non-state actors.</p><p><span>Keywords: Chemical weapons, Syrian conflict, OPCW, Disarmament. </span><br /><span> </span></p>

This research investigates how curriculum has contributed to society, especially in the context of maintaining peace in Indonesia. Unlike former studies that have paid the most attention to the fundamental role of the state actors or civil society, this study emphasizes the importance of school to build peace. This research pays attention to the case of catholic senior high school in Bali. The finding suggests that school can be agent of peace through implement the peace curriculum in school. This study demonstrates that the peace curriculum should be implemented in school to prevent the violence action. Hence, providing space for further discussion about the content of peace curriculum that can be implemented in Indonesia.

Abstract When violence occurs, the state has an obligation to respond to and reduce the impacts of it; yet often the state originates, or at least contributes to, the violence. This may occur in a variety of ways, including through the use of force by police, pretrial incarceration at local jails, long periods of incarceration in prisons, or abuse and neglect of people who are incarcerated. This essay explores the role of the state in responding to violence and how it should contribute to reducing violence in communities, as well as in its own operations. Finally, it explores what the future of collaboration between state actors and the community looks like and offers examples of successful power-sharing and co-producing of safety between the state and the public.

Abstract Background: Resilience has become relevant than ever before with the advent of increasing and intensifying shocks on the health system and its amplified effects due to globalization. Using the example of non-state actors based in Switzerland, the aim of this study is to explore how and to what extent NGOs with an interest in global health have dealt with unexpected shocks on the health systems of their partner countries and to reflect on the practical implications of resilience for the multiple actors involved. Consequently, this paper analyses the key attributes of resilience that targeted investments may influence, and the different roles key stakeholders may assume to build resilience. Methods: This is a descriptive and exploratory qualitative study analysing the perspectives on health system resilience of Swiss-based NGOs through 20 in-depth interviews. Analysis proceeded using a data-driven thematic analysis closely following the framework method. An analytical framework was developed and applied systematically resulting in a complete framework matrix. The results are categorised into the expected role of the governments, the role of the NGOs, and practical future steps for building health system resilience. Results: The following four key ‘foundations of resilience’ were found to be dominant for unleashing greater resilience attributes regardless of the nature of shocks: ‘realigned relationships,’ ‘foresight,’ ‘motivation,’ and ‘emergency preparedness.’ The attribute to ‘integrate’ was shown to be one of the most crucial characteristics of resilience expected of the national governments from the NGOs, which points to the heightened role of governance. Meanwhile, as a key stakeholder group that is becoming inevitably more powerful in international development cooperation and global health governance, non-state actors namely the NGOs saw themselves in a unique position to facilitate knowledge exchange and to support long-term adaptations of innovative solutions that are increasing in demand. The strongest determinant of resilience in the health system was the degree of investments made for building long-term infrastructures and human resource development which are well-functioning prior to any potential crisis. Conclusions: Health system resilience is a collective endeavour and a result of many stakeholders’ consistent and targeted investments. These investments open up new opportunities to seek innovative solutions and to keep diverse actors in global health accountable. Strong governance, a bi-directional knowledge exchange, and the focus on leveraging science for impact can draw greater potential of resilience in the health systems. Governments and the NGOs have unique points of contribution in this journey towards resilience and may support governments to prioritise investing in the key ‘foundations of resilience’ in order to activate greater attributes of resilience.

Modern international and cross-border relations in the sphere of public-private partnership (PPP) undergo transformations caused by globalization processes, which leads to the amendments in their legal regulation. The impact of non-state actors increases. Although the toolset for influencing cross-border relations in the sphere of PPP retains its legal core, it is being extended by the rules established by non-state actors outside the international and national legal systems, and carry no legal weight. For PPP as a form of interaction between the state and private investment and business structures, such transformations are particularly noticeable and require precise legal qualification. The scientific novelty of this research consists in providing definition in the international legal doctrine to Lex PPPs as the regulator of cross-border relations in the sphere of public-private partnership. Based on the dialectical, logical, and formal-legal methods, assessment is given to the role of international organizations in the formation of Lex PPPs. In conclusion, the author clarifies the role of Lex PPPs within the system of regulators of public-private partnership, namely that it should not expel the legal regulation of cross-border relations in the sphere of public-private partnership; as well as offers to seek for the new forms of correlation between international law and Lex PPPs and their consolidation through the international legal regulation of public-private partnership.
